where the defendant resides, except in cases of real
estate, which ihall be tried in the county where
such estate lies, and in criminal cases which (hall
be tried in the county where the crime shall be
committed.
Sea. V. The Judges of the Superior Court,
and Attorney-General, (hall have a competent sa
lary eftabliffied by law, which (hall not be in
creased nor dinunifhed during their continuance
in office, and (hall hold their commiflions during
the term of three years.
ARTICLE IV.
Sect. I. The eledors of the members of both
branches of the General Aflembly shall he citizens
and inhabitants of this (late, and (hall have attained
to the age of twenty-one years, and have paid
tax for the year preceedmg the eledion, and
(hall have redded fix months within the conn-*

Sea. 11. All eledions (hall be by ballot, and
the Houle of RepretentatiVes in all appointments
of (late officers (hall vote for three perlons, and a
lid of the perlons having the highest number of
votes (hall be signed by the Speaker and sent to the

majority of their votes the officers elected, except
militia officers and the Secretaries of the Governor,
who (hall he appointed by the Governor alone, un
der such regulations and redactions as the General

may vest the appointment of inferior officers in the
Governor, the Courts of Jufiice, or in l'uch other
manner as they may by law eftablilh.
Sea. 111. Freedom of the preis, and trial by
jury, (hall remain inviolate.
- Sea. IV. All persons (hall be entitled to the
writ of Habeas Corpus.
Sea. V. All persons ft all have the free exercise
of religion, without being obliged to contribute to
the support of any religious profeffion hut their own.
Sea. VI. EFates shall not be entailed, and when
a person dies intestate leaving a wife and children,
the wife (hall have a child’s (hare, or her dotver,
at her option : if there be no wife, the estate (hall
be equally divided among their children and their
legal representatives of the firft degree. The db
ftribution of all other intestate estates may be re*-
gulated by law,
Sea. VII. At the general election for members
of Aflembly in the year one thousand leven hun
dred and ninety-four, the electors in each county
(hall elect three persons to repreient them in a con
vention for the purpose of taking into consideration
the alterations neceflary to be made in this Consti
tution, who (hall meet at (uch time and place as
the General Aflembly may appoint; and if two
thirds of the whole number (hall meet and concur,
they (hall proceed to agree on such alterations and
amendments as they may think proper: Providtd,
That after two thirds (hall have concurred to pro
ceed to alterations and amendments, a majority
fl ail determine on the particulars of such altera*
lions and amendments.

Executive shall be authorifed to alter the time tor
the fitting of the Superior Courts, to that the lame
may not interfere with the annual elections in the
respective counties, or the meeting pf the firit

Since writing to his Excellency lart, I have had a small attack
wuh the Creeks and Cherokees, within three hundred yards of the
htule 1 hverl at. My oveileer is dangerously wounded, and myfelf *
plundeied of my ho.fes. We killed one Indian, who appears to be a ■
Cieek. lam confined here waiting an answer from the Cherokee#,
which I expert by the ferond of next month, and then 1 think all ho
rtthttes will cease upon their parts. As soon as our talks are over I

me, they being very feared in this country, as the Indians, have been
pillaging ever liuce spring.”

pubhc btifinefs, and as the import duty is granted to the Federal go
vernment, a buly lertion may be experted in deviling way s and means
to raise a revenue adequate to defraying our local expemes.
It is very probable that there will be a general peace next fpr ng.
The Auflrians and Rullians are not likely to make any progress this
tampaign jn their nefarious ft heme of robbing and plundering the
urks j on the contrary, their armies and their treafuiies are grertly
exhaurted. The Swedes seem aheady tiled of the war ; the art fiance
they experted from Prurtia has not teen given; Denmark is apainft
them as far as their treaty with Rurt a goes, and the Swedjfli nobles
have resigned their com millions. France is in no condition to go to
war; :f she were, it would not be to her interest, againlt Fug End.
Holland and Pruflia, now cemented in the ilofe bonds of friendlhip
by a triple alliance. The Minirtry of rear-Britain are pacific, wilh*
ing to tcliore the finances of their country, alpicll mined by the folly
and infatuation of their abandoned and predicate pieoeccflors. 111
these circumflances, it is very probable that the year 1780 will be the
acra of a general peace. *
A gentleman lately arrived from Martinico, Grenada a d c t. T u
cia, gives a n.ufl lamentable account of the damage furtamed by those
1 (lands from a dreadful hurricane, on the 12th of Ortober. At the
hrrt n. mod iiland fcaice a vcrtel which remained in harbour efraped
dertitirtion, and those that put to sea have not since been heard cf;
Grenada has fuflained very considerable damage ; but Sr. Lucia a
fptrtacle the mofl terrifying imaginable. During the height of the
hnrncanea diendful earthquake happened, which convulled the whole
island, and finally swallowed about nine hundred inhabitants.
6. Yeflcrday Rif hard Graham was committed to prison, charged
with the murder cf William Goidon. It appeared in evidence before
the Coroner’s Inquert, that the deceased belonged to the Metcury,
Captain Grant, lying atßcjer’s wharf, ar.d on Sunday was
in company with thice of his fl.ij mates, at the sign of the (hip, a
tavern kept by Graham. A quart el a riling in the hpufe, the dcreaied
left it, but returning for his comrades, the landlord oppoftd his en
tering the honfe, and a few hot words ensuing, Graham brought a
cntlafs, with which he flatbed Gordon in the telly, who soon after
expired.
