Atlanta, February 5, 1875.
The Board of Trustees of the State
University met to-day and adjourned.
They havo been in secret session with the
educational committee. The result of
the action is not definitely known, but
after consultation the Joint Educational
Committee determined not to press the
bill to carry out the Governor's recom
mendation, to deolare the offices of the
President and Trustees vacant. The
Trustees almost unanimously opposed the
recommendation of the Governor. They
manifest a disposition to hold fast.

yesterday defeating tbe bill to re-euact
the Lien law. Tbe motion to reconsider
was made by Oilmore, wbo stated snob a
law was absolutely necessary.
Felton supported tbe motiua to reoan-
sider, and said ha bad an amendment to
offer. Tbe amendment as read allows
liens as seonrity on provisions and sup
plies sdvaneed to farmers. Tbe bill was
not taken np.

ness was transacted in tbe Senate to-day,
which adjourned immediately after the
reading of the journal, as a mark of re
spect to tbe memory of Secgjor Bucking
ham wbo died this morning at 12:20.
HOUSE.
A
Butler is addressing the House on the
Civil Bights bill.
Tbe Civil Bights bill was finally dis
posed of in the House to-day, after a long
and exoing debate, in the presence of an
immense assemblage.
The first vote was on an amendment
offered by Kellogg, of Connecticut, to
strike out of the House bill the provision
relating to schools, and that waa carried
by a large majority, bnt without tbe yeaa
and nays.
Tbe next vote was on tbe motion of
Cessna, of Pennsylvania, to substitute tbe
Senate bill for tbe House bill, and that
was defeated.
Tbe bill was then passed—yeas 162,
nsys100
Tbe next vote was on attaching, as a
preamble to the bill, a danse of the Dem
ocratic National Platform of 1872, affirm
ing the equality of all men before the
law. That was adopted by yeas 219, nays
28. The nays being all Southern Demo
crats, with one Northern Bepreaentative,
Chittenden of New York.
Tbe bill now gees to the Senate for
aotion as an original House bill, having
no relation whatever to the bill passed by
tbe Senate.
THE BILL.
The following is the bill as passed,
omitting the preamble : That all persons
within tbe jurisdiction of tbe United
States shall be entitled to fall and equal
enjoyment of ncoommodations, advanta
ges, facilities and privileges of inns,
pablio conveyances on land or water,
theatres and other places of pablio amuse-
msnt, subject only to tbe conditions and
limitations established by law, and appli
cable alike to citizens of every race
and color, regardless of any pre
vious condition of servitude.
That any person wbo shall violate th e
foregoing section by denying to any citi
zen, except for reason by the law applica
ble to oitizens of every race and color,
and regardless of an any previous condi
tion of servitude, tbe full enjoyment of
any accommodations, advantages, facili
ties or priviliges in said seotion enumer
ated, or by aiding or inoitiug such denial,
shall for every such offense forfeit and
pay tbe snm of $500 to the person ag
grieved thereby, to be recovered in in ac
tion of debt with fall costs, and shall also
for every each offense be deemed guilty
or a misdemeanor, and npon conviction
thereof shall be fined not less than $500
nor more than $1,000, or shall be fmpris-
oned not less than thirty days, nor mors
thau one year, provided
That all persons may eleot to sue for
for the penalty aforesaid, or to proceed
nnder their rights at common law, and by
State statutes, and having so eleoted to
proceed in the one mode or the other,
jurisdiction shall be barred; but this pro
viso ahdl not apply to criminal proceed-
iags, either under this act or criminal
law of any State; and, provided further,
that a judgment for the penalty in favor
of the party agrieved, or judgment
npon an indictment shall be a
either proeeouMon respectively.
Section 3. That the District and Cir
cuit courls of the United States shall
h ve, exclusively of the courts of the sev
eral States, coguizance of all crimes and
joffenoes against and violation of the pro
visions of this act, and actions for the
penally given by tho preceding section
may be proeeouted in Territorial, District
and Cirouit oourts of the United States,
wherever the defendant may be found,
without regard to tbe other party,
end the District Attorneys, marshals
and deputy marshals of tbs Uuitod
States, and commissioners appointed
by the oirouit and territorial
toarks of th* United State*, with power*
of arresting and imprisoning or bailing
the offenders against the laws of the
United States,'are hereby specially au
thorized and required to inatitute pro
ceedings against every person who shall
violate the provisions of this aot, and
oense him to be arrested and imprisoned
or bailed, as the case may be, for trial
before euoh oourts of the United States
or territorial court as by law has cogni
zance of the offense, except in respeot of
right of aotion, scorning to the per
son aggrieved, and such District
Attorneys shall oanse such proceed
ings to be prosecuted to the ter
mination, os in other cases, provided
That nothing contained in this seotion
shall be construed to deny or defeat any
right of civil aotion aoocuing to.any par
son, whether by reason of this aot or
otherwise; and any District Attorney who
shall wilfully institute and prosecute pro
ceedings herein required, shall, for every
such offense, forfeit and pay the sum of
$500 to the person agrieved thereby, to
be recovered by an action of debt with
full costs, and Khali,on oonviotion thereof,
be deemed gnilty of a misdemeanor, and
be fined not legs than $1,000 nor more
than $5,000; and, provided further, that
a judgment for penalty in favor of the
party agrieved against any snoh Distriot
Attorney, ora judgment upon any indict
ment against any such Distriot Attorney
shall be a bar to either prosecution re
spectively.
Section 4. That uo oitizen possessing
all other qualifications, whioh are, or may
be prescribed by law, shall bo disqualified
for service as grand or petit juror in any
court of the United States or of any State
on account of race, color or previona con
dition of servitude, and any officer or oth
er person charged with any duty in selec
tion or aemmoning of jurors who shall
exclude or fail to summon any oitizen for
the oauss aforesaid, shall on oonviotion
thereof be deemed guilty of a misdemean
or, and bn fined not less than $5,000.
Section 5. That all cases arising under
the provisions of this act in the courts of
the United States shall be receivable by
the Supreme Courts of the United States
without regard to the suit in controversy
under the same provisions and regula
tions as are now provided by law for the
review of other causes in said oourts.
—A negro man named Reese Ingram
was found dsad in a stable in Talbottoa
on Friday. Thera were two horses end a
mule in tbe atable, and it is thought that
the men was killed by a kiok from th*
mule.
—The Barneeville Ornette learns from
parties from the country within the lest
few days, that tbe road* and land ara dry
ing, and that farming operations have ac
tively begun. The wheat erop ia reported
to be looking well and growing.
—The town of Hampton baa eleoted a
a "dry’’ tiokat for Mayor and aldarman.
When men say they are “dry” in this sec
tion, they want something stronger then
water to drink; but, as we understand it,
th* “dry” citiaens of Hampton have de
termined to have no whisky in their’s.
—The Athene Georgian reports tbe
death of four persons from small pox, in
Clarke oounty, viz: Mrs. Louies E., wif*
of Albert H. Edwards, Mr.-Jasper K. Ed
wards, Mrs. Hanson and Mrs. John O.
Edwards. It also says that at tha resi
dence of Mrs. Hanson thsr* are four
other cases; at the rasidenoe of Mr. Al
bert H. Edwards, himself and four chil
dren, with Mr. Robert Edwards, are eiok
with this disease. One case of varioloid
has been reported in Athens by physi
cians.
—Albany has received this season, up
to January 27th, twenty-two thousand
four hundred and thirty-seven bales of
cotton, and tbe Newt says that the num
ber will reach 25,000 before the season
ends.
—There ia a petition going th* rounds
in Griffin, signed by about two hundred
and fifty of our best oitizens, memorial
izing the Legislature to abolish tba sys
tem of pablio schools in Griffin.

Iudlons Capture a Mexican Train.
St. Louis, February 5.—Cheyennes re
cently captured the Mexican supply train,
killing ten, and got away with the train.

—A thief prized open the corner-stone
of the Episcopal cbnrch in Opeliks, with
a orowbar, but was frightened off before
he secured tbe deposits.

ing on railroads end in mines.
—Mr. O. E. Cole, of Miohigan, writs*

-Judge Tompkins, on Tuesday, de
cided tn«t Gen. Harrison was dnly eleoted
and commissioned as Clerk of the Super
ior Court of Chatham county, and issued
an order requiring William J. Clements
to deliver the office to him. Counsel for
Clements gave notice of un appeal.
—Iu Suva nnnli, on Tuesday, 13 shares
of Southwestern Railroad stock were sold
at $75.60 per share, being an advance of
$3 per Hhare on last reported sales. Ten
shares of Central Railroad stock were sold
at $61.50 per share.
—The Savannah Advertiter says that a
quart of tomatoes waa gathered from a
vine at Thunderbolt on Monday, and that
it hat been blooming and maturing fruit
since last spring. It is growing at tha
verge of tide water, and it protected from
the winds by a bluff.
—George P. Devaney, an old condnotor
on the Western and Atlantio Railroad,
waa stabbed and killed by a negro named
Phinazee Williams, on Wednesday, near
Mount Airy. Mr. Devaney waa rnnninp
a gravel train, and the negro was a banc
on the train. No particulars.
—At a mass meeting in Jaokson oounty,
Ben Hill was unanimously endorsed as
the successor of Hon. Garnett McMillan,
deoeased, and the meeting asked all of tba
other oountiea in the distriot to conour in
(heir nomination.
