mation. now desire to apply lor and obtain

the Government of the United .States may be
restored and that peace, order nnd freedom
may be cat hlished, I, Andrew Johnson, Pres
ident of tho United Staten, do proclaim and de
clare,, that I hereby grant to al l persona who
have directly *>r indirectly participated in tho
existing rebellion, except as horoatter except
ed umne.--.ty a nd pardon, with rnatoration of all
rights of property, except aftUplavoa, except
in cases where legal proceeding under t ie
laws of tho United States, providing lor the
confiscation of property of persons engaged in
rebellion, have been instituted, but on the con
ditions. nevertheless, that every such person
shall take nnd subscribe to tho iollowing oath,
which shall bo registered, for permanent pros-
ervution, nnd shall bo of the tenor and effoot
following, to-wit: . f
1 do solemnly swear or nfliriu in presence of
Almighty God, that I will henceforth faithful-
|y defend the Constitution of tho United States
and will in liko manner, abide by and faithful
ly support all laws and proclamations which
have been made during the ex sting rebellion

labor for their own support and who neglect or
refuse to do it. only such poriona of either
