Chattanooga, Ootobar 18.—Tha con vention of delegates from tha recon structed States met in Janiee' Hall to-day and was called to order by Senator Clay ton, of Arkansas, who nominated for tem porary Chairman Hon. W. Markham, of Georgia. Mr. Markham said it was the most important convention ever assembled in tho reconstructed States. He thanked them for the hoaor. H. Chamberlain, white, of Tennessee, and J. H. Emerson, colored, of Arkauss*, were temporary Secretaries. A committee of one from each State .on credentials—Arkansas, II. Mecuopen ; Alabama, J. H. Shad; Geor gia, G. E. Wentworth; Mississippi, W, Gray; Virginia, L. H. Sherman; Texas, B. J. Baldwin; Lonisiana, J. 0. Napiu North Carolina and South Carolina not represented. Tha committee on oreden tials report a list of delegates. Florida has one delegate only. A committee of three from each State wa? appointed on permanent organization. Brown of Mis sissippi, stated that the reason for three was in order to promote harmony among the delegates. LETTER FROM NATIONAL RADICAL COMMITTEE After reassembling the following letter was read to tho Convention from the Con gressional Executive Committee: To Delegate to Qhattanoogu Conven tion : Sir—Considerate men, who have given the subject attention, regard tho move ment for a convention of Southern repre sentatives as of very great importance to the section of country to be represented. They believe that if calm and oonoiderate counsels prevail, aud the delegates come together possessed of the faots bearing upon the condition of the Southern com munities, and lay them before the coun try in an authentic and concise form, an impression will be made which may favor ably affect tho judghieut of the well dis posed in every section. At this con vention the record should be fully nnd honestly made up, showing all the hindrances to material, moral and intellectual progress, with which the Re publicans have had to contend, what progress has been made, and whether in the States and sections where Democracy has controlled, any of the great interests of society havo prospered more, and which, if any, have been ^depressed; also whether person or property have been more or less f-ecure, and the reasons thereof. Outrages of all classes should be carefully reported, whether resulting in crime or extending only to intimida tion. The spirit and purposo of the action of Legislative, Judicial and Execu tive Departments,should be reviewed—all in fact that leads to disorder, lawnessness or oppression may be considered upon the whole record thus honestly and fairly made up. The considerate judgment of the American people may be safely in voked. To the sincere and thoughtful statesmen, who will assemble on this oc casion, these suggestions are believed to be entireiy unnecessary; but lest some should deem them unfair, I here state that they were suggestions only, and that they are submitted with great diffidence, but with the sincere hope that they may to some extent aid in seouring caroful preparation for the work of the conven tion, and a full attendance upon its sit tings. YELLOW FEVER AT CHARLESTON ♦ A FEW CASES, AND THEY ARE DISAPPEARING, Charleston, 8. C., October 18.—Some exaggerated reports of yellow fever in Charleston having gone abroad within the last day or two, tho Board of Health havo investigated the matter, and report offi daily, as follows: “During the last six or seven weeks several cases of yellow fever have occurred, of which two have termi nated fatally. They have all originated in the extreme eastern portion of the city, within a limited area, and every conceiv able precaution has been taken by the au thorities in those localities to provent tbe disease becoming epidemic. Of this, liowover, they have no fear, owing to the lateness of the season and the sanitary measures adopted. They are pleased to announce that, since tbe Gth inst., no death from this cause has been reported.” COTTON CROP. REPORT OP THE AGRICULTURAL DEPART MENT. Washington, October 13.—The condi tion of the cotton crop is indicated by the following State averages, deducted from the October returns of the Department of Agriculture: The crop, of Virginia is too small to in fluence the general result; Ndrth Carolina 85, a decline of 2 per cent, during Sep- Umber; South Carolina 82, a decline of 4 per oent.; Georgia 80, an improvement of 3 per oent.; Florida 81, an improve ment of 4 per oent.; Alabama 75, a de cline of 6 per cent. ; Mississippi 74, no ohange ; Louisiana 60, no change; Texas 70, au increase of 5 per cent.; Arkansas 55, an increase of 8 per ceut. ; Toncessco 50, an increase of 4 pe r oent. The crop notes show that in the Atluutio coast States the causes of decline were drought, rust, excessive raius, iu some eases accompanied by beatiDg winds. In the Gulf Coast States a few cases of insects are added to the above, but the weather was also very unfavorable to the development of de structive insect life. In some oases a eontinued drouth of three months is ported, the top crop was dried up, aud the middle crop greatly reduced. Tho crop opens freely, aud the picking gener ally \v.n in rapid progress. Stephen* delivered a powerful speech on national politics here to-duy. Ho said tho issue before the couutry is not the Civil Rights Bill, Radical cor ruption, or Grant usurpation. Those are minor issues. Tho true issue is the departure of tho party iu power from constitutional gov ernment which threatens tho States in the exercise of lights. The fight is on Centralism. lie defended Grant against various charges, and did not object to a third term. Ho spoke nearly two hours. Hearer. SEVERE FIRE IX BALTIMORE. LOSS ONE HUNDRED AND FIFTY THOUSAND DOLLARS. Baltimore, Md , October 13.—A fire broke out iu the Baltimore Opera House Variety Theatre, No. 1, East Balti more street, aud soon communicated to severul retail dry goods adjoining, and also to the carpet store of George Gelson and the steam oyster saloon of Kernan Bros. The latter are also managers of tho Opera Ilonse, which will be complete ly destroyed. At this hour, 2 a. m., it looks as if the loss will reach $150,000. Tbs fire is still raging. THE INDIANS. ADDRESS OF PRESIDENT GRANT—INDIANS SURRENDER. Minita, Indian Territory, Oct. 13.— The President has made three speeches to the Indians. A specimen is as follows “I shall remember with pleasuro my visit to the Indiau Territory. I see on evory side the evidence of prosperity. In this latitude you must possess a climate well adapted to the growth of eotton and other profitable crops. I lmve always tried to see you protected in every right guaranteed iu yonr treaties, and while I hold my present position, I shall endeavor to see that you are protected in the en joyment of your personal and civil rights. With industry and a proper observance of tbe laws of the country and the rights of others, yoa cannot fail to become pros perous and useful citizens.” The Cluclunatl Southern Railroad. Cincinnati, October 13.—The trustees of the Cincinnati Southern Railroad an nounce the intelligence of the sale in New York of the second million of Cincinnati 7 30 bonds for the construction of tho Southern Railroad. The bonds will be sold at par, with accrued interest. All tho heavy grading on tho road between here aud Chattanooga is under contruct, and six hundred men aro upon it. With the remaining ten millions in authorized bonds, the trustees promise to havo the entire road from Cincinnati to Chattanoo ga ready for cars in twenty months. THE WEATHER.
