« We have just been fpeftators of one of the most bloody
tragedies ever afted in this metropolis fincc the days of Cola
di Rienzo. The awful fpeftacle was however received with
universal applause ; and, with regard to its merit, I can only
fay that drift justice has been done to the principal character.
To come to the point, Wednesday last, about four o’clock in
the afternoon, Cardinal Turlone, High Inquisitor of the Holy
Office, on his coming out of the Vatican, was attacked by
an incensed multitude, who forced his Eminence out of his
carriage, and, after cutting his nose and ears off, and mang
ling him in a most (hocking manner, dragged the butchered
carcase to Monte Tiburno, where they hung it on a gibbet 50
feet high, which they had erefted for that purpose. The
reasons assigned for this popular execution are various : Car
dinal Turlone was originally a Black Friar ; but a few years
ago he praftifed at the bar as a Curiale, which in English
answers to a Lawyer. His abilities were reckoned so very
moderate that he was generally styled the dull pleader ; yet
on several occasions he found an apportunity of diftinguilhing
himfclf by a superior degree of impudence. When his Ho*
linefs created Turlone High Inquisitor, and invested him with
the purple, the most considerate part of the people were struck
with amazement, well knowing that neither his birth nor
talents gave him any title to that supreme dignity. The catifc
of his elevation is commonly traced to the following circum
stance : During the late administration Cardinal Nortoni
the place of the High Inquisitor, and Confeffor to the Pope,
for your Lordlhip must know that one implies the other, was
held by a pious Cardinal of the name of Fattiftoni, whose
excellent character ever commanded the resp est of the public.
Some Temples arising in the bread of his Eminence, concern
ing the conduft of his,penitent, and finding himfelf incap
able of putting a check to the noxious measures pursued in
the Vatican, he thought proper to resign ; upon which the
Ministry held a secret consultation, when it is said that one
Cardinal Veimotti recommended Turlone as a fit person to
succeed Battiftoni, which was agreed upon by the junto,
after that Turlone had entered with them into a solemn en
gagement to support their measures through thick and thin, and
direst the Pope’s conscience in a mauner totally subservient
to their machinations. He had not been one month in office,
when he made a clandestine connexion with Cardinal Selbo
roni, who, having been a Jesuit for many years, had strongly
imbibed the pernicious maximes of that iniquitous orders
Cardinal Nortoni, who had been one of the firft instruments
of Turlone’s exaltation and fortune, became the firft victim
of his ingratitude. Aided by the jefuitical manoeuvres of
Selboroni, Turlone soon found means to poison the Pope’s
mind against his benefaftor, and in a few days had him turned
out of the Vatican. And now the treacherous arts and hypo
critical grimaces of the dignified Turlone gained fuchan
afeendant over the mind of the deluded Pontiff that he became
the folc and abfohue oracle of the Conhftoiy. From the
morofity of Turlone’s temper, and the Neronian perverseness
of his heart your Lordship may easily guess what could be
the coufequence of placing an uuliiuited power in the hands
of such a man. The oppreffiono the poor and the miseries
of his fellow creatures ever seemed his favourite objefts.
While he remained in office about 20,000 individuals were
Inut up and actually starved within tnc walls of the holy In
quisition. Several C aidinals moved for an aft of grace in full
Consistory ; one of them, in particular, with gieat wisdom,
observed, that in every other country such afts frequently
took place, not only to favour the caufc of humanity, Lut
also to serve the ends of good policy ; especially after the
numerous calamities with which the fubjefts of his Holiness
had lately been grievously afflicted. He proved that the ev!-
dent aim of the Inquisitor, in his unmanly riguor, was to
enrirh himfelf, at the fame time that he impoveriffled the
nation by depriving it of a great number of ingenious and
ui'eful a; lifts and manufacturers ; anu, after ali, h,s Eminence
declared, that, having taken the trouble of investigating the
nature of the various charges laid on the poor wretches con
fined in the goals of the Inquisition, he had found that, ex.
cept a very few, not exceeding the number, perhaps, of eo
who might deserve the tod ot juitice, the rest onhat great
multitude were guilty of nothing else but indiferetion and
exuberant good nature. These forcible arguments feemerf to
make some impreflion on the mind of the Sovereign Pontiff,
but Turlone set his black face again!! all the pleas of humanity
and reason, in such a blunt and insolent manner, that the
good intention of the benevolent Cardinal, whefe name, I
think, is Effigamioni, was entirely defeated, and the next
day Turlone lent an express order to all the Mai dials, D e ,
puties, Bailiffs, and Gaol-keepers, throughout the Popifo
dominions, to clap double irons on their piifoners. Such was
the brutal disposition of this Inquisitor, that one day in the
Vatican, happening to find the Pope on his knees before a
noble picture of Raphael, representing Mercy on a golden
throne, he fell into a molt violent pafiion, tore the picture to
pieces before the face offlis Holnvefs. and refufed hdnabfo
lution for three weeks, which infamous conduct be pretended
to juftify with tl is specious rcufon, That Mercy being a pagan
deity, it was a molt heinous fia fora Christian Pope to make
it an objefl of his veneration.”
December 6. Monday the American Plenipotentiary pre
sented the Rev. Dr. White of Pennf) lvania, and the Rev. Dr.
Provost ofNew-Yoik, to his Grace the Lord Archbilhop of
Canterbury, tube consecrated Bishops for the Un ted States,

CHARLESTON, February 26.
On Saturday last, his Excellency Thongs Pi/ukney, Esq,
Governor elect, was proclaimed with the usual solemnities.
His Excellency, attended by both Iloufes of the Legillature,
&c. appeared at 12 o’clock in the east balcony of the state
house, and was there fiiff proclaimed by the Sheriff, —the
fpedatois feflifying their approbation by loud and reiterated
acclamations.
The proceflion then, in the following order, moved down
Broad-ftreef —in front of the battalion of artillery, the com
panies of light infantry, the battalions of militia, and the
company of futilliers ; whole brilliant appearance and mili
tary address were conspicuous on the occaficu.

His Excellency Major General Moultrie, late Governor;

Being at rived at ;he Exchange, his Excellency was again
proclaimed, and the repeated acclamations of the people de
monstrated their extreme fatisiaftion. The procession then
returned in the fame order to the state-house, when the ar
tillery fired thirteen rounds of caution, and the different corps
a feu de joy.
After the ceremony, his Excellency gave an elegant cold
collation at his house.
SAVANNAH, March 15.
The Hon. Henry Olborne, Esq. having been appointed
’ Chief Justice of this state, in the room of Nathaniel Pendleton,
Esquire, who declined afting, he took his feat on the Bench
on Friday last in the Superior Court tor the county of Cha
tham.
Same day John Billis and Thomas Smith were tried and
found guilty of robbing the store of Melfrs. May and Hills
in the night of the 10th of December lait, but were reeora-
