To amend and repeal certain parts and clauses
of an Aft entitled, “ An Aft for regulating
the trade, laying duties on all goods, wares,
liquors, merchandize and Negroes im
ported into this state, and also an import
on the tonnage of shipping, and for other
purposes therein mentioned.”
WHbKEAS it is found from
experience that the time
pointed out for captains or com
manders of (hips or veflels, who
ihall arrive at any port in this
fiate, is not iufficient:
Be it therefore enabled, by the
Reprejen. atives of the Freemen
of the State of Georgia , in Ge
neral /IJfembly met , and by the
authority of the fame , That the
capt iinor commander of any (hip
cr veffei who (hall arrive at any
port in this date, (hall within
three days after his arrival, (pro
vided he arrives in any out port,
and within forty-eight hours af
ter his arrival into the river Sa
vannah) make a report to the
Colledor of such port, and with
in three days after such report
£hall enter his veffei, and make
Out two manifefts of the cargo on
boa d, one of which he shall
lodge with the Comptroller, any
thing in tht afore recited Ad to
the contrary notwithstanding.
And be it enabled, That the
captain or commander of each
veffei (hall make out a general
manifeft to be delivered to the
Colledor as aforefaid, in which
he (hall make a fair and clear
statement of the bales, calks,
thanks, packages* as well as of
any other merchandize or Ne
groes, with the marks and num
bers, and to whom consigned,
which (hall be inserted in the said
rhahifefts; and all and every per
lon or persons to whom such
merchandize or Negroes as afore
faid may be consigned, orfcntin
trull for lale, (hall make out two
clear manifefts with the marks
and numbers of each package,
Ipecifying the contents ana prime
cofl thereof or of (uch other
merchandize or IS egroes as afore
faid, one of which manifefts (hall
be delivered to the Colledor, and
the other to the Comptroller;
which said officers relpedively
(hall make out a fair and clear
statement to the end of every
month, and (hall transmit the
fame to.the Executive, and the
fame (hall be publilhed in a fair
manner in one of the Gazettes,
for the better information of the
public, and (ecurity of the finances.
Be it further enabled , That
every mafler or owner of any vef
fei, entering cr clearing in any
port of this Hate, (hall p y the
several fees of pilotage agreeable
to law, if a pilot is offered, (ex
cept the constant coasting veflels
to and from Charleston) and they
(hall pay half pilotage if they take
no pilot, and whole pilotage if
they take one; and the laid fees
(hall be paid at the time of clea
rance, any former law, cuflom,
or ulage to the contrary notwith
standing.
*nd be it further enabled, That
no Colledor (hall furnilh a regi
ster for any veffei owned either
wholly or in part by any foreigner
or foreigners. And every captain
of a veffei or other perlon apply
ing for a register for any veffei,
(hall previous to his receiving it
cancel all former regif ers obtain
ed for the (aid veffei, and bepefit
them in the Colledor’s office, and
fliall take the following oath or
