bonds to the amount of twenty-five thou
sand dollars, to meet the maturing bonds;
also, to empower the Mayor’s Court of
Macon to take jurisdiction of oases of va
grancy ; also, to provide for the holding
of the County Court of Bibb during the
illness of the Judge; also, to incorporate
the Enterprise Bank of Macon ; also, to
exempt the city of Macon from the ope
ration of Ihe general law regulating the
assessment of taxes by municipal corpora
tions; also, to authorize an increased rate
of taxation in Maoon ; [Bacon stated he
introduced the last two at the request of
the City Council, but he was opposed to
both] ; also, to amend the act creating a
Board of Commissioners of Bibb county,
by submitting Ihe election to the voters
of the county.
Bacon in this connection presented, a
memorial of the citizeuB to abolish the
Oonnty Commissioners, and stated that
they were divided on the question and
he bad accordingly introduced the bill
which he thought would harmonise all
parties.

USURY LAW.
The messnre to re-euact the usury law
is weakening daily. The House Finance
Committee to-morrow will make a major
ity report, the majority favoring a usury
law of 7 per cent., or 12 per cent, on con
tracts, parties evading the law to forfeit
the entire amount of interest. The vote

THE COMMITTEE INVESTIGATION-—CHAROES
AND DENIALS—“NOW YOU BEE IT, NOW
YOU DONT.”
Washington, Feb. 2.
Four hundred and eighty pages of the
Alabama investigation have been printed,
It commenced the 24th of Deoember, in
aooordanoe with a resolution of the Honse
of Representatives. The testimony taken
is very contradictory, some witnesses
telling that intimidation was praoticed
before and after the eleotion, and others
that there was no intimidation. Capt.
Kellogg, of the 18th Infantry, testified
that he was confident the pressure of
troops prevented bloodshed and riot at
Opelika, whilo J. n. Hubbard, Sheriff for
three years, said there was some crowd
ing of negroes away from the polls, but
he employed the troops to let the voters
in, and he had no further trouble. One
witness told a story of a fight between
Republican factions, which had been
attributed to an assault by Democrats,
and another told of a row in a colored
Democratic club over tho division of
money received from representative Dem
ocrats, and attributed it to an inenrsion
of black Republicans. Benj. Gardner,
ex-Attorney-General, testified that he was
a Republican and that rotten eggs were
thrown by whites on a meeting where he
was speaking. Ic was his deliberate opin
ion that if it were not for violence, in
timidation and proscription, the Republi
cans in the State would have 20,000 or
25,000 mojority. H. A. Campbell, col
ored, testified that the colored men formed
a sooietv to prevent the women from
marrying Democrats, and to advise the
separation of husband and wife where tho

RAILROAD MUBDE8 PREVENTED.
Philadelphia, February 2.—The time
ly discovery of a chain across the Penn
sylvania Railroad at Pauli, Peon., pro
vented a frightful accident. Tho proba
ble object was plunder. Repeated tam
perings with switches oa tho Reading
Railroad failed of accomplishing disasters
to tho road. The men are doubled and
doubly vigilant.
PISTOLS DRAWN IN THE HOUSE.
Habbisbubo, February 2. — Upon a
question of order a noisy Republican was
ordered under arrest. The Republicans
attempted to rescue him. In the broil
pistols wero exhibited In the midst of
commotion the Speaker adjourned tho

SENATE.
Washington, February 2.—Olayton, of
Arkansas, presented a memorial of Jas.
Brooks, of Arkansas, stating that he was
elected Governor of that State in 1872;
that the State government has been
usurped by force and fraud, and asking
that he be .recognized by Congress, and
such action be taken as to proteot consti
tutional government in that State. Re
ferred to Committee on Privileges and
Eloolions.
The Senate, in Executive session, con
firmed Olando H. Brewster Surveyor Gen
eral of Louisiana. No other confirma
tions or nominations affeoting the South.
Norwood, of Georgia, introduced a bill
for the relief of Robert Irwin, of Georgia.
Judiciary.
Logan, from the Committee on Military
Affairs, reported back Clayton’s bill to
proteot each State in the Union against
invasion and for other purposes, and
rnovod that it be referred to the Commit
tee on J odiei ary. So ordered.
Wright of Iowa, from the Committee
on Civil Servioe and Retrenchment, re
ported favorably on the bill to provide
for the reduction of salaries from the
time therein named. Calendar.
He gave notice that he would oall np
the bill and urge its passage at the earliest
opportunity.
Fenton of New York, from the Com
mittee on Finance, reported unfavorably
on tbe various resolutions of the North
Carolina Legislature—for tbe repeal or
modification of the internal revenue laws;
in favor of the repeal of the tax on to
bacco, and in favor of refunding the di
rect taxes levied and collected upon lands
in that State in 1865 ; and the committee
was discharged from (heir further oon.

Sherman, of Ohio, submitted a resolu
tion instructing the Judioiary Committee
to inquire and report whether there is
now in force any act of legislation under
which the authorities of the District of
Columbia are empowered to prosecute and
suppress notorious gambling establish'
men's, and if there is not suoh legislation
to report a bill to confer such powers.

Windom, of Minnesota, presented
preamble und resolution, agreed upon by
caucus yesterday, instructing the Com
mittee on Commerce to insert in the
River and Haibor Appropriation bill suoh
sums as in their judgmont can be judi
ciously and economically expended during
the next fiscal year upon improvements
named in the preamble published this
morning. Oidered to be printed and lie
on the table.
He gave notice that at an early day he
would ask the indulgence of the Senate
to consider the same and submit some re
marks thereon.
Norwood, of Georgia, presented the
memorial of citizens of Charleston, S.
C., in favor of the incorporation of the
Eastern and Western Transportation
Company. Commerce.
Alooin, of Mississippi, called np his
resolution requiring the Attorney General
to furnish the report of Clinton Rice, rel
ative to charges against the United States
Attorney and the United States Marshal
for the Southern District of Mississippi,
and had it referred to the Judiciary Com
mittee.
The House bill to authorize the Seneca
nation of New York Indians to lease lands
within the Cottarsugas and Alleghany res
ervations, and to confirm the existing
leases, was diseussed the balanoe of the
day and passed.
HOUSE.
After nearly three hours spent in fruit
less efforts to havo the rules suspended
and the new rule passed, a motion was at
last carried by a majority of one to sus
pend the rules and allow the Committee
on Rules to report now. Garfield there
upon reported from the Committee on
Rules a new rule prohibiting dilatory mo
tions. The House is now considering it.
After an exciting debate, in which the
Speaker took part, os a member of tbe
House, a new rule was adopted by 171 to
85, which forbids dilatory motions or
any motions except propositions to ap
propriate tbs money oredit or other prop
erty of tho United States, bat provides
that the previous question Bhall not be
seconded on tho first day that a bill is
under consideration, except by a two-
thirds vote.
At the close of the proceedings Ran
dal!, of Pennsylvania, anil Cox, of New
York, resigned as members of the Com
mittee 011 Rules.

PENSION.
Bt. Louis, February 2.—A. 0. Buell,
of the Republican, has been notified by
the District Attorney, under orders from
the Bureau of Justice, that he was want
ed in Washington for slandering Zaeh
Chandler.
The proceedings are under Poland's Geg
Law. Bnell gave bail, and the best legal
talent has volunteered to test the legality
of the law. .
The People's Savings Institntion has
closed.

Washington, Feb. 2.—A paokage was
received at the Dead-Letter Office Batnr-
day containing half a doaen snakes, two
dead and the remainder alive. One is a
copperhead, five feet long. Tbe reptiles
were in a tin box, addressed to Germany,
but had been stopped in New York on ac
count of insufficient postage.
