ing winter, officers and agoota of thii Bureau

provide all freod people, who may bo out of
employment,with opportunities for labor where
fuir compensation and kind treatment will bo
secured to them. This is the only practicable
and comprehensive plan of providing for thoir
necessities, und to this all homes, asylums hos
pitals or othor modes of furnishing relief *will
be regarded us subsidiary and lor temporary
uso only.
2d. In all the larger citieB, and where prac
ticable in tSub-Disirict*. a census will be tuken

and former residence, sox, age, occupation,
value of property and condition, vis: whether
able bodied, docrcpit or permanently incapa
