A PAPER was taken from the file by the Secretary, and read, which-purported to be a return of the late election for Repre sentatives in the Congress of the United States, for Glynn county, aud is as follows : State of Georgia , County of Glynn, March 9, 1789. WE the fubferibers, Justices of the Peace for the said county, do certify, that we held the poll for the purpose of electing Repre sentatives for this state, in the national Con gress, and that the votes in favor of the Can-- didates, were as follow, viz. General Jack son had in his favor fdr the lower diftrift, twenty-one votes, and two for the middle diftrift; William Houftoun, Esq. had for the lower diftrift four votes, and for the middle diftrift nineteen votes ; Henry Olborne, Esq. had for the upper diftrift twenty-three votes; and Major Sumner had for the middle diftrift four votes, and for the upper diftritt two. Mr. Hillary, in his place, being alio aiked -the fame question, said, that it came inclofed to him in a letter from William Stevens, Esq. wne of the Justices of the Peace for the said county. Mr. Hillary being farther aiked by Mr. Lyman, when he received the said let ter? Answered, on Thursday evening iaft. Mr. Weed delivered in from.his place a sealed letter addressed to the Governor, See. which being opened, purported tobe a return of the election of Rep relent atives for the Congrcfs of the United States, for Camden county, and is as follows: Georgia , Camden County . AT an election held at Dungenefs, on Cum berland Island, in and for the said county, on Monday, the ninth day of February, one. thousand l'even hundred and eighty-nine, to * choose Reprefcntatives to serve this state in the Federal Congress of the United States, on doling the poll, and comparing the ballots, there appeared the following votes, viz. For Henry Olborne, forty; for Job Sumner, twenty-five; for William Houftoun, fifteen; for James-Seagrove, seven ; for James Wood land, three; and for jaraes Bearley, one. Extraff from the Minutes , J. MERIWETHER, S. E. C. HOUSE of ASSEMBLY, Friday, January 30, 1789. MR. Telfair, from the Committee on Finance, brought in a report, which was amended; and agreed to by the Houle, and is as follows : Your Committee have had under their con lideration, the accounts of James Seagrove and Robert Foifyth, Esquires, Agents for the fpecific tax for the year 1787, and find, that the said Agents have received fpecifics to the amount of £. 49x5 11 8 i-x, including sundry suspicious receipts from Thomas Bald win, in part of £.8441 8 2 3-4, being the amount of the general return*. and that there is now due from the several county Colleftors the sum of £. 351-7 >5 6— that the said sum of £.4925 i» 8-1-2 received by them, has been paid away in manner following, viz. Your Committee further observe, that there' is an appearance of great fraud in sundry re ] ceipts lodged by Thoipas Baldwin, Collector for the county of Greene, in difeharge of fpe cifics due from said county, and in rlifcbarge of fpecifics expreifa) to have been paid tbere in by persons residing in other counties, a mounting to 151321 b. of bee f and pork, and 833 and one quarter butliela corn; which re ceipts are given by a certain Capt. Charles Stewart, Capt. fiamuel Sinkfield, and Lieut. Daniel Whatley, to a certain Charles Stew art, John Cain, William Cain, Robert Mid dleton, and Johnaud Michael Whatley, pirc of which appear to be certified by Robert Middleton, Jurtice of the React for the said county*. which receipts apd fioi/lcam pour T H fi tVot. 111. No. CX3CVIII.] Committee recommend be placed in the hand# of the Attorney-General, with directions to profecme: all offenders therein concerned, copies thereof to be firft taken, and with a copy of an affidavit made by William Cain, published in the State Gazette. Your Committee recommend, that the al lowance of io per cent, for wattage and re delivery of corn, be allowed the Collectors on a final ftttxmrnr; and the Committee farther recommend,, that the Treasurer be directed to ifTue his execution for the arrears of the fpe cifictax for the years 1787 and 1788, against the respective Collectors, immediately afteff the indulgence herein granted dial! expir 1 and that all persons who (hall difch-irge the said fpecifics due for the year 1788, within three months after the publication (hall be exempted fronvthe penalties and dis abilities imposed in and by the ACt for railing fnpplies in fpecifics : Provided, nothing here* in contained that! effect or extend to the sti pulations vetted in the Executive in favor of the counties of Liberty, Glynn, Camden r Washington, Franklin and Greene. Your Committee recommend, that the Tieafurer be directed to deliver up to the rain James Seagrnve, Jfclq. and his securities, their bonds, entered into for the faithful per* formance of his office, within fix months af ter the publication of this report, on the or der of the Governor.
