lands throughout the state, of the

acre; of the second quality at fix

All lands on the sea islands,
or lying on, or contiguous to the
fta ftiore, usually cultivated, or
capable of cultivation in com or
irdigo, of the firft quality at iorty
five (hillings per acre; of the le

And be it enafled by the autho
rity as on fa id, That the sum of
four (hillings (hall be levied on
all free male white' perlons from
the age of twenty-one years and
upwards in this state; and the
lum of four shillings on all ne
groes and other (laves whatsoever
within the limits of the lame;
and the sum of ten shillings for
every hundred pounds value of
every lot, wharf, or other lands,
(not herein already enumerated)
and on all buildings within the
limits of any town, village, or
borough within this state; and
the sum of sixty four shillings on
every four wheeled, and the sum
of thirty two shillings on every
two wheeled carriage ; waggons*
carts and drays excepted; and
the sum of four (hillings upon all
male free negroes, mulattoes, and
meftizoes from theage of twenty
one and upwards, over and above
any taxable property they may be
poffefled of; and on all transient
persons, which (hall comp ehend
as well persons from either of the
United States as foreigners, the •
sum of ten (hillings for every
hundred pounds value on their
imported goods, the amount of
such importation to be certified
by the Collector of Customs
where such goods, wares, mer
chandize or negroes have been
imported.
And whereas the payment of
this tax may be evaded by per
sons arriving after the returns
have been made, or by their leav
ing the state before the payment
of the fame becomes due: Be it
therefore enaffed, 1 hat all such
transient persons who are now,
or may hereafter arrive in tbit
