which collections end in July, while
Caney Road was listed in the SPLOST
VII, which will kick in as soon as the
previous collection ends.
The projects are in District 2, which is
represented by Commissioner Brian Tam.
He proposed funding a portion of each
sidewalk to link the area with the new
park, which opened last summer.

fic going to school and trying to get to

The estimated $300,000 in funding for
the sidewalks could be advanced from
transportation safety improvements in the
upcoming sales tax program, said John
Cunard, director of engineering.
“Any projects that we advance funding
for in SPLOST VI will free up funding in
SPLOST VII is the way I look at it,”
Cunard said.
Tam noted that plans call for the Caney
Road sidewalk to eventually extend to
Old Alpharetta Road, but he recommend
ed stopping at the park entrance for now.

Commissioner Todd Levent said the
panel may want to evaluate the need for
pedestrian paths countywide.
“Why don't we bring this back and see
who else has emergency sidewalk proj
ects,” he said,
Tam made the case that the area is
unique and voters had approved the spe
cific projects.
“This community is different because
we've opened a park and they have
opened a school,” he said. “This is more
densely populated.”
Levent agreed to support the vote, but
said he would “look for [Tam's] support
on something else”
Boss, the lone opposing vote, said the
reasons are the same for his eastern
District 5, where Haw Creek Park also
opened last summer in a residential area.
“My concern is whether there's any
money after your project,” Boss said.
The supporting commissioners agreed
that the density in District 2 qualified the
project for traffic safety improvement
funding from the sales tax.

asked staff to review opportunities for
funding sidewalks around Haw Creek
Park on Echols Road.
“It definitely needs some connectivity
with those schools and those subdivi
sions,” Mills said.
Agreed to send a proposed code
change to public hearings that would
allow anyone with a Residential-3 rezon
ing prior to the standards changing in
November 2007 to be able to build using
the previous requirement of 9,000-square
foot lots instead of the current 14,500.
e Instructed planning department staff
to prepare the streamlined rezoning pro
cess for public hearings. Commissioners
asked to include previously discussed
changes, as well as reducing the sign
requirement from 21 to 15 days prior to a
hearing and eliminate the limit on resi
dential applications that can be processed
in a month.

That month, commissioners voted
3-2 to renew the contract with a 10
percent increase in 2013 and a 3 per
cent increase based on that each fol
lowing year.
The county paid Advanced
Ambulance about $957,000 for ser
vice in 2012, For 2013, the deal
totals a little more than $1 million.
Through the agreement, the county
receives six 24-hour emergency
ambulances staffed by a paramedic
and an emergency medical techni
cian.
“We'd almost have a little bit of a
compounding effect, and I think that
was causing some folks some heart
burn,” Jarrard said. “What this new
amendment would do is ... at the
end of 2013, rather than have the
next year's 3 percent go on top of
that 8 percent, it would in fact only
be 3 percent over a 2013 figure as if
it had been 3 percent.”
Advanced Ambulance sought the
increase to recoup debts being writ
ten off from indigent users, fuel
costs that can no longer be absorbed
and the use of an extra ambulance
above the six required in the con
tract.
Commissioner Cindy Jones Mills,
who started her first term Jan. 1 after
the original vote in November,
sought to rescind the action based on
new information from the company’s

Mills said Stan Rutledge told her and
another commissioner that he had
not expected to receive the full 10
percent increase.
She added that the request had
been made after the budget was set
and without going through the
“proper channel” of the procurement
degann\em.
n Tuesday, the commission
rescinded the November vote and
reopened the discussion since a writ
ten agreement had not been complet
ed.
The terms of the deal were
approved Tuesday, but the contract
will return to the Feb. 7 meeting,
since the specifics of a county “buy
back” of equipment had not been
finalized.
Jarrard explained that the county
has agreed to reimburse Advanced
Ambulance if it decides to terminate
the agreement and start its own ser
vice.
The agreement must include a
value for that equipment, including
depreciation over the years, so the
county knows exactly what its finan
cial obligation would be each year,
he said.
The company provided a value of
$550,000 for the equipment, but
Jarrard asked the commission to con
sider whether to accept that estimate
or have a third-party appraisal
He agreed to continue working on
those figures before the commis
sion’s next regular meeting.
