We often hear it stated that a man is not
responsible for what he does not know. The
law presupposes knowledge and therefore
convicts the man who excuses crime by

Strikes.
The fifth annual report of the bureau
of statistics of labor, of the state of
New York, has been presented to the
Legislature. Almost every conceivable
phase of the labor question is discussed,
and the statistics of strikes, &c., are
carefully prepared. During the year
1887, 685 establishments were closed and
73 partly closed on account of strikes,
against 572 reported closed during the
preceding year. The boycott, Mr. Peck
says, is discouraged by the more ad
vanced thinkers in the ranks of labor.
The whole number of boycotts in 1887
was 242, of which 101 were successful
and 105 are now pending. The amount
of wages lost to men on strikes during
the year is placed at $2,013,229, an av
erage loss to each man engaged in strik
ing of $48.90. The reports furnished to
the bureau show that 8,176 persons lost
their positions permanently as the result
of strikes. On the other side of the
question the commissioner estimates the
annual gain in wages to 11,472 strikers
at $944,632, or SB2 per man. Allowing
full credit for this amount, the net loss
in wages to workingmen for the year, on
account of strikes alone, was $1,068,-
597, and over 8,000 men lost their places
permanently as stated.
