The following bill provoked considera
ble discussion: To deolare the obtaing of
advances on oontracts for labor, and the
abandonment of said eontraots, lesving
advanoes unpaid, a misdemeanor.
It was supported by Jones, of Barke,
end approved by Spear, Turner, of
Brooks, Livingstone, Harrison, Furlow.
Bill was lost—yeas 12, nays 110.
BILLS PASSED.
To authorize the Board of Commission
ers of Jaokson county to apply $5,000,
raised by a special tax to liuild a jail, to
repair the old jail and pay the general
indebtedness of Ihs county.
The Senators who oppose the amend
ment to the Constitution to prohibit the
payment of the bonds declared fraudu
lent are Heose, Hester, Beany and Rib
bon. It Is understood their reason is
they favor a convention, and submit the
question to the people through a conven
tion.

Washington, February 9.—The Ways
and Means Onmmittee has agresd upon a
tariff and tax bill, wbioh will be reported
to-morrow.
Tbe duty on sugar and molasses is in
creased by five per oent. upon tbe pres
ent rates, and olasslfleations are not dis
turbed.
The tax on whisky is increased 15 oenls
per gallon on all in bond and in the hands
of reotlflers and wholesale dealers, and SOo.
per gallon on future manufacture, and an
increase of duty on imported spirits to
correspond with the increase on domestie.
The tax on tocacco is increased 4 oenls
per pound on >11 manufactured after the
law takes effeot.
The 10 per cent, reduction in the act of
1872 is repealed, and matches are wholly
relioved from tax.
The Committee refuse by a decided
vote to tsx tea and coffee.

Washington, February 9.—Sypher, of
Louisiana, offered tbe following resolu
tion, which was agreed to:
Whereas, tbe oxpenies of tbe Govern
ment require an additional revenue of
from thirty to forty million dollcrs; and,
whereas, by tbe act of the 14th of July.
1870, the duty on imported sugars waa
reduced at the rate of 33j per cent.; end
wharets, said reduction of dnty dimin
ished the revenue of the Government
fourteen million dollars in gold annually,
without reducing tbe prioe of augers to
the consumers; therefore be it resolved,
that the Committee on Ways and Means
be directed to inquire into tbe OEpedi-
enny of restoring the duly on all import,
ed angers to the rate of dnty imposed liy
lew, previons to tbe passage of tbe afore,
said act.
Tbe sub-committee of Ways and Means
have reported in favor of 20 per oent In
crease on the present tariff on all grades
of sugar, and it it said tba full eommittee
have adopted the report, and that their
bill embraces this feature.
SENATE.
Howe, of Wisconsin, introdnead a bill
to remove the political disabilitiaa of
Iaaso N. Brown, of Mississippi. Passed.
On motion of Johnston, of Virginia, the
vote by which tbe bill referring to the
Court of Claims, of the claim of (i. W.
Curtis Lee for tha Arlington estate in Vir
ginia, which was indefinitely postponed
yesterday, was reconsidered, and the bill
wati placed ou tho calendar with the ad
verse report.
Johnston gave notice he wonld address
ths Senate in regard to the bill at an early
day.
Bogy, of St. Lonis, presented a memo
rial of the St. Louis Chamber of Com
merce in favor of the opening of the
Southwest pass of the Mississippi river,
and against tbe opening of the Soath
pass thereof. Transportation.
Alcorn, of Mississippi, presented a me
morial of the members of the Bar of
Northeast Mississippi, favoring the pas
sage of the House bill providing for a
Distriot Conrt at Aberdeen, Miss. Jn-
dioiary.
Clayton, of Arkansas, moved that the
message of the President on Arkansas be
taken up end referred to tbe Committee
ou Privileges and Elections.
Bayard, of Delaware, said yesterday an
order wee made to print the message and
acoompanyiug documents, wbioh had not
yet been oomplied with. Trne, the mes
sage was here, bnt the aooompanying
documents hid not been printed. He
bad been informed that it was tba inten
tion of the Henate to adjonrn to-day at
the expiration of the morning hour as a
mark of respect to the late Senator Buck
ingham, of Connecticut, whose funeral
took place to-day. He, therefore, hoped
the motion lo refer would not be consid
ered now, as it would lead to debate, aad
there were but five minutes of tbe morn
ing bonr left.
Clayton said some days ago he present
ed a memorial from Hon. Jaa. Brooks, of
Arkansas, to tba effect that he had been
unlawfully kept out of bis office as Gov
ernor, end that the memorial was reftrred
to the Committee on Privileges aud Eelee-
tions. He (Clayton) Introduced tbe reoo-
lotion calling upon the President for the
information receivod yesterday. After
presenting that memorial, it seemed to
him aa proper that the message should go
to some committee us tbe the memorial of
Brooia.
Thurman baid : Ordinarily there was no
trouble about referring tbe message, bnt
this was an exceptional case. It seemed
to him that if anything could be demon
strat'd it was tho fact that this message
should go to the Committee on tho Judi
ciary. He did cot want to eonsume time
in arguing the matter now, but he woe
sure that the message could not be refer
red without debate, as it waa the most ex
traordinary and astounding of ell mee-
■ages. He asked that unfinished business,
the Steam bill, be taken np.
Tbe Vice President announced that the
morning hour had expired, and laid be
fore them the Steamboat bill, it being un
finished business from yesterday.

mittee of Appropriations and urged the
payment of $37,097,717 due Southern

AUSTRIA.
—Wh. Garrard of Baldwin, eonnty,
was killed at Dennia' Depot, on the Mil-
lsgeville A Estonton Railroad, on Thurs
day last, by a son of Mr, J. M. Broad-
head. Garrard, who was nnder the infla-
enoe of liqnor, was attacking Broadhaad
with a knife, when a son of the latter
came op with a pistol and shot Garrard
aii or seven times.
—The Atlanta Constitution publishes a
a list of all tbe marriages among whites
in Fulton county during tbe year 1874.
The list oontains the names of over two
hundred couples.
—Jamas Halley, of Murray county, has
been arrested and carried to Atlanta for
trial, on a oherge of passing thras coun
terfeit $50 legal tender notes on F. M.
Kent of Texas. Kant did not discover
the character of the notes nntil he reached
Texas. He then returned to Georgia and
had Halley arrested. Halley waived ex
amination before U. B. Commissioner
Walker, end waa committed to jail in de
fault of $3,000 bail.
—James Betterree, who is under bond
at Atlanta for killing a man, and who ao-
oidantally shot and killed a woman a short
time aiuoe, shot at a soldier, in a bouse
of bad repute, on Bnnday night. Tbe
soldier left immediately, at “doable
quiok,” for his barracks, end it was not
known on Monday whether he waa hart
or not. Betterree also left tbe house be
fore tbe polioo arrived.
—The Lumpkin Independent of Bstur
day reports tbe death of B. F. Gswley, a
well known oitixeu of Green Hill, from
pneumonia, ou the 2d inst.; also the kill,
ing of a little son of Mr. Miles MoGehee,
by a tree falling on him, on Wednesday
last. He and other boys were in a field,
when a strong wind blew down the tree.

—The Grifflu News reports that Mr.
Henry Fletcber, of Butts county, lately
discovered a secret drawer in an old side
board that be bed bought at an adminis
trator's sale eight years ago, and in this
drawer wsa a bag of gold and a bag of sil
ver ooius. Tbe original owner of the
sideboard waa reported to bsvt bad con
siderable money at tbe time of bis death,
but none was found by the administrator.
—A negro boy waa killed in Savannah
on Batmday evening, by the cars on the
Central Bailroad. He had jumpad on to
ride, nnd in attempting to jump off be
fore tbe train stopped, so as to avoid de
tection, fell between two cars and was
out in two.

of the enterprise will lead to other ship
