Carlton, of Clarke, offered a substitute
for the whole resolution, reciting:
Whereas, it is supposed oertain irregu
larities exist in State printing, dne to the
present system of awarding the same by'
the Legislature, and, whereas, as true
legislation snd the pobitemoral sentiment
demands an investigation of the subject,
Basolved, That the eleotion of a Prin
ter be deferred until the oommittee on
Pablio Printing meet to investigate the
matter, and recommend to the General
Assembly each measures is will prevent
irregularities, and give justice and pro
tection to the State and Printer.
Walsh thought it wss advisable to
award the printing to the lowest bidder.
The printing oost only §16,000 last year,
which was less than any other State.
Any irregularities could be investigated
after the election, and would indefinitely
postpone substitutes.
Turnbull moved to table the whole
matter, which prevailed by a large ma
jority.
CONGRESS.
SENATE.
Washinoton, January 21.—Soott, from
the Committee on Claims, reported, with
amendments, the House bill relating to
the oommioners of claims. Plaoed on the
calender.
It extends the time for filing petitions
before the Claims Commission.
Washington, January 21.— Hamlin,
from the Committee on Civil Service and
ltetrenohment, reported adversely on the
bill to rednoe the salary of the President
of the United States, with the reqneit
that it be plaoed on the calendar with the
adverse report. So ordered.
Senate then disoused the proposed
amendment to the Constitution submitted
by the Committee on Privileges and
Elections, in regard to the eleotion of
President end Vioe President.
Morton, Conkling, Edmunds end Thnr-
man participated in the debate and the
latter made a motion to postpone further
consideration of the subject till the first
Monday in February. Vote on the
motion will be taken to-morrow.
HOUSE.
The House is voting on the Indian Ap
propriation bill.
The Indian Appropriation Bill waa re
jected on acoount of the provision to pay
abont three million dollars to the Cboo-
taw nation, under a treaty of 1865, and
was again referred to the Committee of
Ways and Means.
Chas. A. Wetmore, the newspaper cor
respondent who wee yeeterday committed
for contempt, sent e letter of apology to
the Speskor, which was aocepted, and be
waa discharged.
The conference report on the “Little
Tariff Bill” was made, disouased and
agreed to. This pieces the duty on all
still wines at forty cents per gallon.

Washinoton, January 21.—A special
dispatch from Washington to the New
York Herald says :
Vice-President Wilson has written e let
ter to Samuel Bowles, of the Springfield
Republican, in reply to e paragraph in that
journal asserting that the Vioe-Prestdent
openly gave up the Bepnbliosn party as
beaten and certain of defeat at the next
eleotion. Mr. WilBon replies in effeot
that he has not said this, and does not be
lieve it. He says that he think* tha Be-
pnblican party may get in, and that a
necessity exists for its oontinuing in
power.
He admits that it is in danger, bat as
serts that its psrit oomss not from ita
own fen’t, but from the miaoondoot of
men who have obtained high positions in
it. It must (he says) at onos and expli
citly deolere against a third term and thus
relieve the publio mind of painful appre
hension, and put to rest at once and for
ever the fear which does more than angbt
else to alienate the people from the party.
It ought to remove many office-holders,
high and low, and especially some of the
higher offloers whose mismanagement has
become offensive to the people, and
whose conduct, both in their depart
ments end in general affairs, make
them and the party odious. It must
adopt a conciliatory, though firm, polioy
in Southern affairs, avoiding any
irritating Federal interference, and
takiog off the heavy hand of the Govern
ment. The equal rights of the blaoks
must be defended, but unconstitutional
acts and measures of doubtful constitu
tionality ought to be avoided, and the
publio opinion of the North must not be
offended by violent sots or language to
ward the Sooth.
Finally, Mr. Wilson thinks it necesasry
to opeu the door to those men who stray
ad off after Greeley, but whose hearts are
still with the Bepublican party. They
must be conciliated. Their leading men
must be taken into the confidence of the
party, and soma of them should be called
to high plaoes.
RADICALS DOWN ON HIM.
Vioe President Wilson’s letter to the
Springfield Republican is not relished by
the President’s supporters. His defec
tion, as it is called by the administration
Senators, is the talk here, and cansei
much sensation. He is supported in his
sentiments by Speaker Blaine, in whose
interest the letter is said to be written.

PINCHBAOK EXPECTS TO BE ADMITTED, BUT
OBANT DON’T WANT HIM.
Washinoton, January 21.—Pinobbaok
is here, and feels oertain ef being admit
ted to the Senate. It is said that Grant
doea not want him to be admitted, end
olaims that his election does not involve
the validity of the Kellogg government in
1872, as Finehbaok resigned the seat he
claimed by that eleotion, a day or two be
fore his last eleotion. The resignation
was privately accepted late at night on
the day proceding Pinchbaok’s last elec
tion. The President is understood not so
favor the proposed seating of Pinohbaek.
At all events he sent to-day for two South
ern Bepublican Senators, and told them
that he did not consider it necessary, for
the maintenance of the Kellogg govern
ment, that Pinohbaek should be seated.
This suggestion is direotly opposed to the
action of the Seoate Bepublican oanous.
It is possible that it may have the effect
to cense the Bepublioan Senators to re
view the oanous action.

—Gan. Oookrall, the successor of
Schurz as U. S. Senator from Missouri, is
eu ex-Brigadier-General of the Confed

ed in the battle at Franklin. He owes his
nomination chiefly to the influence of his
old companions in arms. He is, however,
a man of discretion, prudence, end mode
ration, and ia undoubtedly the ohoice of
the people as well ae the caucus.
—At a meeting of tha Bepublican Cen-'
tral Committee in New York Thursday
night, resolutions were adopted sustain
ing throughout the action of President
Grant in the Louisiana matter, and set
ting forth that even if what was done
was illegal, it was done without the

sincere desire on the part of the offloers
of the Government to perform their du
ties.
—Senator Lewis, of Virginia, who hss
supported the most extreme party meas
ures in the United States Senate, is not
able to etand the Louisiana outrage. He
writes to a friend : “I am a party man and
a ltepublioan, but I love my country and
freedom more than party. I think the
proposition of Sheridan a moat infamous
one, and he ought to bs recalled in-
stanter.” It may be stated right here
that there is not the slightest probability
of Sheridan's being recalled.

—A Vienna newspaper asserts that the
Prince Imperial and ex-Empresa Eugenie,

loan of four million pounds sterling.
—Mr. Gladstone has written eu article
on the speeches of Pope Pina IX., which
appears in The Quarterly Review. He
sketches the history ot the Pope's reign,

the Boman Catholic clergy, and oonoludes
