BOUSE of ASS E MB L T, Wednejday, February 4, 1789. ■ MR. Telfair, from the Committee on Finance, brought in a report, which being read, was agreed to by the House, and is as follows: Your Committee observe, by the Auditor’s return, that sundry persons have negle&ed carrying the certificates of the Treasurer to the Secretary of the Executive, whereby the intended cheque on the Treasury is rendered ineffectual; for remedy whereof, your Com mittee recommend the following resolution: That in all cases where payments are made tb the Treasurer, he /hall make no entry in the Treasury books, or any off-fet on any obligation or obligations in the Treasury, on granting his certificate or certificates, until such person or persons thall produce the receipt of the Secretary of the Executive for such payment or payments. Your Committee observe, by the tax returns reported on by the Auditor for the years 1783, 1787, 1786, and 17.87, that several Receivers of taxes, or Clerks of the counties herein after mentioned, have negletted or refufed making returns agreeably to the several Tax ACfs in such case made and provided, which measure, if not speedily remedied, will prove definitive to the public revenue, and may also tend to retard the collection of public monies in future, and keep out of view such persons as nuy be delinquents, and also con ceal in the hands of Colletors of public taxes sums of money, to the great injury of the fiate. For the years 17,83, 1785, 1786, and 1787, there appears to have been payments in the following order : 1783. They also observe, that If ac Walker, Collector for the year 1785;, is deficient in the furn of 53«- iSs. jod. 3-4 after deduftin-g commiflions and,the allowance to the diftricl Receivers, for which sum he (lands accountable, ami is hereby required to have his accounts adjufled without delay, and the balance paid to the Treasurer. In addition to the foregoing, your Committee remark, that fames Le*ria r Collector for the year 1786, after deducting comniirfions, Receivers and Clerk’s-fees, is deficient for that year the funi of 388!. os. id. 3-4; and also for the year 1787. after nuking deductions as aforefaid, afjl. 14s. jd. both sums inclulive, amounting to 6411. 14s. 6d* 3-4, and it ap pears that the Treasurer has issued his execution for 4131. ijs. sd. Your Committee recommend, that the balance now. due on the said execution be speedily recovered. f RICHMOND. For the year 1786, William Barnett’* Collcflor, after deducing for commiflions and other charges, appears to be deficient in the sum of 2131. Bs. od. 1-4 ; and alfa for the year 1787, after making deductions as sfbrefaSd, in the funrof 951. 46. 3d. 1-2, both sums inclulive, amounting to 3uU Ba. 3d. 3-4, for which he (lands ac* ) countable.
