been busy working on a defini¬
tion of aggression, which has
been before the assembly for the
past five years.
The initial idea was to define
aggression so the U.N would
have a legal basis to justify col¬
lective action. Difficulties de¬
veloped when certain owners
wanted the definition restricted
to armed invasion. Others, in-
eluding the U S.. insisted that j
infiitration and subversive prop-
aganda be included.
The American burden has
been to see that no definition
is approved without inclusion
of subversion and infiltration.
The work has largely fallen on
Mahoney's shoulders who goes
out of his way to explain the
U S. position to all who "happen
in" to the U. N. headquarters.
As a result, he has been
making many friends for
America and is gaining accept¬
ance of the American point of
view on the question of aggres-
