The Committee on Facts and Statistics (outrages), asked further time in which to mako their report. A resolution was offered granting time, continuing committee indefinitely and in structing them to report to Congress eve ry three months. Jeff Long, of Georgia, urged that the report bo made at ouce, aud proposed to plant tbo convention on the mountains of Tennessee until those facts were brought out. .Ho moved that this committee do not adjourn until it had the report of the bloody outrages. Let the widows of those who have died at tho ballot box, with the Republican tickets in their band i, come up and show their wrongs. The object of this convention is to secure the mighty arm of the nation to hold up those who have boon imposed upon. While ho loved tho Civil Rights bill, they needed protection nt the ballot box more tkun anything else. Mr. Myers, of Arkansas, chairman of tho committee, said it would have taken two weeks to Lave received the statements from Georgia. If this convention was to remain in session until the committee could report the delegates would be iu a bud condition ns there was no appropria tion for their support. Senator Clayton of Arkansas moved that all speeches in debate be limited to five minutes, aud that no delegate bo al lowed to speuk more than once on the same que st ion. Turner, Long and other negroes of Georgia wanted twenty uiiu- utes. Sheets, of Alabama, thought tho com mittee could tell what time they needed to report. He thought five minutes was too long for anybody to give his opinion on any subject he knew nothing about. The five minutes rule was then adopted. Sheets made a motion for the appoint* liieut of au Executive Committee of one from each State, six to constitute a quo- rum, to meet iu Washington on the first Monday of December next, with power to do .such business as deemed proper, aud to call a convention when so considered necessary, was appointed. The report was amended ho ns to call for ii report of “outrages” by December 1st, to tlm Executive Committee at Wash- iogton, from eaoh member of the com- mitt so. The committee on resolutions reported that tho Republican citizens of the recon structed Southern Stutes recognize the equality of all men, and tho equal rights t» all, reaffirm tho Philadelphia platform and that tho equal rights of all citizens should bo secured by appropriate State and Fcderul legislation. (Civil Rights Bill.) Cnuaday said that no outrages had oc curred in his State (North Carolina) for twelve mouths, and that the people were safe there an in Massachusetts. On motioii of Judge Coulson, of Alaba- n, a committee of throo was appointed to whom was referred tho voluminous mass of correspondence from all parts of the South in relation to outrages, etc. Tho following is tho committee : L. M. Coul- tViabama; J. M. Buckanan, Missis sippi ; Tilinan Lowe, Georgia. Gov. Brooks, of Arkansas, then ro juosted the attention of the convention for about two hours, making bitter at tacks upon tho White League, aud pro claiming reconstruction a success. IIo said ho preferred a govertiraont of thieves to one of murderers; demanded more legislation fur protection to Southern loy. alists; increased jurisdiction of Federal courts, etc. He did not intend to allow anyone to cull him a carpet-bagger. Indianapolis, Oct. 15.—Tho returns indioate that the Independents will hold the balance of power, and control the Senatorial election. Unofficial reports from about forty counties indicate that the ltepubli- cans have cairied the First District. Tho Second and Third Districts are claimed by both parties. Returns received from the Second District are favorable to the elec tion of the Democratic candidates. NEW JERSEY. New York, October 15.—It is definitely ascertained from a reliable source that Rev. Dr. E. R. Wells was confirmed os Bishop of Wisconsin yes’, onlay. In to-day’s session Win. Welch, of Phil adelphia, said : According to instructions, he had procured a list of the deaconesses iu Now York and Brooklyn and vicinity, which he handed to the secretary. Tho following messages were received from tho House of Bishops : Message No. 15.—The House of Bishops informs the House of Clerical and Lay Deputies that this House concurs in tho action of the House of clerical and Lay Deputies, in increasing tho number of the Joint Committee on Prayer Books and Reports, as the committee on the part of the house, tlm bishops of Ohio and Vir ginia, adding to it the bishop of central New York. The House of Bishops in forms the House of Deputies that it has adopted the following rtsolutions: Resolved—House of Clerical and Lay Deputies concurring—that canou 13 of title 1 bo amended by changing tho words “missionary jurisdiction,” wherever they occur, into tho words “missionary dis trict.” Message No. 17.—Tho House of Bishops informs the House of Clerical and Lay Deputies that it has adopted the following resol utfcm : Resolved—House of Clerical and Lay Deputies concurring—That section 2 of canon 1L of titlo 2 be amended by substi tuting in place of the words “auy five Bishops of this Church,” tho words “five senior Bishops of this Church," and that Raid section l»o further amended by add- ing tbo words “provided that if tho Bishop applying be ouo of tbo five, a Bishop next iu seniority skull bo couutod in his place.” Tho messngos were referred to tho Com mittee on Canons. RADICAL LIES TO THE ATTORNEY GENERAL New York, October 15.—The Tribune reporter who was sent to Alabama to vestigate the question of outrages in that Stato, in a letter from Livingston, Sumter county, dated tho 8th, says: “I must not close this letter without culling atteutiou once more to the fact that the great jority of the reports received by tho At torney General, from this Slate, aud given to correspondents at Washington, either without foundation or monstrously exaggerated.” EARLY FROST—YELLOW FEVER—RUSTLED RESIGNED. Montgomery, Ala., October 15.—Frost all over Alabama. Tbo blockade of this city against Pen sacola has been removed, all fear of yel low fever being nt nil end. Busteed’s resignation will disappoint witnesses, attorneys aud parties, unless tho vacancy is filUd soon, as terms of his court were announced for this mouth in iluutsvillo, and next month bore. UNITED STATES NUPREMK COURT. THE CONSTITUTIONAl ITY OF 'THE COTTON TAX TO BE ARGUED NEXT MONDAY. Washington, October 15.—On Monday next will be argued in the Supreme Court of the United States tho case of Haiuble- tou & Co. nguinst J. R. Dillon, beiug n suit to compel the Government to refund the tax of four cents per pound imposed upon cotton shippod from insurrectionary to loyal States in 1863. Congress, it will bo remembered, authorized the Secretary of tlio Treasury to issue license for trade between tbo insurrectionary and loyal States at that timo, under certain restric- tions, and among them was tho imposi tion of tho above tux by that officer. Tho claimants contend tlmt ho had no right to collect such tax, and bring suit to recover. The amount involved iu this suit is be tween twenty aud thirty thousand dollars, but thoro are many other cases of u simi lar character, involving n largo umountof money. Dillon was the Internal Revenue Collector to whom tho tax was paid. In this case the plaintiffs aro represented by Messrs. Jordan, Lincoln and Kvurt-s, und the defendants by Attornoy General Wil liams aud Solicitor General Phillip*. THE TOIIAUUO CROP. Tennessee Cotton UmiiMtfed by I-'roat. Memphis, October 15.—Cotton samples, which wore brought in aud placed on ex hibition at tlio Cotton Exchange to-day, prove conclusively that the frosts of tho past few mornings were severo enough to check the growth of tho plant, and se riously injure, if not entirely destroy all tho young bolls. Tho leaves of tho plants on exhibition present a crisped ap pearance, while the young bolls look con siderably blacker. —Tho funeral of tlio Into Bishop McFarland, deceased, occurred yesterday nt St. Patrick’s Church, Hartford, Conn. Thirteen Bishops and a great number of priests wore present. Tho church was thronged with people, and hundreds could g.tiu admittance. Regular mass was celebrated by Bishop Lougklan, of Brooklyn. Bishop lleu- dricken, of Providence, delivered the funeral discourse. The fuuaral procession, comprising tho atteudmg Bishops ami Priests, Sisters from tho city convents, till local Catholic societies, mnl St. Peter’s band, with u great crowd of citizens, took its way to St. Joseph’s Convent, iu front of which a vault had boon prepared to re ceive the body. Louisville, Ootobor 15.—There wave heavy frosts on Sunday and Monday nights throughout Kentucky and northern Tennessee, over the great tobacco region. Well-informed persons from tho country and dealers in the city unite iu Raying that groat damage is done to the coming crop of tobacco. It is variously estimated that from one-half lo two-thirds of th< entire crop has been killed.
