ftstnd, in general, that there ex ills a very great
diversity of opinion among the members, and that
there has been already a very great display of wif
' dom, eloquence and patriotifra. Some Schemes,
it is said, have been projected which preserve the
form, but destroy the Spirit of a democracy ; and
others, more bold, which rfegarding only the ne
ceflity of a strong executive power, have openly
Ttjeftcd even the appearance of a popular consti
tution. From the plans of this last description,
there is little reason to apprehend danger, for the
people will hardly be induced to make a voluntary
surrender of their rights ; but they may indeed be
deceived, by the flattery of outward fliew, into a
paflive and deftrurtive afquiefcence. The forms
of liberty were preserved in the Roman govern
ment, alter the mod intolerable tyranny had ufurb- ,
ed its feat; and we are told, that under Tiberius,
one of their most execrable emperors, the freedom
of the people was still in appearance preserved ;
the Senate was still employed in managing the bu
fmefs of the public ; money, as the marks upon it
at this day teftify, was coined by their authority,
and every other public affair received their Sanc
tion. Yet, at the fame time we know, the mod
Shocking barbarities were exercised by the empe
lors, who, while their artions met with no Signifi
cant opposition, were well Satisfied that the people
ihould still flatter themselves with the empty rtiew
of power.
We are informed that the federal convention,
among other things have resolved that Rhode-
Island Should be considered as having virtually with
drawn herfelf from the union, -and that the right
of emitting paper money by the states, jointly or
Severally, ought to be abrogated.—lt is proposed
in the firft case, that for the proportion of the fede
ral debt now due from Rhode-ifland, She ftiall be
held, and, if gentler means will not avail, the
lhall be compelled to be responsible ; but upon no
account ftiall she be restored to her station in the
union. And in the other case, it is proposed to
establish & mint for the receipt of bullion, from
which the states are to dTaw coin in proportion to
their refpertive contributions. —The convention
has fcnt to New-York for the last return of the
accounts between the individual states and the con
federated body.
A few days ago, a young man in Chefier, being
violently afflicted with the tooth-ach, applied to a
neighbour for advice, and was recommended to
extraft the tooth and to furnith himfelf with ano
ther from some dead man’s Skull. He accordingly
prepared to Brandywine, and opened the grave of
a Heflian who had been killed and buried there, in
lifting the head a considerable number of guineas,
which had been artfully concealed, fell out of the
soldier’s hair, so much to the aftoniftiment and joy
of the invalid, that he instantly loft or forgot his
malady.
AUGUSTA, Aiigull 25.
By a resolution ofOongrefs made the 3d of June,
Phineas Bond, Esq. is recognized as Consul from
his Britannic Majefly, throughout the fiates of
New-York, New- Jersey, Pennsylvania, Delaware,
and Maryland.
Another Resolution of that honorable body, re
peals the Art of Congress of the 21st of Ortober
last, direrting the Board of Treasury to open a
Loan on the requisition of that date, and declares
that all monies accruing from the requisition, or
advanced by the states for the use of the troops di
icrted to be raised by the resolves of Congress of
the 20th of Ortober last, shall be credited on the
specie requisition of 1784, 1785, or 1786, at the
option of the states refpertively. But no state is
to receive credit for advances, until the accounts
relative to the fame are adjufled at the Treasury of
the United States.
We are informed, that the schooner Edward,
Captain Edding, belonging to New-England, has
been seized at Cape Francois, for smuggling fugais,
and that the Captain and crew were committed to
prison until the matter should be determined.

A Proclamation.
WHEREAS there is just reason to
apprehend by dispatches received
from the Creek nation, that hosti
lities will very shortly commence
on the part of the Indians, which
renders it absolutely necessary that the Legislature
should be convened, in order to deliberate on mea
sures for the defence of the State: I HAVE
THEREFORE thought fit, by and with the advice
and consent of the Honorable the Executive Coun
cil, to iflue this my Proclamation notifying the
fame, and requiring the attendance of the General
Allembly of the laid State, at Augusta, on Thurs
day, the 20th day of September next, for the dis
patch of public business.
Given under my Hand and the Great Seal of
the said State, at Augusta, this ninth Day
of August, in the Year of our Lord One
Thousand Seven Hundred and Eighty-Se
ven, and of out Sovereignty and Inde
pendence the Twelfth.

and tobacco lands; two hundred and eighty-seven

Creek, in the county of Wafliineton; and two
hundred and eighty-seven acres and a half in
Wathiogton, now Greene county ; for which pro
duce, the paper medium, or audited accounts of this
state, will be taken inpayment.

STOLEN off the commons of
Augusta, on the night of the
10th inst. (Friday) a likely sorrel
HORSE, 14 hands high, or there
about, with a hanging mane, and
switch tail, a star in his forehead,
and his left hind foot white; he has
a remarkable star of a lew white
hairs on his left thigh, and one of
his hind hoofs, 1 don’t recolhd:
which, is lplit from theinftep to the
toe: He trots a travelling gait very
well, canters indifferently, and has
been accustomed to draw in a carri
age.— Any pericn who will appre
hend the felon, and deliver him to
me in Augusta, shall receive the
above reward, and for the horse
alone, One Guinea.

Notice to whom this may concern,
TH A T on Saturday, the 21st
inst. a negio fellow named
W ILL, was taken on the planta
tion of Daniel Wallicon, Jen. near
to Augusta, by his negroes, whom
they deliveied to their matter; and
as he was bringing him with an in
tention of delivering the fellow, as
he said, up to justice, he di< d the
lame day, and from the creditable
witnesses who came before me, it
appears this was occasioned from
the ciuel ulage he received from
laid V alii on. This fellow was of
the Angola country, about 5 feet
5 inches high, about eighteen or
twenty years of age, had the ball
ard part of the nail of his thumb on
the right hand, cut away; remark
able Imall feet and hands, had a
hole boied through each ear, and
had feme of his dounty marks on
his breast, ai d from his manner of
talking, fetmed to be but a little
time in this country. He was ask
ed his master’s name, but refufed
telling it; and as this unfortunate
circim stance has come within my
knowlerge, V therefore think it ne
cessary to make it public, that from
this defeription, the owner may
ground his proof for a restitution
