until 10:30 a.m., February 12,2004 for the
following:
In general, providing all equipment, mate
rials, and labor for the construction of a
100,000 gallon underground concrete
overflow sewage storage tank adjacent to
the existing St. Mario Pump Station #1
with all appurtenances, complete with all
details, tested and ready for continuous
operation.
The entire contract must be completed
within 70 calendar days after notice to
proceed.
No bids will be received or accepted from
any contractor who has not purchased
plans from the Forsyth County Purchasing
Department. All bidders must be licensed
in Georgia, maintain a full time office in
Georgia and have a registered agent in
Georgia.
Copies of the bidding documents and

January 20, 2004 at the office of Forsyth

TO THE QUALIFIED VOTERS OF
FORSYTH COUNTY, GEORGIA
YOU ARE HEREBY NOTIFIED that on
the 2nd day of March, 2004, an election
will be held in all of the election districts of
Forsyth County, Georgia (the “County”), at
which election there will be submitted to
the qualified voters of the County for their
determination the questions of whether or
not (i) general obligation indebtedness of
the County shall be issued in the aggre
gate principal amount of $65,000,000 for
the purpose of paying (a) the costs of
acquiring, constructing and equipping a
judicial complex, including a courthouse,
detention center, sheriff’s office and relat
ed facilities, including both real and per
sonal property necessary or desirable for
use in connection therewith and (b)
expenses incident thereto (the “Bonds”).
The Bonds, if so authorized, shall be
dated the first day of the calendar month
in which the Bonds are issued, shall be in
denominations of $5,000 each or multi
ples thereof, and shall bear interest from
the date of the Bonds at such rate or rates
not exceeding 6.5% per annum in any
year, that all interest payable semiannual
ly on the Ist day of March and September
in each year, commencing March 1, 2005,
and that the principal shall mature (by
scheduled maturity or by mandatory
redemption at the option of the County)
on the Ist day of March in the years and

The Bonds may be issued in whole or in
part and in one or more series with each
series having a different issuance date as
determined by the Board of
Commissioners of Forsyth County (the
“Board"); provided, that the total principal
amount of all such Bonds shall not
exceed the total amount designated for
each purpose as set forth above. The
Bonds may be made subject to redemp
tion prior to maturity upon the terms and
conditions determined by the Board upon
their sale.
The principal of and interest on the Bonds
shall be payable in lawful money of the
United States of America by a paying
agent to be designated by the Board prior
to their sale.
Any brochures, listings, or other adver
tisements issued by the Board or by any
other person, firm, corporation, or associ
ation with the knowledge and consent of
the Board shall be deemed to be a state
ment of intention of the Board concerning
the use of the bond funds, and any such
statement of intention shall be binding on
the Board in the expenditure of any such
Bond funds or interest earned thereon.
Voters desiring to vote for the issuance of
the Bonds for the aforesaid purposes
shall do so by voting “YES" and voters
desiring to vote against the issuance of
the Bonds for the aforesaid purpose shall
do so by voting “NO" as to the questions
propounded substantially as follows:
