Grant’s Arkansas message was read at
the request of Arnow, who advised Sena
tors to give the President no snch pretext
to interfere with the affairs of this State.

HOMESTEAD LAW OF 18G8 LOST.
Tha Honsa took np the epecial order,
being the bill to emend tbe constitution
by making tbe Homestead Exemption,
prior to tbe adoption of the constitution
of 1868, the law.
The bill was supported in speeches by
Warner, Peeples, Smith of DawBon, Wes-
■alawski, Hammond, Lawton, end op
posed by Davis, Harrison, Nelms, McKin
ney and Bpeer. The vote was as follows:
Yets 80, nays 58. Being a bill to amend
the oonnstitution it required a two-thiru s
vote, it aeoordingly was lost.
Among those voting yea were Anderson
of Cobb, Blaok, Carlton of Clarke, Grimes
of Masoegee, Clerks, Hoge, Lswtou,
Walsh, and two negroee, Bacon and Bine.
Among those voting ney were Craig of
Bibb, Furlow, McKinley, Speer, Warren.
lha House evidently favors the reduc

THE MUSIC.
Washington,February 10.—The Repub
lican Senators held a oanons to consider
the President’s message on the Bnbjeot
of Arkansas affairs. There wee no har
monious notion, gome of the Senators be
ing reluotant to eommit themselves be
fore they have time to examine the doon-
ments, whieh have not yet been publish
ed. The Arkansas Senators were anxious
for as prompt aotion as the state of pnblio
bnsiness would perinit, and desired the
matter to be sent to the Committee on
Privileges and Elections for an early re
port. The opinion obtains among Re
publican members of the Hones, that
apart from whatever the Senate may do,
the Honse will support the report of the
seleot oommittee, and will take no aotion
in tbe premises in aocordanos with its
recommendation.
LOUISIANA.
THB CONSERVATIVE COMPROMISE MEASURE.
Washinoton, February 10.—The com
promise proposition by the Conservatives
was handed tbe Congressioal Committee,
as they were leaviug for Washington.
All were pledged to the greatest secreoy,
but it has transpired that all the conserva
tives returned by the Wells board shell
be seated; also, those declared elected by
the committee on organization of tbe 4th
of January ; and that the organization un
der Hahn shall be dissolved, the Con
servatives pledging not to disturb Kel
logg as long as he is sustained by Grant.
SOUTH CAHOLINH.
TUB NATIONAL OBANOE.
Chableston, February 10.—The Na-
tional Grange, with a party of ladies and
oitizena, about one thousand, made a tour
of the harbor and lower bay, in the Clyde
line ocean steamer, South Carolina, yes
terday. There was fine weather and
handeome collation.
Tho Grange adopted a resolution that
patent laws are oppressive, and request
ing Congress to grant no more extensions,
INSURANCE
COMPANIES WITHDRAWING FROM THE BOARD
UF UNDERWRITERS.
New York, Feb. 10.—Throe insurance
companies, the American, Merchants, and
Gabbard, have withdrawn from the Board
of Underwriters, and it reported that
number of others have withdrawn. Among
those most positively announced io have
withdrawn is tho Standard, which, like
the three companies above mentioned, ie
of good standing in insurance circles.
Prominent insurance officials state that
the efforts of the executive committee of
tho Board to restore harmony of feeling,
hoe apparently had tbe elfeot of widening
the breach, and it is expected that before
the next regular mooting of tbe Board,
the number of roaigualions will be largely
inoreased. One member of the Execu
tive Committee of the Board of Under
writers, who also ie President of an In
surance Coiupmv, says he does not see
how tho Board cou'd bold together lunch
longer. The chiof cause of the disrup
tion of the Board of Underwriters is tha
disregard of established rates that bae in
vaded tbe Board of Insurance Broker*,
which eo-operatea with tha Board of Un
djrwiiiera. A member of the former
Beard says he has hoard of several in-

Section 4. That on all molasses, not in
cluding tank bottoms, syrup of sugar,
oane juioo, melado or concentrated ms-
ledo, and on all sugars according to the
Dntoh standard in color, imported from
foreign countries, there shall be levied,
oolleoted and paid, in addition to tbe
duties new imposed in “schedule G-,”
eeotion 2504 of the revised statutes, an
amount equeal to 2-5 per cent, of said du
ties as levied upon the several grades
therein designated.
Section 5. That so much of seotion
2503 of the revised statntes, which pro
vides that only 80 per centnrn of the sev
eral dntics and rates imposed on oertain
articles, therein enumerated by section
2604, shall be levied, oolleoted and paid,
be aud the same is hereby repealed, and
the several duties end rates of duty pre
scribed in said seotion, 2504, shall be and
remain as by that section levied without
abatement of tbe 10 per centum, as pro
vided in seoiion 25C3.
Seotion G. That tha increase of duties
provided this act shall not apply to any
goods, wares or merchandise, aotoally on
ship-board and bound to tbe United States,
on the 10th day of February, 1875, nor on
any Buch goods, wares or merchandise on
deposit in warehouses or pnblio stores at
the date of the passago of this act.

Washinoton, Feb. 10.—Clayton, of Ar
kansas, introduced a hill conatnieing the

Merrimon, of North Carolina, present
ed the resolutions of the North Carolina
Legislature, asking an appropriation for

Soott, of Pennsylvania, from the Com
mittee on Claims, reported adversely on
the bill for tbe relief of Joseph R. Shar-
mon, of Louisiana. He said the claim
ant in this ossa bad bean before the
Southern Claims Commissioners and
allowed a portion of his olaim. The olaim
before Congress was for that portion dis
allowed by the Claims’ Commissioners.
Tbe oommittee had oonsiderad this case
aa presenting the question Whether par
ties who accepted an award of the South
ern Claims Commission could oomo be
fore Congress for a portion disallowed by
that Commission, and bed decided that
they could not do so. He, therefore,
asked that the bill be indefinitely post
poned. So ordered.
Cragin, from the Committee on Mili
tary Affairs, reported adversely on the
bill authorizing the President to pnrohese
a site for a coaling station and navy
depot, and other Government nse at Fort
Point aud Port Royal, 8. 0., and it was
indefinitely postponed. ,

Harvey, of Kansas, presented the reso
lution of tha Legislatnre pf that State,
endorsing the message of the President
in regard to Louisiana, and expressing
confidence in Gen. Sheridan.
Senate bill to grant a site for the Pea
body School in Saint Angnstine, Fla.,
was taken np, to which there was an
amendment pending submitted last ses
sion by Edmunds, providing that if at
any time any distinction shall be made on
tbe admission of pnpils on aooonnt of
race' or color, the site Bhall revest to the
United States, and it was rejeoted—yeas
23, nays 24. Cameron, Ferry of Con
necticut, Gilbert, Ingalls, Morrill of Ver
mont, Schnrz end Sprague being among
those who voted in the negative.
Alcorn, of Mississippi, said the vote
just taken indicated the fact that the Rep
resentatives had beoome thoroughly de
moralized on tne subject of civil rights,
and he felt constrained to vote against the
bill. It oonld be construed in no other
way than os an intimation that if the
trustees of tbe seool choose to do eo, they
might exolude colored children from its
benefits.
Morrill, of Vermont, denied that euph
a constrnotion wonld be justified. He
hoped this institution, whieh wee a pri
vate one, wonld make no distinction on
aooonnt of color.
The bill was then passed without a di
vision, Alcorn voting in the negative.
The Steamboat bill was recommitted to
the Oommittee on Commerce.
Bill to provide a government for tbe
Dietriot of Columbia was discussed, but
no vote reached.
Moiton gave notice he wonld call np a
rexolution to admit Piachback as soon as
the District bill should be disposed of.

THE BUSINESS.
New York, February 8.—In the trial
of tb* smuggling case, it was sworn in
tha United States Court that H. B. Ciaflin A
Co., tbe heavy dry goode honse had bought
smuggled silks, knowing them to be smug
gled, and bed sold them. A Tribune re
porter, who applied to Mr. Ciaflin for an
explanation, was told that the report was
true, and that on the advioe of a revenue
official, he bad bonght goods, knowing
that they bed been smuggled. He stated
farther that ell large dry goods honaes had
to do the same, and named houses whioh
smuggled goods. According to Mr. Claf-
li*, the silk travel* largely in smuggled
goods.

was formed on North river, by which four
men oroaeed from the foot of 14th street
to Hoboken. An immense orowd of spec
tators witnessed the lent.
At the session of the Fish Gnltnrist As
sociation to-day an elsborste paper or
the geograpbiosl distribution of fixhes wax
read by Prof. Hill, of tha Smithsonian In
stitute. Prof. Baird, in behalf of the
United States Commission reviewed the
work done by the Commission, and Baid
that during the year between two and
three millions of fish had been distributed
into the water* all over the United States,
the result* being quite satisfactory.

Ni:w York, February 10.—Tilton was
.gam on the stand to-day. Beecher was
not present. Evarts read tbe letter whioh
was written hy Tilton to a friend in Con
necticut, explaining the oharge of stop
ping st the Hotel in Winstead with a lady.
He said, in explanation of this occur
rence, that the lady was s protege of his
wife's, who bad attended a lecture of hia
there, and was staying st tha hotel; but
thara being no lire in her room, end a
stove in hia, sha had oomo into his roam to
share the hast, and got by the fire reading
to him while ho lay on the bed.
During tbe examination there was some
reference by eouosel to Tilton's capacity
as a phonogrsphio reporter, when the
following colloquy took place :
Evarts—I ask you, sir, if yon are an
expert phonographer ?
Witness—Solomon says: “Let another
praise thee, and not thine own lips.’
[Laughter.]
Everts—What on earth has Solomon
got to do with your esse ? [Increased
laughter.]

notes of tbe testimony at the Plymouth
Churoh investigation,
Witness also said to-day: “I went to
Mrs. Woodhnll's offioe when the ocoasion
required, but with no great regularity,
always went when I was sent for, and
sometimes I wont spontaneously. I went
to bar honse perhaps tun or s dozen times.
I only passed one night under her roof in
September, tbe precise day I do not re
member. I do not remember where I
spent the time from the 3d to the 5th of
July, 1871, and cannot Bay if any portion
of it was spent at tha bouse of Mrs.
Wondbnll. I did not spend either of
these nights at her house, though I am un
able to say that I was at her
residence on these days. I cannot re-
momber anything noteworthy occurring
on either of tba.o days. I never passed
three days in her company, though I can
not eay if I passed a portion of any of
these days in her honse.
Tilton farther said: When Beecher
met me at the honse of Monlton, when
he (Moulton) was sick, Beeober saluted
me with a kiss on the forehead. After
any period of estrangement Beecher and
I occasionally sainted one another with a
kias.
