policy was issued, but what was called an
“open policy book” was furnished the in

written policy should be issued in order
to render the company reliable.”

found them still too big for the wuuis of

The bill of Senator Robertson for the
relief of depositor! in the Freodmen’s
Bank, provides that the Federal Govern
ment shall pay them the balance of their
deposits after they shall have realized all
that they can from tho assets of that
broken swindle. This is proposed ou
tho ground that tho depositors believed
the Government to l>e responsible when
they put their money into tho concern.
It is simply a proposition to make tho
Government responsible either for tho
iguorance of the depositors or for th«
knavery of those who deceived them
or both.
Hon. A. T. Capeiiton, the cowly elect
ed Democratic Seuator for West Virginia,
was a very respectable Whig politician of
Virginia in our ante helium contests. Wo
believe that be represented Virginia in
the Federal Congress before Iho war. He
vm for a short time in the Confederate
Statos Senate, and acquitted himself in a
manner highly acceptable to his constit
uents. Though not a brilliant man, he
will bo found a valuable acquisition to tho
Democratic side of the Senate, and a safe
and reliable counsellor in times of difti
culty.

rights of the States u threatened by an
application to a Federal court for an in
junction ngaiust tho holding oftho mu
nicipal electiou in Wilmington, N. 0. The
application is made to Judge Bond, of the
United States Circuit Court, on tho
ground that tho oliurtor recently adopted
by tbo Legislature of North Carolina dis
franchises negroes. The truth is that tho
charter makes no discrimination whatever
between the whites and blacks, but makes
the same requirements in reference to
registration and puyiuout of tuxes upon
bo‘h races. But tbe Radicals want tho
negroes to voto whether they huve prop
erly registered ami paid taxes or not.
The receipts of the Federal Treasury
on Wednesday, from internal revenue
and customs, were the largest of any one
day for the last eighteen months, being
over two millions of dollars. This is not
to bo regarded as a sign of healthy busi
ness reaction. It was caused by tho
anxiety of importers and dealers in whis
ky, tobscoo, tou, coffee, Ac., concerning
the tariff bills before Congress Those
having such articles in the Government
bonded warehouses woro anxious to get
them out before Congress raised the taxes
ou them. Over one-third of the amount
had to ha paid in gold, nnd it is likely
that tho demsiul for coin for this purpose
has had something to do with the advance
in gold this week.-
The Atlanta JViftr* tells s rather tough
story about the discovery of gold coin at
a saw mill nour Conyers, on Friday last.
Mr. J. P. Black, who owns the mill, was
engaged iu sawing a pine log into plank,
and while the saw was cutting its way
with lightning speed through the piuo a
bstall rapping sound was heard, ns though
the saw had struck some mot alio surface.
Tho saw was examined to ascertain the
cuu-m, when, to the astonishment of those
present, it was discovered that thore
were twenty s ; x twenty dollar gold piecss
imbedded in the wood. There was also a
piece of paper found among the coin
upem which was written these words:
“Ouc milo from tliii place you will find
■omething valuable."

ANOTHER “DEAD LOCK.”
This time the Damocrstr of th# United
Slates Senate are “flllibuste lag” to pre
vent the testing of Pim-bhack as Senator
for Louisiana. Though the isane is mado
upon a personal question, and though
good reaaona of a personal nature demand
the rejection of rinohbnck, it is no per
sonal feeling or object that prompts this
extraordinary coarse. The admission of
l-mchbick involves the Congressional
recognition of the Kellogg governmopt,
the *pprnv.il of the rascalities of the Its-
turning lto.rd and the high-banded meas
ures by which tho I-'ederal military poser
give tho Legisiatnro of Louisiana over to
the Helicals, mul nummary and harsh
proceedings try Gen. Grant to crush out
what remains of the Conservative organ-
izition iu that State. The 1*resident has
distinctly intimated that he will regard
the Congressional recognition of Kallogg
as a warrant for further intervention
the military arm in Louisiana, and
there is no doubt that it will
encourage him to carry out his
purpose. It is, therefore, to resist
the crashing out of n popular govarnmant
in one of the States of the Union by the
Federal military power, that the Demo
crats of the Senate aro making their
present slrugglo. They must feel aatia-
tiod of tho pissage of the resolution ad
mitting Piucbbaoli, whenever tho vote is
taken, elre they would not resort to the
blockade of legislation to prevent it. We
have no great confidence in their ability to
prolong this contest to the end of the
sessiun and thus defeat the propoaition.
As the ruler now stand, they can doubt
less do it, if they have phyaioal endurance
to hold out so long. Bat we have seen how
ths Iladioal mujanty defeated Huoil an at
tempt in the House by an amendment of
the rules. With a presiding officer pliant
enough to make the necessary ruling, a
majority may lie able to amend the rules
so as to cut off ilobute or dilatory motions
st tneir pleasure ; and as Carpenter is
the presiding officer, und is now a “des
perately short' politician, expecting a
Cabinet position or a foreign mission, bis
former opposition to Kellogg and Pinob-
back liny bo considered a “broken rsed"
to rely upon.
The admission of Pinchback at this
“eleventh hour’of ltadiual supremacy is
another attompt to liko a “snap jndg
men!," on the people. Pinchback was
elected more than two yeara ago, and has
ever since that, time been a persistent
claimant of tho seal. But his olaim was
never before regarded us of sufficient
merit to bring it directly to a vote of tho
Senate. It has slumhorod moat of the
time in tho hands Jot ‘adverse commit
toes. Itat a great popular revolution has
occurred. After the 4th of next mouth
a nnmbor of ltadioal Senators will “stop
down and out,” and their places will be
filled by Democrats or Conservatives.
Then Huch claims as Pinchbuck’s will bo
regarded as too presumptuous for pre
sentation oven. So the attempt is to be
made to rush him in at the very elose of
a Congress throughout whose two years
of existence he lias boon a claimant al
most without hops. This attempt is mado
at the known riak of thereby defeating
Homo of tho appropriation hills. The
ltadiual Senators, with a full knowledge
of this, have taken tbo responsibility of
thns undaugering the passage of uieasuroa
necessary to the oarryiug on of the opera
tions of the Govrrnmant. Tho responsi
bility is ou their own heads, for they pre
fer to waste tho balance of tho session in
a wrangle for the accomplishment at its
oloso of what they could have accom
plished at any time within the past Awo
years, and what they would havo accom
plished heretofore but for inconsistency,
wrong aud injustice which it involves.

Wednesday, 17th.—In the Senate, Mr.
Cunningham, from Finanoe and Taxa
tion, reported a substitute for the bill to
restrict the power of taxation by incorpo
rated cities and towns as required by sec
tion 1!>, article 13 of the State Gonstitu-
tign. Tho substitute was adopted, and
bill pass&l. The bill declaring the terms
on which foreigners may bold property
in tho State, bettor known as the alien or
foreign corporation bill, was taken np, tbs
House amendment amended, and then
concurred in. The bill to regulate the
holding of oflltfe in cases where an ap
pointment has been made upon a certified
vaoanoy in the office, was pawed. [The
bill provides that in all cases where a va
cancy in any office is certified to the ap
pointing power in this State, in the inan-
nor directed by the laws of thie State, and
such appointing power had filled the office
so certified to be vaoant by the isane of a
commission or other certificate of appoint
ment, the person holding anoh commis
sion or certificate of appointment shall be
deemed aud taken to have the prima facie
right, and shall hold anoh office and per
form the duties thereof until the right to
said office is decided by a court of com
patent jurisdiction.] Tbs Senate referred
a number of House bills to its committees,
nnd passed the following among other
local House bills : To repeal the aot secur
ing complate records in the courts of this
Stete, approved December 10, 1808 ; for
the protection of insectivorous birds in
Dallas and Barbour.
The only important action of the House
was the passage of the bill prohibiting
the sale of agricultural produets between
sunset and sunrise. It passed the Honse
with an amendment reported by ths com
mittee, providing that the provisions ef
the bill should not apply to the lala of
articles for oulinary pnrposes in the pnb-
lio markets in oities, nor to the sale of
artiolas by the owners or proprietors of
plantations to their employees, nor to the
sale of articles to transient persons tarry
ing over night. Ths Aduertmr says there
is no donbt of this amendment being
concurred in by tba Senate, and that the
bill will bsootne a law in a few days. The
Iladioal members opposed it at every
stage, by all parliamentary moans, in both
houses. The House also passed a bill to
provide for the publication of the Crimi
nal Laws enacted daring the present ses
sion of the General Assembly. Bill to
make it lawful for the Sheriff of Perry
connty to execute all processes issued by
the Courts of Jsatires of the
Pesos and Notaries Public and
rehaive the usual fees for the same. Ths
bill was amended by adding the counties
of Bussell, Greene, Bullock, Msonn,
Washington, Chambers, Covington, Bald
win and Calhoun, and reported to the Ju
diciary Committe. Mr. Price oallod up
amendment of Senate bill to declare Ala
bama Medical Association a Board of
Health. Amendment was couourred in
and bill goes to the Governor.
The Governor announced his approval
of a number of bills, mostly of a looal
character, among them the following :
To repeal the aot to compel certain
persons therein named to work on publio
roads iu certain counties therein named.
To repeal the act regulating publication
of legal notices in certain counties therein
named.
To repeal an aot entitled en aot to es
tablish a oily oourt for the county of Lea,
with civil and criminal jurisdiction.

no longer shat their eyes to the feet that
the ultra wings of their party mean ths
ruin of (ha count.-y. Tbs Boston Adder-
titer, the leading Uepublicau newspaper of
New England, says: "That it il the deliber
ate purjwee ot Gen .Butler and thoae who
train in his company to taunt and intuit
the South to the pitch of exoneration and
overt act* of retaliation, observant mun
can hardly doubt. The danger is that the
large body of ltepnblicans who sincerly
desire peace and justice will too long neg
lect to rebuke and repudiate the infernal
policy of provocation upon whioh a fen of
their unscrupulous leaders are bent.
If their oonduct should sting some of the
more hot-headed committees to midness,
the future hietorinn calmly reviewing three
tirnee would rightly blame ueandnot them."
It the leading Bepabliesns journals of
the North were eotnsted by the same
spirit that prompted the Boston Adver-
liter to thus expos* and denouooe the ani
mus of Ben. Butler “sod those who trsia
in bit company," there would be leu to
fear from Ibeir malignity. Among those
thut associated with Butler is a eoterie of
negroes under tae lead of Fred Donglas.
A short time ago they mado an appeal to
Congress to pass the Civil Bights bill,
which took the unnsusl shape of a publio
manifesto. In the course of this docu
ment, evidently prepared by Douglas, the
following ineoudiury suggestions were
thrown oat:
“And further, considering that every
Demoorstio victory, whether won in a
Northern State or npon the floor of Con-
grass, tends directly to increase the au
dacity qnd lawlessness of the enemies of
oonaiitutional freedom and the Union as
now astablished We ehudder at the
wretched condition of things whioh may
reasonably be expected to follow in that
section of oar country, it, in view of the
circumstances now existing in the United
States, Congreu should, slier all, adjourn
without enacting and providingfor the en
forcement of appropriate lawB for the bet
ter prbteotion of parsons, property and
political rights in that section There
are many varieties of man, bnt only one
bnman nalnre, and it is possible that,
smng to madneM and desperation by con
tinued and unceasing outrages, and seeing
no means of escape, a spirit of retaliation
and revenge may be aroused, which will
fill the South with scenes vf rapine, blood
and fire. ”
This was regarded by a number of
Fred's white Republican associates as too
luouHtruus in a civilised government, and
be was taken pretty sharply to task by
some of them. And now he rises to ex
plain » hut he meant by saying that among
the blacks of the South “a spirit
of retaliation aud revenge may
be aroused whioh will fill the
South with scenes of rapine, blood and
fire," he says he employed these words
uot as a “throat,” bnt ns an “argument.”
That is, he gave expression to what he
alleges to be the actual feelings of bis race
in the South. It is clearly a suggestion
to the negroes to retaliate upon the whites
for fancied wrongs, without waiting for
the conrts to redress their grievances.
TLess incidents must convince every
unprejudiced msu that we are drifting
rapidly npon a most perilous condition of
things, aud that it will require the wisest
counsels of the best men of the country,
and especially of tbs North aud of the
Bepubliean party, to steer clear of the
dangers ahead. Never was there a time
when “the infernal poboy of provocation”
moro urgently demanded “rebnke and re
pudiation” on the part of tho party in
power, than at the present hour.—Hash,

however, understood that a second St.
Domingo scheme is under way under the

United Staton corvette Tuscarors, Com
mander Henry Erben, now at Honolulu,
is, by special orders, placed at Mr. Stein-
berger’s disposition, aud that ship will

uudertaka other operations connected
with the Commissioner’s high diplomatic
strategy. A Mr. Kntrobe remains here
to control slfans relating to the shipping
of goods, Ac,, connected with thesuccoaa
•f his child's prooeediugs in the South
Pacific. Whose “pigeon" thin is mast bs

but I shall send you further details at a
later day.
—John Mitchell declares he will ruu
again for Parliament, in ths county Tip
perary, if his election is annulled. Should
ho be defeated there, he will continue the
contest at stiy place when a parliamentary
election is to ba held. He is most entbn-
siss'ioally received by the people of Tip
perary.
—General Wolsely is to bo sent to the
colony of Natal, to reorganize the defen
sive system aud regulats affairs wi ll the
u stives.
—A beautiful answer was given by a
little Hootch girl. When her class at
school was examined, she replied to tbo

wee and dinna weary."

Arsens Honaaave sends the following
parable to tho New York Tribune:
“M. Thiers yesterday told ine this le
gend:
“When France came into the world as
a nation, it was in the time of the fairies.
As Francs was to be a great Princess they
invited to her oradle all the good fairies;
the fairy of wit, of riobes, of conquest,
of beauty, of grace, the fairies of harvest
and vintage. It was an unparalleled fes
tival throughout the voting kingdom—
everywhere they danced and drank. Bat
in the very midst of this pablio rejoioing
an uniuvited fairy oaiue to ait at the ban
quet. There were already a dozen at the
table, and the Btrange visitor made the

there is s great dearth of respectable
dressmaking hands, apropos of whioh the
New Zealand Herald tells the following
amusing story:
“It seems that a well-to-do sottler near
Auckland was lately sttaeked by an illness
which bis medical attendant declared
must terminate fatally, so severe were tba
symptoms. After lying in sn apparently
hopeless state for some days, he suddenly
took a turn for the better, end, thanks to
a strong constitution, made a rapid recov
ery. Not long after he had returned to
business ho was much startled, on open-
ing sn acconut presented nt hia office, to
fiud himself charged with a fail set of
widow's weeds of elaborately complete de
scription. A domestic explanation natu
rally followed, and his wife reminded him
that be bad always made it a special de
sire that the faet of tbeir having emi
grated to a colony ahonld never prevent
her dressing as a lady. ‘And the dress
makers here, yon know, she added, ‘have
matters so entirely in their own hands
that they gansraliy keep yon waiting for
months for anything now. So whan I
was told you could not possibly reoovsr, I
ordered what I knew yon would wish ms
to wear beforehand; aud now the things
havo only just some horns.' The bill was
promptly settled. Whether the husband
wss consoled for the outlay by the thought
that his provident wife had the things
ready by her ia e question that is left
open for conjecture. ”
