pers. Tho Vice Chancellor is undor«t*>*> I
to have affirmed the title of tho United
States to tho property in uuoslion. It c
with tho judgment of tho Vico Chanoellor
and not with tho roasons ho assigns for
such judgment that tho United States nro
concerned. In this view of tho subject it
might seem proper for this Government
t*. leave the subject unnoticed. Thu
frankness, howovor, which ought to bo
practiced in the proceeding* of State*, re
quires an explanation of the views which
tlio Government has taken of the ques
tion* which tho Vico Chancellor has dis
cussed in his rcasuns before mentioned.
The Unilud Slates do not admit tliat the
combination of disloyal citin-ns, which
have raised tho standard of insurrection,
is now, or hns at nnr previous time boon
a Government de/acta, or in any sente a
political power, capable of taking, hold
ing, giving, asserting or maintaining cor
porate rights in any form, whether muni
cipal or international. It is true that a
different view of the character of tho in
surgents ha* Kooiuod to :lnd favor with
some portions of the British nation, and
even with tho British Government. It
must lie remembered, however, that a«
otleu as that anlagonistical opinion lias
been advanced hy ller Britannic Majes
ty's Government in its intercourse with
tho United State*, it has been hs tirmJy,

niod. Tlio United States controvert and
deny the declaration of thn Vice Chan

rebellion; and, on the contrary, they
maintain that they aro now and during all
the time of the rebellion have been just

the regulation and control of all property
