JOHN II. MARTIN . COLUMBUS: Saturday Morning, Nov. 18, 1805. TITUTIU? NENT—A* AIN. We have received, nud copy in this pa per, the Message of Gov. Terry recom mending to tho South Carolina Legisla ture the adoption of the “constitutional amendment” abolishing slavery. The message discloses the influences and con* ^derations that prompted tho recommen dation and induced tho action of the Le gislature. Tho presumption is that tho Legislature, in adopting the amendment, adopted also the suggestion of tho Gover nor that tho construction given to tho last clause by Secretary Soward should ho placed on record. The last clauso is in those words: “Con- gross shall have power to cnforco this ar ticle by appropriate legislation.” Mr, Howard says that this rlaueo “ii restrain ing in its effect#, instead of enlarging the power of Congress.” Wo cannot exactly “see it” in that light, in view of tho cus tomary Northern way of Interpreting the Comtituffibn. But wo think we sou what Mr. Seward, speaking as a lawyer ad dressing himself to tho object sought to bo attained, moans. JIo means that inasmuch as this clause only gives Congrosa powor to onforco by appropriate legislation a provision guaranteeing simple freedom to tho negro, thorofore it restricts Con gress from going beyond th^oxpress grant to onforco any other right of tho frood man. Whether this will ho tho construe tlon of Charles Sumner and Tbaddous Stcvons. and of tho Republican majority in Congross, remains to bo seen. If they adopt it, they will spin a thread of nrgu ment much liner than over wo know one of that class of politicians to spin before in limiting tho scepu of a constitutional grant of power. But, ns we bavo said before, the adop tion of tho constitutional amendment is now as good as secured. Tho best thing LhAt tho remaining Southern States can do is, perhaps, to accept it with the clearly rocogni/.ed construction of Mr. Seward— with tho distinct declaration that its scope is undorstood to bo limited to tho extent Indicated by him and said to ho concurred in by tho President and tho Attorney General. By doing so, wo commit to our support, in this matter, tho highest offi cials and men of the most extensive influ ence. ICvon if tho Sonators and Kopro- Bontatives of tho Southern States should this winter bo excluded from Congress, officials occupying such positions and ex erting such influence ought to bn able to Arrest ail legislation beyond this scopo until tho South can obtain representation. It soems to us useless longer to hold out Against tho constitutional amendment (for it is socurod already), and that our host policy is to securo, if wo can, such a lim itation of its construction as will provont legislation by Congross that would bo utterly repugnant to and subvorsivo of tho rights of the States .to manage their own domestic affairs. Id.—The Herald s Washington special says: There is said to bo a growing trepidation on tho part of Winder, Duncan and Geo, confederates of Wirz at Andur-onvillo, and now con- lined in the Old Capitol prison. Winder, realizing more fully than his associates tho full force of the danger that hangs ovor them as partners and active partici pants in the crimes and peculations of knowledging or paying tho same d any part thereof, or from passing any law for that purposo, or to securo or provide for tho said debts, or any part thoroof, by any appropriation of money, property, stocks, funds, or assets of any kind to that object. 2.
