new and extensive profpeft of felicity to our
country. Nearly furr'ouuded as we are, if I
may so speak, on a frontier of four or five
hundred miles in extent, by numerous tribes
of savage and hostile Indians, the powerful

outrages. The United States in Congress af
fcjnbled having been very properly imprefled
with a sense of our calamities, did lately take
such measures as mull eventually be attended

is the more necefifcry, from the repeated boast
of the Indians, viz. « that they are not with
out affiflance and lam sorry to add, that
the whole of their conduct, from the begin
ning of their depredations down to the pre
sent time, are but so raauy proofs of the as
sertion. In the mean time the situation of ;

but take some immediate fleps for their relief
and fupport,{which in itfelf can only he tempo
rary, as the arms of the United States will

The encouragement given to the negroes
belonging to this (late by the Spanilli govern
ment of East Florida becomes every day
more alarming. It is true a representation
has been made to Congress by the Legiflatnrc,
but as the injustice remains ami increases, it
will therefore be ma.ter worthy your serious
confideration —the citizens cannot much long
er fufler their property to be thus sported
with.
I have directed the proper officer to lay be
fore you the Tax Returns-snd Lift of Defaul
ters for the prefeut year; the law requires
you to express your sentiments thereon ; and
as the pre fling exigences of the republic de
mand a punthtal compliance w ith that law, it
is become the duty of every min in the go
vernment to facilitate its operation.
I am pleased to find, by information from
the Attorney-General, that he has not much
criminal business to lay before you. When
breaches of the laws are few, it is a fore sign
the Corporation of the town anJ Magistrates
it the county have.been vigilant and active
in 1 heir duty, 4 becaufethe certainty of punilh
ir.cn: tends more to pteferve good order in
society than the severity of it.
The recent edablilhment of seminaries of
learning in this country deserves the bigheft
praiie; thje riling generation will feel the
benfits of ihefe iqftitutions, and hold the pro
moters in Rrateful remembrance.
It js uyw our immediate duty to attend to
the business < f the county, and as the avenues
to penal jurifprwlence ought never to be ob
fl 1 ufled, it will rctl with you, in the fit ft in
fiance, to convince thole who are not govern
ed by relipiou and morality that the laws will
tc laitbfuuy executed.
