Tha House is considering the tariff bill.
After debating the tariff bill twe hoars,
the House went into Committee of the
Whole on the private eailender, and two
bills were passed for tbe relief of Duncan
Montgomery, of Tennessee, and John El-
dridge of Tennessee.
A bill for tbe relief of oertain loyal
oreditors whose moneys were oonffsoated
by tbe Confederate Congress in Louisiana
was also reported favorsbly by the Com
mittee of tbe Whole, bnt the House ad
journed without final vote on it.

lost: Yeas 13, nays 21.
On motion of Reese, tbe original bill,
with amendments, was tabled.

BOARD OF HEALTH BILL PASSED.
The Hones took up the bill to create
State Board of Health.
Lawton offared an amendment that
nothing in tha act effect the existing
Board of Health. Agrfed to.
Tha bill was supported by Thomas,
Jones of Crawford, Carlton of Clarke,
Hoge and Furlow, and opposed by Baker.
The bill passed— 83 yeas, 93 nays.
NXW COUNTY.
A bill to create a new county ont of
■Clarke, called Oconee, was taken from
tha table and passed without disousaion—
100 yeas, 46 nays.

THE NEW FLORIDA SENATOR.
Tallahassee, February It. —C. W.
Jones, Democrat, was elected U. S. Sena
tor yesterday on the 24th ballot. Tbe
result was received with greet demonstra
tions of rejoicing, which wonld have keen
uproarens had not tbe Fiesident used
tbe gavel vigoronsly. Mr. Jones ie e law
yer, and stands in the front rank of his
profession in this State. Florida tends an

BXTBBMS MEASURES FOB THE SOUTH
CAUCUS A FAILURE.
Washinoton, February 12.—The Radi
cals met in joint canons last night. Only
about one hundred were present, as there
was e mitunderetandiag about the piece
of meeting. Joint committees of both
houses made a report, presenting a bill
embodying tbe following points:
Tbe President is to be entboriaed to
suspend the writ of habeas oorpne in a
certain case, and in aeoordanoe with pre
vious acts, giving him the power to nee
the army and navy to maintain paaea and
suppress disorder, to appoint depNtj
marshals and snperviaom of elections
in Congressional Districts, who in ad
dition to their other powers, can arrest
persons who may attempt to intimidate
electors, or otherwise unlawfully interfere
with tbe conduct of elections.
Provision is made for a fair and fall
registration of legal voters, udner tbe
prescribed regulations, and it is made un
lawful for any of the lteconitrnoted
States to impose excessive poll taxes, and
to require tbe payment thereof, as a qual
ification for voting at any election at
which members of Congress shall be
chosen.
Tbe bill declares that the exhibition or
nse of deadly weapons on a day of regis-
tration and election for the purpose of
iotimidation or violenoe, e criminal of
fense, punishable by fine and imprison
ment at discretion of tbe court.
Representative J. Ambler Smith, of
Virginia, moved to strike out the words
Reconstructed States," bis objeot being
to destroy tbe sectional reference end if
the bill was to be passed to make it appli
cable to all tbe States. He protested
egeinst further Federal interferance with
tbe affairs of the South.
Representatives Dawes, of Masaaehn-
setts, Cobb of Kansas, and William* of
Michigan, agreed on the main with the
gentleman from Virginia, bat Lawreneeof
Ohio, Albright of Pennsylvania and Lynch
of Massachusetts, took the opposite
ground, insisting ttfst there was tbe great
est need for Federal interference to pro
tect oolored men iu the exsroise of their
rights.
Tbe caucus was not harmonious end

Several members stated that thay
thought their time wonld be more profit
ably employed Friday night in listening
to Colfax's lecture on the obaraoter of
Lincoln.

New York, in a moot embarrassing posi
tion before the House, from which he
eoaid not extricate himself by any state

reetored to the following bit of ele
gance:

ing from a puddle, with hie heir drag
ging with filth, force his way among
decent people, end tbrast himself upon
them, or shake hie filth upon them. I
have known that experiment tried, and
bav* known decent people to be smirched;
bnt I have never discovered that tbe car
wbo did it remained anything elm but a
dirty dog. And I believe that will al
ways inevitable be the case."
When he bad finished and disgusted
the Honse. Mr. Wilson finished htm with
this single remark:
“Mr. Speaker, we have just had e very
admirable exhibition of the dirty
dog.”
All of whioh becomes very interesting
reading, when it is remembered that
Hale was the party wbo offered the reso
lution to expel John Young Browa, tha
other day, when the gallant Kentuckian

under the direction of the Finance Com
mittee, bee prepared end submitted a bill
to amend the Constitution, prohibiting
tbe payment of fraudulent bonds, whioh
doubtless will be adopted, exclusive of all
others. It is so comprehensive and ex
plicit as to thwart any design of any ch*r-
eettr of bondholders to obtain recogni
tion of fraudulent olsims.

THE ARKANSAS MESSAGE.
DISLOYALTY TO GIANT ON ACCOUNT OF IT.
Washington, Febrnsry 12.—There is
rather more disloyalty to Grant in the
Republican ranks on account of hi* Ar
kansas message than has been percept:
ble for a long time. It is contemplated
to have Poland bring np the majority re
port of the Arkansas Committes before
the House at an early day in such e way
as to seoare a Tote upon it. There is no
donbt but that the conclusion of that re
port in favor of tho Garland government
would be fully sustained by an overwhelm
ing majority. It ia doubtless the case
that a majority of the Republicans in the
House will sustain the report. It will be
remembered that the majority report ia
aigned by two Republicans—Messrs. Po
land, of Vermont, and Soudder, of New
Jersey, and two Democrats—Messrs. Say-
ler, of Ohio, and Sloss, of Alabama.
While the minority report iB made by Mr.
Ward, of Chioago. Only one member of
the committee, it appears, sustains
Grant's views on the subject.

tional Grange last afternoon adopted the
report of the Committee on the Annual
Address of the Master, D. N. Adams, en
