Ths Senator was forced by this action to receive the delegation the next dav in the United States court room, tha members of which pre sented him witn an address com mending his course in leaving the hotel where their race had been insulted. The South is full of nohle, manly young white men who will no doubt some dav make a ‘ New South” in realty; but at present they arc held down and dare not express their views on gre;«t public questions The same old element of hate and prejudice that managed affairs tweuty years ago still control pub lic sentiment and they roust pass off the stage ot public life hetore can be any material change for the better in the South. OUR CONSUL A T SAN DO MING O. Hon. H. C. O. Astwood, the U. 8. Consul at Sau Domingo, arrived In Savannah on Tuesday morning last on his wav to Washington. Mr Astwood is a genial gentleman ot fine address and easy, polished manners. He spent several hours in the city and a part of the time in the Tbibunb office. Mb. Astwood speaks well of Ban Oouaingo though business is now considerably depressed ou hccou t of the dullness in the sugar trade. The government and commercial interest- o! that couutiy are anxious to conelud® a treaty with the Uui ted States which will allow sugar snd tobacco to enter into this conn try free of duty, and in return all American products to be admitted free of all duties or taxes at Ban Domingo, and Mr. Astwood has been requested to bring iha matter to the attention of our government and use iiis good offices in its be half. The ninetieth anniversary of Emperor William’s birth was cele brated in Germany, and by Ger mans everywhere on Tuesday last. In Berlin the greatest enthusiasm prevailed, over 500,000 people being ou the street, and passing by the palace to get a glimpse ot their beloved ruler who frequently showed himself at bis favorite win dow, and received tlie cheers of tbe immense multitude. A sharp rain storm which prevailed over three hours had no dampening effect on the patroism i.t the people. Tim illuminations at night were said to be the most niaginficient ever wit nessed in the city. Georgia and Bouth Carolina are having « lively dispute over the alleged kid-uappiug of a criminal uamed Blackwood. The citizens of the Palmetto State are indignant. It seems that two police officers of Augusta crossed over into Carolina and arrested Blackwood at his home in Aiken, in the night time without a trquisi.ioii which is contrary to the law, dignity and good order of that .State. Blackwood has con tessed his crime which was forgery out Governor Richardson has, not withstanding, demanded his tliicon < ithinal release and restoration to tits ti.mie, and has instituted pro ceedings against the police officei s or kidnapping.
