CHARLESTON, January if.
The Court of General Scfiions ended on
Tuefday lass, when sentence of death was pas
sed on Richard Graham, for the murder of
William Gordon, to be executed on Friday
the 30th inst. On account of Several favour
. able circumstances appearing on the trial, in
mitigation of the unhappy criminal’s offence
-—a number of refpettablc inhabitants of this
city arc handing about a petition to his Excel
lency the Governor, in his behalf.
Chi Tuefday in the House of Representatives
Mr. Stephens, chairman of a committee ap
pointed to enquire wbat public officers are to
be elected during the present fitting of the le
gifiature, reported; that there would be va
cancies for a governor, lieutenant-governor,
five privy.councellors, two senators in Con
. grefs, one Judge, a trcafurer, register of mefne
conveyances, auditor for Beaufort'd iff rift,
the riffs, colleftor of customs for Beaufort di
'< flrift, and a waiter for Charleston d-iffrift.
Capt. Hewan, on his pafiage from the Coast
to Jamaica, touched at Dominica, and informs
that On Tuefday the 27th of November lass,
theSolebay frigate came from Barbadoes to
Dominica, with an account of the arrival of
the Charon man of war and two other 44 gun
ihipe, all armed en flute, at Barbadoes, on
Tuefday the 25th, having 800 troops on board
fu Jamaica, and a considerable number for
Dominica.
Governor Chittendon, of Vermont, ap
pointed (by proclamation) the 27th o{-No
vember lass, to be observed as a day of pub
lic thanksgiving and praise throughout that
state; and among other matters humbly to
implore Divine Providence, “ that he may
direst to and bless such means as may be ne
cessary to put into execution the federal go
vernment of the United Stares, and establish
it on a permanentbafisand that he maybe
pleased to order, in the coorfc of events, that
the United States offer their friendfhip and
proteftion to Vermont, u on equitable terms,
lb that we may be enabled to join with them
in petfeft union, &c. frc. '

Port of Bafleterre is to be opened to them. It
is but 50 miles from thence, and the poss
comes from thence to this place twice a

Wednejday , the 4th of Feb . 1789.
WHEREAS pursuant to Refnlutions of
the General Affembly,paired the 30th
and 31H days of January 1788, a number of
citizens were nominated and did convene at
Auguffa on the 4th day of November lass,
for the purpose of reviling and amending the '
Constitution of this state, and did then and
there proceed and agree to such alterations
and amendments thereof as they concluded
would be most expedient; which revision of
the said constitution or plan of government of
this ftatd was transmitted to the different
counties for the perusal and consideration of
the citizens thereof, who were then recom
mended to choose three citizens of each coun
ty, to meet at Auguffa on the fourth day of
January lass, for the foie purpose of adopting
or rejefting the said proposed conffitution or
. plan of government.
.That * n pursuance thereof the freemen of
this Bate did on the firft Tuefday in Decem
ber lass cleft three citizens of each county for
the purpose afoiefaid, who did in consequence
thereof convene at Auguffa on the fourth day
of January lass, and after taking up the said
proposed constitution or plan of government,
and haying the fame under their consideration,
did neither adopt nor rejeft the -fame, but
have agreed to such alterations and amend
ments thereto, as they conceived would be
conducive to the interest and fafety of the “
ffate.
Fe/hlved therefore, That it be earnestly re
commended 10 the freemen and voters of

consideration the afoiefaid proposed conffitu-
tion or plan of government, together with
the provisos or proposed amendments there
to, and to fully ratify and adopt the said pro
posed constitution, with such parts of said
proposed amendments as they may think most
proper; without any farther alteration or at
tempt of amendments thereto ; which Ihall be
received and considered as the Conffitution
and plan of government of the people of this
ffate.
Rejolved, That if approved of by the people
• the said convention be authorised to iafert a
1 clause in the said conffitution, “ That no mo
nies be drawn out of the Treasury or from
the public funds of this state, except by ap
propriations made by law.
. Refolded, That his Honor the Governor izr
Council have power and authority to draw
upon the treasury for the pay of the members
, of the Convention* in like manner as the pay
of the members of the General Assembly, as
well as the ncceffary charges attending the
fame.
Resolved, That a majority of the conven
tion be authorifed to proceed to business.
Ordered , That the foregoing Resolutions
be publilhed.

ended their Session—during which they passed
the following Afts:
An Aft for appointing the time, mannet, and
places for holding eleftious for Represen
tatives in Congrels.
An Aft to admit Richard Dickinson, Thomas
E. Dorsey, and others therein mentioned,
to the practice of the law within this state.
An Aft to alter, amend, and repeal certain
parts of an Aft, entitled, “An Aft for
effabHfhing an Academy in the county of
Chatham, and for veiling certain property
in Selina Countess Dowager of Huntingdon.
An Aft to redeem the Paper Medium of this
State.
An Aft to amend and repeal certain clauses
of “An Aft for regulating the trade, lay
ing duties on all goods, wares, liquors,
merchandize and negroes imported into
this state, and also an impost on Ihipping,
and for other purposes therein mentioned.
An Aft to prevent frauds in the making of
Lumber.
An Aft for granting pardons to Budd Bailey
and Nicholas Green, now under Sentence
of death, in the common goals of Chatham
and Richmond counties.
An Aft to prevent the clipping and mutilat
ing the current coin of this state.
An Aft for imposing ?\tax for the year one
thousand, Seven hundred and eighty-nine.
An Aft for the better regulations of bridges,
roads, and ferries.
An Aft to repeal some parts, and to amend
other parts of .au i( An Aft to regulate the
Infpeftion of Tobacco.
On Wednesday lass (the day assigned by
Congress) the cleftora of this ffate aflembled
at the Coflfee-houfe, to vote for a> President
of the U nited States—after the ballots were
counted, the Elfeftors politely acknowledged
that General WASHINGTON had the unani
mous vote of the state. Major. William
Brown, .of the late Maryland line, aflifted by
a number of old Continental Officers, imme
diately diicbarged thiiteen rounds from two
brass field pieces in honor of their beloved
General, and eleven rounds as a compliment
to those Federal States who had adopted the
new Constitution. We are proud to announce
a Second instance of unanimity in our state on
the most important of Federal measures. ‘.
The Honorable the Legislature have been
pleased to appoint the following gentlemen, ta
be added to the lift of Justices of the Peace
for the county of Richmond :—Thomas Cole,
John Young Noel, Daniel Elam, and Leonard
Marbury, Efqrs.,

HP ITUS Hallinger informs me
that he has at present in his *
pofieflion two Negroes, a man and
woman, who appear to be each of
them about 30 years of age, and he
thinks are this country born, their
names are Prince and Sarah, they
came to him some days ago wanting ■
work, and finding they varied in the
relation they gave of themselves de
tained them 5 and as there is no goal
or work-house in this town whereby
Negroes might be secured to their ..
owners, by this public notice they
may get intelligence, and receive
them by a proof of the property be
fore me ,

BROUGHT to me some time in
March last, a, Negraman nam
ed Peter, fays he is of the Congo
country, speaks very bad Engliih,
about 30 years of age, 5 feet 6 or 7
inches high, and is very remarkable
by having his country marks on each
of his breast bones, and others down
along his bellv below his navel, and
has his left thumb crooked, which*
as he fays, was done by a gun burst
ing in his hand when in his own
country. Any person or persons
