The Saint Stephen, a Portuguese regiller ship of 26 guns, I and 160 men, which put into Gibraltar the beginning of last I month, in cunfequence of an Algerine squadron cruising in I the Straits, continued there several days in hopes of escaping I these free-hooters. The above tranfaftion will, no doubt, be esteemed a great affront to the British flag, and a violation of the treaty be tween this country and the states of Barbary. When the re went to the Governor refpefting this intrusion, accord ing to our advices, the Surgeon of the garrison had left or- ders with the Governor’s attendants that he mud not be di sturbed on any account, as he had not slept for several nights, and it was owing to this incident that the garrison did not receive directions in time to fire at the frigate, which failed triumphantly out of the harbour. The kingdom of Ireland, and the commonwealth OfMaffa chufetts seem to be in a similar situation, both internally con voked by natural malcontents—But it has been remarked that, as the works of creation are executed on a larger plan in thia quarter of the globe than in any other, the views and object of its inhabitants are proportionably more grand and eaten five. On Thursday evening last, the honorable Mr. Duane, who the preceding day arrived at BoAon from New-York, on the floor of the State-house, commynicatpd to the honorable the Legislature, in a speech, fonie important matters which have been difeuffed in Congress, refpetfing the continental import, by which it appears, that the legislatures of the several states have so far complied with the requisitions of Congress, as to enable that honorable body to proceed to the adoption of the long contended system of revenue.
