Negro SufIVage Voted Down in Con
necticut.
Tho result of the Connecticut election is
tho best response yet made in the North
to tho reconstruction pol'cy of tho Presi
dent, and is likely’ to remain the host till
we hold our ol.eciion in New York. To
havo achieved such a triumph over tho
Republican policy, and in a New England
State too, is an excellent beginning. It
goes far toward settling the question of
negro suffrage, and is a harbinger of tho
complete overthrow of tho Republican
party. It w'all in vain that dishonest and
slippory political tricksters, now that the
deteat is accomplished, attempt to befog
tho subjoot by pretending that it was not
a party issue. Never was a party issue
moro squarely presented, or more boldly
accepted. What is its history ? Why,
that in tho Connecticut Legislature, at its
last seseicn, held in tbo spring sinco Mr.
Johnson became President, th-is subject
was brought up by the Republicans, und,
in spite of the opposition of the Demo
cratic minority, was submitted to tho
people by a strict party vote/ When tho
timo came to hold tho party convention,
preparatory to tho late election, tho Re
publican platform indorsed the action of
tho Legislature, and strongly recommen
ded the adoption of negro suffrage. The
Democratic convention, on tho contrary,
took a decided stand in opposition to the
amendment. If wo follow its history
through tho canvass, wo llnd the sumo
comploxion of facts; every Republican
paper in tho Stat^o zealously advocating,
and every Democratic papor strenuously
opposing it. To pretend now, after an
inglorious defeat, that it was not a party
issue, is a stretch of barefaced unpudcTico
which would bo venturod on only by tho
pseudo-conservative Republicans of this
State, who insist that a single small fig
leaf is a full suit of clothes, and hides all
their nakedness.
Tho consequences of this Republican
defeat in Connecticut will be every way
most propitious and important. It is the
last attempt that will bo made to introduce
negro suffrage into any Northern Stato
while the work of Southern reconstruc
tion in progress. The Republicans will
not dare to squarely present tho issue
again in their own Stales, ami their mem
bers of Congress will labor under thr*
disadvantage of trying to force upon the
South a measure which tlie Northern
States will not endure. Although tho
President has no objection to every Stato
deciding this question for itself in any
way it sees fit he cannot but regard tho
result in Connecticut as highly favorable
to tho success of his policy. It shows that
oven in tho North, where tho negroes are
so few that they would bo but as dust in
tho political balance, a rooted repugnance
to their race will not tolerate tin; notion of
equality. What insufferable effrontery is
it, then, to urge this equality upon tho
South, whuro ti.o repugnanco is equally
great, and where the negroes aro so nu
merous that they would constitute a great
disturbing element in the politics of the
country* Mr. Johnson and his friends in
Congress can ply tho Radicals with a
perpetual argumentum ad hominem of
which they can neither parry the point
nor will bo willing to admit the force.
This gratifying result has been achieved
by tho aid ot the returned soldiers, who
universally abominate all the supcrtinc
philanthropy of negro voting and negro
equality. Actual con:net with and obser
vation among the negroes of the youth
has impressed the soldiers with tho un
speakablo absurdity of giving them tho

Information having reached these Head-
Quarters that privato arms have in some instan-
bcen soized by the Military Authorities iu
this Department, it is therefore ordered:
I. That privato urtus, such as sporting guns,
pistols, Ac., (other than Colt’s Navy revolvers,)
will in no cases bo taken from peaceable persons
making no improper uso thereof.
II. Tho side arms of paroled offices of the
late so-called Confederate Army, will not bo
taken from their owners so long as their paroles
aro observed.
III. All othor Confederate or United Stato 8
arms of any description, such as Muskets, Car
bines, Swords, Colt’s Navy revolvers, Ac., will
at once bo seized together with^ho ammunition
therefor, and all perrons having atnl concealing
the same, upon discovery, will bo promptly ur-
rosted and summarily punished.
