The office furniture and
resources company first opened
in DeKalb County. About 11
years ago, Rasper moved the
business to Forsyth, which he
admitted was a risk at the time.
“There was only a Wendy’s
over here on McFarland
[Road],” he said. “Windward
[Parkway] was growing a little
bit, but I took the risk and I
knew the growth was coming
this way.”

itself is an attraction.

During the lunch session,
Cagle focused on transporta¬
tion and education issues.
Cagle referred to legisla
tion on a 1-cent sales tax for
transportation, which failed to
make it through the legisla¬
ture. The measure would have
allowed counties to levy a
regional sales tax to fund
major transportation projects.
Though he was upset it
didn’t pass, Cagle said the tax
would have yielded only $800
million annually at best.
The amount “sounds like a
lot of money, but I just got
through visiting Gwinnett and
that one little interchange they
did at Hwy. 316 was $150 mil¬
lion,” he said. “So when you
start dividing that up by 10

counties, it’s a very small
amount of money.”
Through private funding of
transportation, Cagle said
roads could be built quicker,
cheaper and without the cur¬
rent problem of “too many
agencies that are controlling
what goes on in transporta¬
tion.”
Private funding will result
in toll roads, Cagle said, but
“if I’ve got to be in Atlanta at
a certain time, I may be will
ing to pay the $5.”
“I believe that in three
years time frame, if we were
serious and committed, we

probably even Ga. 400.
Cagle also touted the suc¬
cess of his charter system and
career academy initiatives.
The charter system is a con¬
cept that allows school sys¬
tems to receive state funding
without adhering to state man¬
dates. In exchange, the system
comes under increased
accountability..

viously said the concept is one
they would consider,
