ifcrty wills and ordains that the citizens of the
United States enjoy in France the fame rights,

inhabitants of the United States all the advan
tages which are enjoyed or which may be

On Monday last were executed, pursuant
to sentence of the Court of Admiralty Sessions,
for piracy on the American feajs, Capt. Wil
liam Rogers, of New-London, in Connedi
cut; John Mailers, ofChcfoire* in England ;
and William Fendergrafs, of Derbytoire, it*
England; charged and found guilty of the
murder of Mr. Abraham Nathan, of thejew
ilh nation, (joint owner with Rogers) and
passenger on board the Hoop Betsey, in Odo
ber last : Alio, Richard Williams and Wil
liam Cain, both .of England, for the murder
of Capt. Nathaniel C. Webb, and Mr. Ciode,
or M'Clode, on the 18th or acth of May last,
on board the ichooner Two Friehds.—-The
unhappy Rogers appeared uncommonly peni
tent and resigned from the day of his being
apprehended to the moment of his execution*
where he solicited the attendance of the Cler
gy, and joined in pathetic prayer to the Su
preme Being* soliciting the pardon of his God
for every trespass he had committed, and the
forgivenefs of every mortal that felt himfelf
injured by him. He to the last denied hav-*
ing wilfully ormalicioufly killed Mr. Nathau,
and uniformly persisted in«the declaration,
that he was not in found mind when the bloo
dy traniadion took place; and that he was
fobjeci to fits of lunacy, which Fanning,
of Connecticut. couliu cf Governor Fanning,
and several others from that date, have like
wise declared, as aTo to his being addkfed
to ftroug liquor, which always bereaved him
of his reason. This affettion Rogers has re
peatedly made to Mr. Phaeton both before and
after his trial, and to divers other gentlemen,
as he likewise has in sundry parts of a narra
tive o! his iite which he had been writing se
veral days prior to his death. The contem
plation of leaving an aged father and mother,
an affedionatc refpedabie wife and five young
