Commissioner Eddie Taylor
asked Anderson if he was a
county resident and if he was
running for office.
Anderson said he does not
live in the county and that he
had attempted to run as a
Libertarian for the U.S. Senate.
He said he tailed to win enough
support to mn as a Libertarian.
"Any individual can speak
before this body." Anderson said.
Milum asked the board to
dismiss members of the ethics
board after that board dismissed
complaints he and Anderson had
filed against County Solicitor
Leslie Abernathy.
"We are not here to attack
anyone, but to give the citizens
of Forsy th County the truth and
only the truth." Milum said.
The ethics board ky»t month
dismissed a host of complaints
filed by Anderson and Milum
against the solicitor; the ethics
board said there w as not enough
e\idence presented and that
most of the claims were hearsay.
The board continued to
investigate one of Anderson's
complaints that alleged a 1996
campaign contribution of SSOO
to Abernathy was not reported.
However. Ethics Chairman
Dan Wolf said Anderson did not
respond to a letter requesting
additional information on that
charge; as a result. Wolf said that
charge was dismissed last week.
"We just closed the matter."
Wolf said. "That particular com
plaint. it was dismissed."
"In order to hold a public
hearing, our ordinance says that
there has to be a sworn state
ment of personal specific knowl
edge that can be substantiated."
Wolf said "It has to be substan
tiated."

During the ethics board s
meeting investigating the com
plaints. Perry said if it was deter
mined a hearing would have to
be conducted, he would have to
excuse himself from the hear
ings because of that business
relationship.
Anderson and Milinn
weren't alone in their criticisms
of the way the county govern
ment does business
Jeff Benson, a member of a
group opposed to a new road
through the Three Chimneys
community in south Forsyth,
also accused the board of dis
honest practices.
Homeowners in the commu
nity say the board misled them
to believe the road, Windermere
Parkway, would be two lanes
rather than four. Though por
tions, of the road are two lanes,
plans include a median that
would allow the road to be
widened at some future date.
Also during the public hear
ings. John Pickering presented
more than 1.000 letters to the
commissioners from members
of the public who want Old
Atlanta Road to remain a resi
dential corridor. The presenta
tion was in response to a petition
signed by 100 people who want
ed the road to be a commercial
corridor.
In other business at the meet
ing. the board:
• Postponed until May lOthe
appointment of members to a
committee that will study
w hether the county needs a
smoking ban. Commissioners
took the action because the
Georgia Legislature is consider
ing implementing a statewide ban
against smoking in facilities used
by the public, such as restaurants.
• Approved discussing a
proposed 921-lot development
in the Etowah River region by
Fox Creek Properties during the
March 22 meeting.
Deaths
Douglas Thrasher
Mr. Douglas Thrasher of
Cumming died March 7, 2004.
Mr. Thrasher was a native of
Buford. He was a retired super
visor from Scientific Atlanta and
was a graduate of Sugar Hill
High School, class of 1948. Mr.
Thrasher was a member of
Shadow Brook Baptist Church
in Suwanee. He was preceded in
death by his wife, Martha
Doster Thrasher; and son, Ricky
Thrasher.
Survivors include his daugh
ter and son-in-law, Dianne and
Richard "Dicky" Garner of
Cumming; sons and daughters
in-law, Randy and Mona
Thrasher of Valparaiso. Fla..
Ronnie and Kim Thrasher of
Cumming; five grandchildren;
two great-grandchildren; sister
and brother-in-law. Ann and
Myron Jordan of Buford; broth
er and sister-in-law. Loyd and
Thelma Thrasher of Buford.
Funeral services will be
Wednesday. March 10, at 2:30
p.m. at the Flanigan Funeral
Home Chapel in Buford, with
the Revs. Mike Shoop and Ken
Allen officiating. Burial will fol
low in the Broadlaw n Memorial
Gardens in Buford.
Flanigan Funeral Home in
Buford is in charge of the
arrangements.

Mr. Hoyt W. Burruss. 85, of
Cumming died Sunday. March
7. 2004. Mr.
Burruss. a native
of Forsyth
County, was a
veteran of World

preceded in death by his wife,
Pauline Burruss.
Survivors include his son
and daughter-in-law. Jerry and
Debbie Burruss of Cumming;
grandson. Jeffrey and Sonji
Burruss of Cumming; great
grandson. Preston Burruss of
Cumming; sister. Mary Helen
Locke of Cumming; sister-in
law, Vivian Burruss of
Cumming; and other relatives
also survive.
Funeral services were
Tuesday. March 9. at the Ingram
Funeral Home Chapel with the
Rev. Ruel Martin officiating.
Interment followed in the
Saw nee View Memorial
Gardens.
Ingram Funeral Home was
in charge of the arrangements.

"Bill" Lipscomb, U.S. Army
retired, 84, of
VETERAN
Franklin, Tenn.,
formerly of
Dahlonega, died
Wednesday,
March 3. 2004.
Born June 21, 1919, in
Cumming and raised in
Dahlonega, he was the son of
the late Dewey H. and Edna
Frances Henderson Lipscomb.
His father was the owner of
Lipscomb Drug Co. in
Dahlonega for 45 years. Col.
Lipscomb served in the Army
for 3Q years and vyas awarded
two Purple Hearts for wounds
suffered in the Korean Conflict.
He retired in 1971 and moved
back to Dahlonega in 1977. He
was preceded in death by his
brother. George H. Lipscomb.
Survivors include his wife of
58 years. Lucille Court "Lou"
Lipscomb of Franklin, Tenn.;
daughter. Penny Nelms of
Franklin. Tenn.; granddaughter
and husband. Courtney and
Robert Ashburn of Murfrees
boro. Tenn.; grandson. Tommy
Nelms of Franklin. Tenn.; sister
and brother-in-law. Betty Jean
and Jim Salter of Gainesville;
nieces, Laura McKinley of
Jesup. Melinda Lipscomb,
Nancy Lipscomb, Lisa-
Lipscomb. all of Powder
Springs.
Funeral services were
Tuesday. March 9, at the
Dahlonega Baptist Church with
the Revs. William D. Hutcheson
and Robert D. Green officiating.
Interment followed in the Mount
Hope Cemetery in Dahlonega
with full military honors. In lieu
of flowers, donations may be
made to the Dahlonega Baptist

Mildred Worley Barrett
Mildred Worley Barrett, 77,
of Cumming died Saturday,
March 6, 2004. A native and
lifelong resident of Forsyth
County, she was a longtime
member of the First Baptist
Church in Cumming where she
was president of the Gleaner’s
Sunday school class. She was a
member of the McDonald's
Breakfast Club, The A.A.R.P., a
regular attendee at the Senior
Center Bingo Club and the 50
Plus Club at First Baptist
Church of Cumming. She was
preceded in death by her par
ents, Arthur W. and Zonie B.
Worley.
Survivors include her daugh
ter and son-in-law, Teresa and
Paul Crawford of Royston; son
and daughter-in-law, Travis and
Melinda Barrett of Cumming;
granddaughter and grandson-in
law, Valerie and Scott Miller of
Lula; grandson, Richard Barrett
of Cumming; granddaughters,
Laura Wills of Gainesville,
Ellen Barrett of Cumming;
great-grandchildren, Gabriel
Payne of Gainesville, Jacob
Miller. Jonas Miller, Anna Wise,
all of Lula; sister and brother-in
law, Mary Jo and George Wood;
nephews and families, Stephen
and Julie Wood, Jonathan and
Hannah, Mark and Julie Wood,

Tuesday. March 9, at the
Cumming First Baptist Church
with Dr. Bob Jolly and the Rev.
Stephen Wood officiating.

Mrs. Lorene Sanders
Higgins, 60, of Cumming died
Friday, March 5, 2004. A native
and lifelong resident of Forsyth
County, Mrs. Higgins was a
member of Pine Crest Baptist
Church. She was preceded in
death by her husbands, Everett
Sanders, Herman Higgins.
Survivors include her daugh
ter and son-in-law. Shannon and
Marty Loudermilk of Cumming;
brother and sister-in-law, R.A.
and Lois Elzey of Cumming;
brothers- and sisters-in-law,
Wilford and Margaret Sanders
of Roswell, Buford and Peggy
Sanders of Texas, Ronnie and
Bo Sanders of Buford, Marshall
and Judy Sanders of Canton;
and a large number of nieces,
nephews and other relatives also
survive.
Funeral services were
Monday, March 8, at the Pine
Crest Baptist Church with the
Revs. Dan Henderson and Craig
Richard officiating. Interment
followed in the Brookwood
Baptist Church Cemetery.
