It is evident now that tho experiment is to bo finally aban doned. The policy of the Government is to reduco the military forces to the regu lar army standard as fa«l ns the ponce regulations ot the Southern States will admit. At present the military organiza tions maintained in the South are as much for the protection of tho white population from any outbreak of tho negroes up for the protection of the negroes from any oppression by their former masters. Tho FrecdmonV Bureau and Provost Marshal Courts will be compelled to take this direction. Tho number of pardons now daily granted is an evidence that tho President 1ms set himself to work in good earnest to cflWl a reconciliation.
