and that the Quarter-Master-General informed him he could
only pay agreeable to rotation ; that there were numbci-3 be
fore him, and when it came to his turn he Ihould receive his
money ; and upon the whole he never saw or difeovered any
thing in the conduft of the Quarter-Marter-Genml, but
what was confident with propriety, and that he was always
very particular in his vouchers and receipts.
Q. Did you ever fee a lift of waggons ported up in camp
at Shoulder Bone ?
A. I did fee two; which agreed as to the number of
waggons.
Did the Quarter-Master-General keep a greater quan
tity of waggons in camp or on detachment, than what was
really neceflary ?
A. No. The number of waggons employed were net
fully adequate to the duties of camp ; the Quarter-Master-
General was frequently obliged to call on the Commanding
Officer and myfeiiTor our baggage waggons.
Q. Do you know the number of waggons in General
Clark’s brigade ?
A. No.
Was it cuftortiary when waggons came into camp
with forage, &c. to detain them longer than was neceflary ?
A. I attended particularly to this business, and found
that the Quarter-Master-General never did keep any waggon
longer than was absolutely neceflary, and in my opinion dis
charged some when they ought to have bfeen detained.
Do you know the number of waggons that were poft
eft up in camp ?
A. T believe the number were between iixty and seventy,
but cannot fay positively.
Benjamin Netberland being again called on, fays, that the
lift of waggons polled up in camp by him, contained thirty*
eight or thirty-nine waggons and no more, and that he never
did set up any other lift whatever.
After having gone through the evidence both for and again!!
the Quarter-Mafter-General,* and hearing the Attorney em
ployed by the Court in behalf of the state, and examined the
books and papers of the Quarter-Master-General,
The Court ate of opinion, That from Mr. Net her land’s fi
tuationj being only a Brigade Quartet*Mafier, he could not
possibly be acquainted with all the different flarions, and num
ber of waggons employed in the Quarter-Master-General’s
Department, and that the difference ia their returns is pro
perly accounted for to the fatisfaition of this Court. .
Be it therefore Ordered , That John Appling, Esq. Quarter-
Master-General, be and he is hereby honorably acquitted,
and restored to his former rank and fmiation, invested with
all the powers he heretofore held, as if no such charge had
ever been brought again!! him.

A PROCLAMATION.
WH E R E A S John Maffliall, late of Warren county
in this fiate, who is charged with having committed
frauds, upon the Treasury of (he date, and being concerned
in procuring fraudulent accounts to be pailed the office of the
commissioners of army accounts, hath fled from this (late and
removed his property therefrom., and is supposed to be in
some one of the neighbouring states, Therefore to the end
the said John Marshall be brought to Justice, and in pursuance
of a resolution of the General AiiemWly, I have' thought ft
to ifftie this my proclamation, offering a Reward of One
Hundred Pounds, which in the name of the hate I promise
and engage (hail be paid out of the Public Treasury, to anv
person or persons who (hall apprehend and secure the said
John Marihall, so thit he be brought to juflice for the offences
1 aforefaid.
Given under my Hand Arid the Great Seal of the State,
which I have caused to be hereunto affixed, at Kin
flon, thb 13th Day of January, ‘Anno Dom. iyg;.

tion of the owners of Certificates of Liquidated Debts.

AND every Corfcmiffioncr of the Continental Loan Office,
previously to fettling and issuing certificates ns aforefaid, for
the inrereff due on certificates of liquidated debt's, other than
Loan Office certificates, fliall ad mini fief an oath or affirmation,
or require a certificate, signed by one of the persons whom
the fiate in which theCommiffioner refidcs fliall, in the legis
lative ad complying with this requisition, appoint, that he
• has administered to the owner or possessor of every such cer
tificate, an oath or affirmation, that the fame is bona fide the
property of the particular state in which the said Commiflioaer
resides, or of a citizen or citizens of tlte said state, Gr of some
corporate body or charitable inflitution within the fame, or
of some person who is not a citizen of any of the United States,
rieferibing the certificate or certificates alluded to in every
fucli oath or affirmation in fnch manner as fliall be necefiary
to identify the fame, or as may be preferibed by the Legisla
