On motion of Hudson, the Senate re
considered the action defeating the bill
to empower the Governor to complete the
North and Sooth Railroad.
FRAUDULENT BONDS.
The special order being McDaniel's
amendment to the Constitution to pro
hibit the payment of fraudulent bonds, it
eras' passed unanimously by 40 yeas to no
nays, without discussion, and transmitted
forthwith to the Honse.
EXEMPTING MANUFAOTUBIRO.
Another spooisl order was the House
bill to repeal the aot exempting from tax
ation certain manufactories, whioh ths
Committee on Manufactures reoommend-
to pass. Arnour opposed the bill. On
motion of Cain, action on ths bill for the
present was deferred, which is oonstrnsd
by some as killing it.

oounty to bold the office of Clerk of
Court; to authorise the issue of 8 per cent

HOUSE.
APPROPRIATION TO AGRICULTURAL COLLEGES
LOST.
The House took np the special order,
ths bill to appropriate $15,000 in three
yearly installments to tbs State College
of Agricultural and Mochaniosl Arte at
Athens, and $3,000 to the North Georgia
Agricultural College at Dahlonega. It
was supported by Carlton of Clarks, Speer
and Lawton, and opposed by Baker, Ham
ilton of Floyd and Turnbull. Tho bill
was lost—56 yeas to 87 nays.
It will probably be reoonsidered to
morrow.
INSPECTION OF FEBT1UXXBS.
The next speoisl order was two bills for
the regular inspection of fertilisers—'
provided for inspection and analysis by
the manufacturers themselves; the other,
a substitute reported by the Agricultural
Committee, providing tor tho approint
inent of an inspector by the Commission
er of Agriculture, who shall examine all
importations of fertilizers at Augusts, At
lanta, Columbus and Savannah. After a
brief discussion, both bills were indefi
nitely postponed, by 72 yeas and 53 nays.

Wells, President, in an addreas, said that

He therefore urged a return of the Dem-
ocretio principles, whioh be stated as
in opposition to Federal interference in
tbe affairs of States—that government
being the best which governs the least,
equality of all men before the law, e

it important that these principles should
be carried out farther than in expres

HOUSE.
Tbe Honse passed bills for the relief
of Albert F. Yorby, of Virginia ; Emile
Lepage, of Louieiane; Mark Davis, of
Petersburg, Virginia, and Randall Brown,
of Nsahville, Tennessee.
Tbs bill for the payment of olaime al
lowed by the Southern Claims Commis
sion was reported, and on point of order
referred to the Committee of the Whole.
Tbe Honse refused to go into e Com
mittee on the Tariff bill, by a vota of 60
to 96.
Tbe post route bill end the bill for the
reorganisation of the Treasnry Depart
ment were passed, and the river and har
bor appropriation bill was reported from
the Committee on Commerce and referred
to tbe Committee on Appropriations.
Tbe sundry civil appropriation bill was
also reported and made the special order
for to-morrow, and appropriates over
$23,000,000.
Bill proposing to amend the constitu
tion in respect to the election of Presi
dent end Vioe-Fresidsnt was reported
from tbe Committee on Elections, and
was under discussion whan it waa inter
rupted by tbs fnneral ceremonies of tbs
late Representative Hooper, of Massachu
setts.
Ths Senate, Snpreme Court, President
and Cabinet assisted at the oere-
monies, after which the body was taken
to Oak Hill Cemetery, Georgetown, and
the Hoax') adjourned.

quarrelled with some of his class-mates,
end was snow balled. He onreed them
liberally, and next day Midshipmen Hood,

lina, came across Baker in an obsenra
part of the academia grounds, and not
withstanding bis apologies, gave him
terrible besting. Investigation is to be
made. In tbe meanwhile tbe two parties
are under quarantine under supervision.

New Paper In Philadelphia
Philadelphia, February 16. — The
newspaper Age has been purchased by
party of gentlemen who, on tbe 14th
March, will issue tbe Timet, a two-ceat
Daily. Semi-Waekly and Weekly edi
tions will also be issued. Ample capital
assured. The editorial department will
be in charge of Col. A. K. McClure,

—An old negro named Arnold Madden,
who died in the poor-honse of Henry

A fight ocourred in Montgomery
county, on Thursday last, between 0. C.
Bibb sod Hubert Smith, in whioh Smith
shot Bibb twice with a pistol. Bibb
walked soma distance after being shot,
and was sitting np in bis bed smoking on
Saturday, but it was thought that his
wounds would prove fatal.
—The list of lands to be sold for taxes
