JOHK II. M ARTIlfi COLUMBUS : Tuesday Morning, Nov. 21, 1865. The time for the meeting of Congress la neer at band, and tho popular interest in the futuro action of that body doepong. Much anxioty U »l*o felt respecting the recommendations of the President as re gards the policy to ho pursued toward the States that have ronewed their allegiance to tho Union. Wo aro glad to find it more positively assorted that tho Presi dent will recommend their full recogni tion as States in the Union and the refeto- ration of their former political rights. Some speculations have it that ho will, before tho meeting of Congress, proclaim tho rebellion at an end and the Statos en gaged in it restored to their old standing. This would be embarrassing to Mr. Mc Pherson in his now generally understood purpose to excludo tho Southern States from his roll and prevent tho calling of the namos of their Representatives. But we are not sanguine that tho President is yet prepared to pursue this course. Wo fear that tho persistent accounts of con tinued Southern disutketion and imprac ticability, with which the radical press abound, have created too much distrust even in high olllcial circles to permit a lively hope of such decided action at this time. We appruhond that a prolonged term Of probation is in store for us. But we bavo unshaken confidence in tho dis position of tho Prosident to make that term as short as possible, and even to close it nt once if bo can do so without disregarding a sentiment of tho co-ordi nate branch of tho Government which he is constrained to respect as long as it is not flagrantly violative of tho spirit of tho Constitution or injuriously unjust to somo of tho States or tho pooplo.
