Gentlemen of the Grand Jury, IT mud afford apleafing fatisfa&ion to eve ry worthy member of the community, when by a due execution of the laws, offences of a public nature become less frequent. This county has experienced a reform as awful to the evil minded as it is honorable to the citi zens, and on your couduft as Grand Inquefl will in a great measure depend the contiuu aueoffo inestimable a blefling. I cannot help regretting that our paper cur rency thould dill continue depreciated to one-’ third its nominal value; The small sum of 50, c001, could increase the circulating me dium very little (if auy) beyond the real de nand, and as the paper is receivable at the Treasury in all cases whatsoever, under the ity'iited’ faith of the date, no doubt can, with any degree of judice, be entertained that it will not be redeemed and cancelled within the time * limited by law. The federal con stitution has wifely taken away from each of the states the power of emitting a paper mo ney ; therefore no further emiflion (liappily for us) can ever be made by the date. The tear of that power being again exercised was, I firmly believe, the primary canfe of the depreciation. To heal the wounded credit of the Hate, ar.d to prevent the consequent injury to inno cent creditors, whether public or private, is the duty of every good citizen. In some of our filler dates laudable exertions have been nade with success in favour of their currency r (111 my opinion) are bound by every principle of honor and judice to follow the example. If the mercantile and landed intereds «vili join in a solemn covenant to receive and uppert the bills of credit at the uominal value, to rejeft the mutulated fiber, which has cut for didioned purposes, and, let me J dd, by difhoned men, they will entail honor thsmfelves, and redore the charafler of j e public to the level of judice. If this sentiment diould meet youa approbation, I h**.! hold it my duty to urge the necefiity and utility of the measure, by every means in r.\Y power, in the other counties. The ninth presentment of the lad Grand Jury which was convened in this place has been very particularly attended to by the Honorable the Legislature; it now reds with the Magistrates to prevent idle or disorderly persons having an afyium in this county. , The monies arising from tavern licenses being, by a late law, appropriated solely to county purposes, you will no doubt feel your selves more drongly impelled to be very cir cumfpeft in difeharging that part of your du ty which relates to them. To keep a tavern, billiard table, or Ihuffleboard; or to retail spi rituous liquors bv less measure than three gal lons, without a licence from this Court, is an indictable offence: Before offenders againd that law can be puniihed you mud present theta by bill of indictment. « H. We preient, as a grievance, that the Harbour-Mailer of the port of Savannah per mits velfels to be loaded in the dream oppo site Yamacraw, and in other parts of the har bour, contrary to law, to the great injury of the channel and the holders of wharf lots By information, of Mr. Mordecai Sheftall and others. ad. We present the fhamcful and villainous practice of mutilating the coin, and earnedly recommend to the Honorable the Legislature, if the laws are not already fufficient to pre vent it, to pass a law for that purpose, as this bale praftice is ruinous to the trade of this 11 ate, and only benefits a few avaricious in dividuals. 3d. Vvc present the Commissioners of the lower division of the Northwed Road, also the Commiflioners of the diftria on the fouth fide of Ogechee, for neglecting to work on the roads within their refpedive diftrids, accord ing 10 law, whereby they arc differed to be much out of repair 4th. V/e prelent, as a great grievance, the frequent riots that have lately happened in the town of Savannah, and the praclice of ringing the bells, and firing of guns, at un seasonable hours, to the great didurbance of the inhabitants; and recommend that the Attorney General be applied to to prosecute offenders who may be guilty of such practices in future sth.
