Montoomebt, February 17. — Three
thie.ee entered the oompoeing room of
the Morning Netee this morning and
oarriad off the forme, whioh were looked
np, having been takon from tha press
bnt a short while. The forme were ee-
crated by the thieve* in the offioe of a
prominent law firm, with tha full knowl
edge and oonsent of a mambar of tha
firm.
The Morning Newi will not appear to
morrow. The forms are being hunted
for by detectives, they having sub
sequently been spirited awty from
the office of Jones, Kioe & Wiley,
and thsir aeoret removal was oonn-
tenanoed by a member of the firm, after
he had bean informed by eennaal that the
forms were stolen.
Tho affair is creating muoh axoitement,
and the Grand Jury, now in session, ia
investigating it. The thieves are fander
arrest.

SENATE.
Washington, February 17.— Various
petitions were presented from citiisns
of Pennsylvania fur aid to the Northern
Paoiflo and Texas Pacific Railroads. Re
ferred to Committee on Railroads.
The Senate at the expiration of the
morning session took np the resolntion
to test Pinohbaak, Morton, who has it in
ohsrgs, saying ha hoyed the Senate would
sit it through, and there ia now n proba
bility of an all night session.
HOUSE.
Tha House is in Committee of the
Whole on the tariff bill.
The Tariff bill was disensaed nil day in
Committee of the Whole.
Amendments did not get beyond the
first section, which applies only to whis
ky. The propositions to reduoe the tax
from one dollar to 85 cants, and to
strike oat the provision taxing the stock
on hand, were rejaoted.
An amendment was adopted increasing
the duty on champagne from six dollar!
per duxen (quarts) to nine dollars, and
from three dollars per dozen (pints) to
fonr and a half dollars.
Tha evening session ia for basin.**,
other than political, to be reported from
the Judiciary Committee.

This morning the Sen ite reoonaidered
the notion of yesterday in passing tha
bill to authorize the istne of 8 per cent,
enrrenoy bonds to retire $>,900,000 gold
bends, and amended by striking ont the
provision exempting them from taxation,
when the bill passed a* amended. .
EXEMPTION TABLED.
The speoial order House bill to exempt
$100 of personal property from taxation
was*taken np and tabled by 25 yeas to 13
nays.

Tha bill to re-enact the lien law was
lost by 14 yeas to 20 nays.
DILLS PASSED.
To protect the people's payment of the
illegal bonds; to compel Ordinaries to
notify tbs Governor of vaeanoiea in coun
ty offloes; to incorporate the Seaboard
Internal Improvement Company; to pre
scribe the manner of distributing funds
arising from fines nnd forfaitnrea; to
provide for the weighing of agricultural
produots. [Penalties of the bill are ap

LIEN LAW AOAIN LOST.
Frederick moved to reconsider the motion
of the House in defeating the bill to re.
enact the Lien Law. Motion was lost by
72 yeas to 84 nays. So no ehanoa exists
to revive the Lien Law this session.
Among tha yeas were Bacon nnd Craig, of
Bibb, Carlton of Clarke, Furlow, Walsh
and Clarke.
INDEFINITSLY POSTPONED.
The special order being the Local Op
tion Liqnor Law to submit the question
selling spirituous liquors to voters of the
couuties was indefinitely postponed by
101 yeas 29 nays.
THE SCHOOL AMENDMENT LOST.
The next special order, the bill to sup
plement and perfect the present school
system by submitting to the voters of tile
county the question of taxation to sup.
port public schools, was supported by
Speer and Hardeman. Indefinitely post'
poned by 69 yeas to 53 nays.
BOUSE.
HOMESTEAD EXEMPTION PASSED.
The House took up the bill by Rankin
of Gordon, fixing tba homestead realty
exemption at $500 specie, and paraonalty
exemption $300. The bill was strannonsly
opposed by Walsb, Bscon nnd Harrison,
and favored by Warren and Hammond.
Tha bill passed by 107 yeas to 49 nays,
being an exoess of only three over the
requisite two-thirds majority.
A resolntion to authorise the Governor
to negotiate with Stern, of Savannah,

Sie—I respectfully invite tha attention
of Congress to the following considera
tions with the view to Bailable legislation
npon the subject. Claims to a vary large
amount for tha proceeds of cotton sailed
by tha authorities of tha United States
during the late war of the rebellion,great
ly in excess of the amount of proceeds
now in the bands of the government, are
pending in tha Treasury Department and
before the Court of Claims. I anggest
that provisions be made by law that when
any claim for the prooeeda of any aped
lied quantity of ootton ia disallowed, that
auoh prooeeda be oovered into the trees
nry and put beyond thereaoh of any other
claim that may bs made for the prooeeda
of ootton sold. As, for example, one Mil
obeli brought a anit to recover the pro
ceeds of 734 bales of cotton, whioh haa
just been determined by tha Supreme
Oonrt adversely to him upon tba ground
that the purchase was mads in violation
of the laws of war, and these prooeeda,
onnting to $128,092.22, I think ahonld
be remanded as money belonging to the
government, and ahonld therefore be oov
•red into the Treasury.
All of this fund held by the govern
tnent will probably be oonaumed by these
claims. Unless this course 1b taken
seems to me that it ia of vary little eon'
aeqnence for the government to defeat
oloima for tha prooeeda of ootton, if they
may be held to be paid npon other claims
that may be eventually allowed against
the government. Very many of thess
claims are probably fraudulent, as their
aggregate is greatly in excess of the
aggregate amount of prooeeda reoeived
by the government; but it does not neo-
easarially follow that beoanse they are
fraudulent they will not prevent, as thosa
who fnrnish testimony very otten are par
tioipantg in the trend, and expect to share
in tba amount of the recovery. I am of
the opinion that the interests of tha Gov
ernment require sole legislation npon this

Huntington, February 17.—The Gov
ernor haa agreed not to veto the Capital
bill, and in five days it will become a law.
On adjournment of the Legislature,
the Governor prooeeda to Wheeling to
make arrangements for the removal of tha
Capital.

day for United States Senator, Allen F,
Caporton received 35 votes, Jndga Woods
23, and Price 19.
Members then bsgan ohanglng their

68; Bsrkahire, 14. The Bepoblicans
voted for Berkshire.
Caperton’s eleotion will ha a great help
in pacifying tha Charlestonians for the
loss of the oapitol.

Washington, February 17.—Informa
tion haa bean reoeived here that a motion
waa made to-day by D. L. Russell,
oounaal for the plaintiffs, before Judge
Bond of the United States Circuit Court,
at Baltimore, for an injunction to prohibit
tha holding of tba munioipal eleotion of
Wilmington, North Carolina, on the
ground that the charter reoently adopted
by the Legislature of North Carolina, dis
franchises the negroos. The oaae ia to ba
tried at Raleigh, on March tilh. ,

Boston, Feb. 17.—There is a steady de
mand for all kinds of domestio wool.
Manufactures are purchasing iu lots as
wanted, and fair average sales have bean
notioaable for some weeks past on a com
paratively dnll market. It indicates that
the stock in hands of manufacturers is
quite small. No material change in
prioes ia expected at present. The balk
of the stock is hold with considerable
firmness, and desirable lots of fleeces are
only offered where full current prices are
realized. The sales of Ohio and Pennsyl
vania fleeces have boen at 53(9570. for
XXX and ohoice.
8500 WtAVBES ON A STRIKE —SIX MILLS TO
BE STOPPED.
Fall Riveb, Feb. 17.—That portion of
th* weavers in the Darfie mills, who yes
terday evening left their work, were re
futed admittance to the mill to-day. The
weaver eommittee waited on the treasurer
with a view of Battling the trouble, but ha
refused to recognize them. This morn
ing the weavers in Stafford, Chase and
Sagamore, gave the uanal two weeks
notice to leave work, whioh will make in
nil, aix mills on a strike. Stafford mills
employ about five hnndred operatives,
Sagamore the same, and tha Chase about
aix hundred, makings total of about three
thousand and five hundred operatives on
a strike. The manufacturers do not Beam
to be disturbed by this action, and there
ia aerions talk of their bringing in help
from tha outside. Contributions to as
sist tha striking weavers are being re
ceived from every manufacturing town in
this State, Rhode Island nnd New Hamp
shire,fund the prospect for so early aottle-
of tha labor matters in this oity ara vary
meagre. _
Wkat Bristow Declares.
Washington, [February 17.—Tha fate
of the tax bill ia still uncertain. Secre
tary Briatow declares that if taxes are not
raised in amount sufficient to enable him
to retire for the sinking fund, as required
by law, ha will take the necessary amount
from the appropriations for other par-
poses, as the law directs, beginning with
the appropriations for public buildinga
and rivers and harbors. It will have
great effeot to have it generally known
that the appropriations for public buil
dings and rivers and harbors are liable
to be diverted fiom their legitimate pur
poses.

Damage In Delaware Baj.
Dslawase Breakwater, 6 p m.—The
southwest wind of this morning carried
the ioo out to sea, and took many vessels
with it. Fart of these returned this
afternoon without difficulty.
The bark Cienfnegos, from Havana for
Philadelphia, had hsr bow ports stove by
ice, anl sank in 20 minutes, in five fath
oms. Crtw was saved. She lies about
two milea south of Honlopon, her lower
yerds juet under water.
Steamers Williamsport, Rattlesnake,
Achillas, Centipede, Wyoming, Alliance
and Belief, and lugs Charles Lanrenoe,
Bruoe and Cynthia are here. The winds
hauled from west to southwest.

WHAT IT IS CALLED FOB—TEST OF THE
NEW MEN.
Washinoton, February 17.—Senators
generally admit that thore is now little
donbt that sn executive session will be
ealled to consider the Hawaiian treaty.
It ia not expected that the session will
eontinne more than one week. Twenty-
three new Sonstors arc then to be sworn
in. One of the political purposes of tho
extra session, whioh does not appear upon
tbs surfsoe, is that Angus Cameron and
Judge Christianoy, and whatever other
Senators may be called Independent, will
be compelled to define their politiosl po
sition as regards the Republican Senato
rial canon.- The invitation to Senators
to attend caucus never contains ths word
“esuons," but requests all Senators who
ihdorse tho principles of the Republican
Platform adopted at Philadelphia in 1872
to attend. The acceptance of this invita
tion is regarded under tho code of politi
osl honor hero ns a recognition of the
Philadelphia Platform and of party Re
publicanism. This featnre of the execn
live session will be of considerable im
portance to the new Senators, as the com
mittees will be re-organized at the begin
ning of the executive session, and will
then doubtless remain a* then conatitn
ted until the end of the next succeeding
long session.

Washinoton, February 17.—A man,
supposed to be laboring under temporary
insanity, leaped from the dome of the
Capitol, to-day, to the roof of the mein
building—at least one hundred and fifty
fset. Hia name is unknown. The dread
ful oeourrenca causes great excitement.
The name of tha person who jumped
off of the dome of the Oapitol to-day was
JamM MoMahon, a carpenter of this oity.
Effect of tbe Railroad War.
Baltimobb, Feb. 17.—The Baltimore *
Ohio Railroad has reduced the passenger
rates 80 or 40 per cent, to and from all
eompeting points.

London, February 17.—Disraeli will in
troduce a resolntion declaring John
Mitohell inelligible.
It is reported that John Mitchell will
refuse to take the oath of allegiance. It
is also said that the Home Rule members
will refuse to support Mitohell, his polioy
differing from theirs.

the London World, which discussed
‘West End Usurers," one of tbe plaintiffs
admitted that he had lent money at rates
of interest varying from sixty to eighty
per cent.
—By the French Codo it is forbidden
for any doctor to inherit under a will the
property of his patient; but a rich man in
Marseilles recently left 300,000 francs to
his doctor’s wife, uud his heirs appeal to
the courts on the ground that this is in
oontravention of tho principle of tbe
oode.
—It is said that there are in existence
three imperial loans, contracted by the
empress, the total of which is 32,500,000f.
or $0,500,000. These bear no interest
and are only payable upon tho restoration
of the Empire ; and thou are to be paid
ten times their face, to is to say 325,000,-
000 francs or $05,000,000.
—Eleotion expenses in England are not
trivial. Messrs. Bell and Palmer, chosen
for the Northern division of county Dur
ham, spent together $88,005, nnd they
