Tho next night Marshal Randolph, with soldiers and a detective, went to tho house of oue of the most quiet and res pectable citizens, aud snrronded his house. When he got up in tho morning he found that his premises were guarded all around. As soon us he dressed he opened the doors aud Randolph, sol diers and detectives came in. The gen tleman was ordered to cross his hands so that he could be handcuffed. Hu de manded their authority for his arrest. The United States Deputy Marshall significantly tapped his musket, and re marked, “This is my authority.” Another old man started early to town. The United States Marshal, with his squad, met him, told him he was out too early, and arrested aud hold him several hours. Tho Marshals appear surprised to find no white leaguers in the country. ttJUA. TAX ON CAPITAL—SLOW PAYMENTS—SPAIN TO BUY VIRGINIA AND KEN TUCKY TOBACCO. Havana, October 8.—The Captain-Gen eral has decided that the tux on capital must be paid iu gold, if property is val ued in gold, with the privilege that ouo- sixth of the tax may l>o paid iu Treasury bills at their nominal value. Property, if valued in paper, must pay tux in pa per, with au allowance of one-sixth of the amount in Treasury bills at their n inal value. The JUaro says up to tho 20th ult. a trifle over $800,000 has been received in the Treasury from two quarterly payments of the five per cent, lax on capital. Doubt- coiue in si but still the total is insufficient. Tax payers do not realize the inconvenient! caused by tho tardy payments. We must frankly say tlmt up to the present, hour we have cause for censure where we only desire to be able to praise. London, October f*.—A special dispatch oiu Santandey to tho /'all Mall Gazette says that a report of an attempt to assas sinate Don Carlos during a meeting among tho insurgents has again been brought to that city, by letter, from Du rango. Tho letter confirms the previous details of the occurrence, to the effect that Don Carlos was shot by tho muti- •h, ond received a dangerous wound. MGUTII CAROLINA. PRESIDENT GRANT’S CHARGE INVESTIGATED AND FULLY DISPROVED. Columbia, S. C., October (».—Iu a com munication to tho Attorney Generul of the United States, bearing date of Sept. 2d, President Grant spoke of ntrocities as existing here, which showed a disregard for law, civil rights and personal protec tion that ought nut to he tolerated iu any civilized government. The State Tax Union, which met in convention ou the 10th of Sept, appointed n committee, consisting of oue delegate from each county, to enquire what atroctities have been committed, and in whut section, and by what class of persons. The committee has just made its report through Col. James H. Rion, President. It says : “We have failed to ascertain u single case in the State of an injury, out rage or wrong committed during the present year by a white man upon a negro in the slightest degree attributable to race, color or previous condition of servitude of the negro, or upon any Re publican on account of his political opin ions.” CONNECTICUT ELECTIONS*. DEMOCRATS VICTORIOUS. Hartford, October (5.—The town elec tions in Connecticut to-day were for town officers, and local questions entered large ly into the choice of these, so that politi cal lines wero not closely adhered to. Iu classing the towns as Republican or Dem ocratic, it is meant that one or the other party has a majority of tho Board of Se lectmen. Tho returns so far received make East Hartford, Bloomfield, New Ington, New Brighton, and Meridian Democratic, and West Hartford Republi can. Hartford aud Now Haven ure about evenly divided between the Democrats aud Republicans. The large towns vote for license for drinking purposes. Several smaller towns vote nay. The results, founded on local issues, show no positive political changes. The Democrats have more than held their own. —Miss Edna Dean Proctor, of whom Moulton said one hundred thousand dol lars worth astounding things, is described as a highly cultivated woman, who has traveled over almost the wholo of Europe and is almost forty years old, although she does not look to be over thirty-two. Boston, October <».—At a meeting of the Board of Trade lo day it was unani mously resolved that tho Executive Com- ittee appoiut a special committee to present the board before the Secretary of the Treasury and the committee of the Seuate on tariff lawn, with a viow to sim plify collections of customs and revenue, remove obstructions to coni mere, dimin ish opportunities for fraud in revenue,' and protect the honest against the fraudu lent importers, and promote economy in the collection by abolishing unpro ductive custom-houses and tho duties. Said committee to bo requested to gather all necessary information by conferring with tho merchants in all branches of trades interested therein, and especially consider what can l>o done to facilitate tho transit of tho products of Canada through this port for export; also that said committee be requested to con fer with tho Chamber of Commerce iu New York in reference to matters submitted to it. —It is stated in Democratic circles in New Orleans, that another investigation of Louisiana affairs will lie urged before tho next Congress, aud that tLe letters of B. F. Butler and others, addressed to Governor Kellogg and asking for fees, will be advanced as evidence that undue influences wero used when tho Kellogg- McEnery case was before the uatioiml Legislature. —Up to tho time that Carpenter made his famous speech in New Orleans, which was in May, 187JJ v ho had only received .fa,000 from Kol ogg, while he was de manding f5,000. During hi* stay in Now Orleans, however, he received $ 1,000 more, and last December ho was paid an additional ¥'*00, making iu all f 1,500. The Kclloggites referred to assort that Wurmoth, MeEnery & Co. finally paid him f 10,000 cash down, which settled his wavering, and made him the firm friend and advocate of tho anti-lvellogg party.
