Creswell estimates that the bank will iventually pay forty per oent. MENT ORDERS OVER ONE HUN DRED ARRESTS. Washington, November 16.—No fur ther telegrams from Arkansas have been received here, and no notion has been taken upon the proclamation of Smith, reoeived by the President on Saturday. Attorney General Williams, in conversa tion this morning, stated that nothing would be done before to-morrow, when the Cabinet meets, and the subject will be then discussed. Telegrams from Republicans, reoeived here to-day from various parts of Arkan sas, represent that Smith’s adherents con tinue arming, and show a determination to maintain their position. Smith’s Gov ernment will be organized either at He lena or Pine Bluff, where tbe Republican element largely preponderates. The Garland Government has made at least one hundred arrests than far, inclu ding the editors of the Republican news paper, on the oharge of treason to the State. The eleotion of members of the Legis lature under the Garland Government, at which no Republicans voted, took place October 13th; and the eleotion under the Smith Government, in accordance with the old constitution, at whioh bo Demo crats voted, took plaoe early in Novem ber. The President and Attorney General had a conference to-day on Arkansas affairs. RADICAL RULE IN FLORIDA. STRIKE*. THE LONGSHOREMEN OF NBW YORK AND BROOKLYN STRIKE—REDUCED WA GES THE CAUSE — NEW HANDS EMPLOYED. New York, November 16.—The long- shoremen of this city entered upon their long threatened strike this morning. The piers and water fronts of both East and North rivers are crowded with groups of mon on tbe strike, engaged in earnest dis cussion of tbe situation. Tbe old rate of wages was forty cents per hour for day work, and sixty cents and upward per hour for night work. Rates are now re duced from to-day to thirty oente per hour for day work and forty cents per hour for night work. This reduction is entailed by the late disagreement among the steamship lines as to the establish ment of a universal rate for freights at all piers where steamships have arrived. To-day tbe longshoremen refused work at the new rates, and fresh bands were en gaged, who pei form their work nnder tbe supervision of experienced bands. No outbreaks nor violence have as yet occurred, but a strong foroe of police is plaoed along tbo docks on both of the riv ers as a precaution, and reserves are held in readiness at every precioot. The stri kers condemn these measures, and say that such precautions are not required, as tbo strike will be conducted in an orderly and peaceable manner. Steamship companies are determined in forcing the reduced rates, and are sat isfied it can bo successfully carried out. Oue of the largest employment stevedores said be would not employ union men even if they acceded to reduced rates,as ho was confident that new bands would soon be come as skillful as old employees. The longshoremon in Brooklyn are also on a strike, but no trouble has occurred other than to annouuce it to tbe steam ship companies. Police reserves are scattered along the water front, but up to the present time their services have not been required. ARREST OF THE CLERKS DURING SESSION OF THE COURT. Savannah, November 15.—For refusing to eanvaas illegally, K. S. Waldron, Clerk of the Circuit Court of Columbia conuty, Florida, and who, by law, was a couuty canvasser, and F. M. Weeks, his deputy clerk, and who is Johnson’s opponent for the Senate, wore arrested by a Deputy United States Marshal, and taken to Jack sonville. Tbe Circuit Court is in session without a clerk, and the regular business of the court has been suspended in consequence of said arrests. G. G. Keen, a Justice of tho Peace, who canvassed as the Radicals desired, has been appointed by telegraph, Clerk of the Court. The Grand Jury of tho Court was about to make a condemnation in their general presentments of the recent outrageous ac tion of United States Marshals in arrest ing officers of the court whilst it was in session. Tbe Solicitor threatened them with wholesale imprisonment by the Judge, and they wera forced to adjourn without making their presentment. FIRES. LOSS OF LIFE IN NEW YORK—FACTORIES IN DANVILLE (VA.) BURNED. New YonK, November 16.—During the fire in a house on East Thirty-eighth street to-day, oooupied by James Rielly and fam ily, James Rielly and his wife jumped from ono of the upper windows and sus tained serious injuries. James Rielly, jr., aged 4 years, and Margaret Whelan, aged 60 years, were suffocated. Their bodies were found in the ruins after the fire was extinguished. Danville, Va., November 16.—In tbe fire last night, the Roanoke Smoking To bacco Works, Barney’s machine shops and box faotory, and Crews & Rodenheimer’s flouring mills were destroyed. Total loss $100,000; no insure nee. Items frtn New Orleans, New Orleans, Nov. 16 — The lower coast steamer, Hunter collided with an unknown vessel and was sank. List saved—Darien Hamburg 2,254 bales ootton. Cotton burning fifty miles below. The Board of Police Commis sioners were reorganized. Gov. Kel logg signed a bill abolishing the coroners’ fees and fixing their sslarie*, saving the city twenty thousand dollars annually. General Baldy, chief of police of New Orleans, has resigned, and Lieutenant Murdook has been appointed by the Gov ernor to fill the vacancy temporarily until the recovery of Gen. Badger. The repairs at tho New Orleans mint are oompleted, and coining will be com menced as soon as the assayer is appoint ed and the necsseary appropriations are made by Congress. Mendoza, Argentine Republic.—The Chilian Consul has been arrestod, and the arms torn down from the Consul ates. It is believed that action was taken because the Consul sympathizes with the Insur gents. CLAIMS. MONEY FROM CAPTUBED PRODUCTS WITH WHICH TO PAY THEM Washington, Nov. 1(5.—According to the official report prepared last February at tho Treasury Department, the amount covered into tbe Treasury, arising from cotton and other captured and abandoned property, including returns of amounts expended, for the purchase of products under tho act of February, 1864, and tbe profits to tho Government" arising from the purchase and re-sale of such products, was $24,251,270, to which was added tho premium in coin, proceedi of the cotton captured at Savannah, Charleston uud Mobile, amounting to $2,- 566,768, showing that the total amount p*id from these sources was $26,818,038. Deducting nwards to . claimants, the amount remaining in tho Treasury at that time was $14,410,123. Since then other awards had been paid, leaving $10,414,- 000 now on band. There wore about oight hundred claim ants, and nwards have been made in four hundred aud twenty-two cases. A num ber have bcon dismissed, and two hund red and eighty are pending. There are other claims aggrogating $13,- 500,000 on Aocount of the alleged seizure of 136,<i00 bales of cotton, whereas the Treasurer lias knowledge of only 50,000 bales having been so seized after Jane 30, 1865. Another class of claimants have prefer red olsims for millions more, aggregating about four times the amount remaining in the Treasury, on account of captures ille gally made. Y., Nov. 12, 1874.— An extraordinary surgical operation was performed here to-day by Dr. McLean, of Troy, N. Y., assistod by eminent snr- geoiiH of Troy and thin vicinity. Last December Marion 0. Fulmer, of Gantte- voort, N. Y,, accidentally swallowed a sil ver dental plate, with four front teeth at tached. Several nnsaooossfal attempts have been made to recovor it by probing. To-day an incision was made in the GQHopbagn u , and the plate was found fonr inches below tho clavicle and successfully removed. • The teeth had become detached and g assed into the stomach. Palmer has eeu unable to swallow any solid food since tbe accident. Tho plate was an inch and a half long and three-fourths of an inch wide. —It is said the Spanish Consol at Bey odd e bus been recalled on account of his excessive zeal, and his exagger ated reports to his Government.
