Senator Doo little spoke most earnestly against the original House resolution, which he doomed an effort to dissolve tho Union by an act of Congress. llo alluded to the caucus which originated it, and said that it was so carefully arranged beforehand, that in three minutes after that caucu>> convened Mr. Slovens was retiring at the head of a committee which, in a few min utes later, reported the resolution, lie charged that Mr. Stevens did uot dare wait for the annual message of tho Presi dent.
