practical workings of Urn regulation bo-

ted by careful inquiry, and induce the
conviction that a further exemption is

It is found that considerable quantities
of manufactured product* have been re
tained by the manufacturer in his own
bands ns the safest mode of investing hit

ried out. without the knowledge or oppor
tunity of knowledge of the law subject
