Moses lias issued a proclamation that tho Boards of County Commissioners of Elections shall consist of ono regular Republican, ouo independent Republican, and one Conservative. The Neve* and Courier applauds Gov. Moses for removing the deep seated dis trust and discontent with tho new commis sioners named iu tho proclamation. A fair oleetion is certain, aud the people will submit to tho vordici of a majority of tho Totes. LOUISIANA. EXPECTED ARRESTS AT SHREVEPORT. Shreveport, October 23.—Everybody is signing tho documents upon which our merchants are about being nrrested. The offence seems to bo that the people of means will not employ persons that they don’t wont. The original signers will abide the legal issue, instead of mouuting hoist-s and taking to tho bushes. New York, October 23.—Henry Clews & Co. have assigned to Frederick Taylor for the benefit of their creditors. New York, Oct. 23.—Judge Lawrence cites Henry Clews for an explanation, and enjoins him from disposing of property.
