•‘VIENNA, Jpril 23. HOUGH the HofpoHar Mauro -5 geni, when he publiflied his Ma nifefio against the Houfcs of Au tfria and Russia, fplemnly proraifed the Walachians that they should be exempt from any extraordinary contributions, and that he would render their situation a 8 easy as he could, yet within a few dayfc after, circular orders were sent to the bi shops, boyardfi, and merchants, and a number of inhabitants of every condition, by virtue of which the Holpodar ordered -them to pay within the space of 24 hours, each according to his posses sions, from 500 to *O,OOO piafter9, for the support of the army. An aft ofdef potifm so contrary to the conditution of that province, plunged the inhabitants in to a general conflematiou ; they had not even time to remondratc agafnft fetch an exaftion, and to reprefeut the difficulty, Os rather the impossibility, of providing the funis required in so iliort a space of time, on account of the disordered date of their affairs; notwithdanding this, he extorted those fuins fiom them by vio lence, and ordered them from one hun dred to four hundred baftinadoes on the foies of their feet. We are affbred that iby this horrid proceeding, Maurogdni amassed above 800,000 piaflers, part of which he diffributed to the Pachas in Wa lachia ; besides which, he ehofe and sent a number of Greek woman to those fame . Pachas for their seraglios ; and wanting to make the Mahometan religion triumph in a chriftian province, he ordered a raofque to be built at Bucharefl, which the Tories themfelvcs never required. But this was ‘ nothing to what they fuffered in the country;- under pretence of forming ma gazines for the Grand Signior’s armies, the Hofpodar seized all their corn, with out any regard to the public wants ; and to lodge the troops, he obliged them ei ther to receive the Turks into their cot tages, or themselves from the charge by paying a Cum of money, which those who were able willingly did \ but what was their aftonithment to fee, not witbftanding this, from five to fiftv ful diersat their doors, whom they were 0- Idiged 10 lodge. By all tfaefe a&ions, ■Maurogeni only endeavoured to make a show of his zeal and attachment to the Porte* but he was not neglectful of his own' intexeds, or those of his family, as the following anecdote thews :—Having about three weeks ago represented to the Grand Vizier., that he.was displeased with the conduct of one of his cousins at Bui ebareft, and that to puniffi him he was tefolved to fend him back to his country, which is a little illand of the Archipelago, without fuffering him to land at Constan tinople; he befeeched the chief minirter to give his orders accordingly, which he did without hesitation, and the Hofpodar immediately sent off his cousin, wbopaf fed the canal and Dardanelles without be ing Searched, in a Small vessel; but they all know at Buehared, that this pretended prisoner carried off above 2,000,000 in money and effects, belonging to the prince, who imposed on the court in that mod fhameful manner. If the Walachians wirti the Ruffians and Austrians to bemaf ters of that country, it is all owing to the tyrannical and abominable adminidration of a Have, whom the Porte has railed to the dignity of a Prince, indead of keep ing him in the chains he was born for. — The Walachians deted his name the more, ns it is evident that the Porte does not | excercife those oppreffiens in any other of (heir provinces* ' LONDON, June id. ExiraS of a letter from Mr. Blanchard , dated Bast, in Switzerland, April 25*. “ Retired in a castle near the gates of Bafle, I have been many months making two wings, composed of wfialebOne, and covered with, taffety, winch are cxaftiy like tbofe of birds; and notwithftauding they cover a space of 90 leet, their lightness, joined with the force I have borrowed front the poweEs of mecbanifm, enables me to use them lo easily, that I can mount with the least motion-. On Monday, the sth of May, I will make a public attempt in this city, at the Mar gravcof Baden’s, and mount nryfdif front the court of the palace. I thail, at my firft trial, take my parachute with me, which a final baliodu, about 15 in diaine ter, will rail'e, and keep ready to ipread when wanted. -1 niayy peihaps, ftaVc a second of the fame lize f<*r other experi ments—many motives have engaged me to perfect and execute this piece of me - thanifm : rft, to find fbnie method of di rection, by a confidsrable diminution of the volume of the balloon ? secondly, to reduce of course the expence of an ex periment to'a mere - nothing ; thirdly, to avoid all the dangers which my afcenlioa among a number of inaccessible mountains will expole me to, if carried by a balloon only, and driven by a bad wind, I Ibould reach the summit of thole places, but dials be glad to fee them, whereas I now no longet feaT those defebte, as I can'eafily leave 1 them by flying. Afte? this elfay, nothing will be difficult to me, and I dare p’romife the success of my wings before hand, from the observation I have made in the different experiments. I have mountains, which no mortal ever arrived at j tried for these fourteen or fifteen years with machines, far from the perfection of my prefer.t piece of mechaniim. I flat ter myfelf I fhali yet have the fatisfac tion of returning tu Paris on a fixed day, flying in the air.” ExtraS of a letter from Vienna, April 5. “ On the 9th of March Prince Cobourg received advice at CzUrddwitz, that the Bacha Ibrahim Naxir was marching' to. wards Bouttuchan with yoo Saphis, 300 or 400 Janizaries, and three pieces of can non, with a de&a-a to take that place.” The ministry were never more puzzled 1 than to devise a scheme for deltroying the smuggling of tobacco ; it is their wiflf to' render every duty productive to its esti mate, and the tobacco ought to yield l'o great a revenue, that it becomes an ob ject of the greatest importance. , ExtraS of a letter from, Feterjlurgh r . March 28v « On the 24th of March, a body of 4000 Turks, of which 500 were horse y made an attempt to retake the convent of Sinai, in Walachia, and their approach was so- sudden that Lieutenant Colonel. Geitz had hardly time to get his troops together; hut soon perceiving the Superi ority of the enemy,, who attacked him. sword in hand, he was obliged to retreat, after‘a very terrible fire. The £Turkifh Commandant fought like a desperado, kil ling numbers with his own hand. Lieut. Colonel Geitz was slain amongst the Au strians, who give out they had on/ly 12 kil led and 32 wounded. The greater part of the convent is reduced to allies, and the Turks in consequence did not take pofleflion of it.” Among the novelties in the commer cial world, is that of a new Sjjanilh East- India company, whose firm is to be at I Corunna.
