RECONSIDERATIONS.
The House reeousidered the bill pre
scribing the manner of granting liqnor
license, and exoepted from the bill the
counties of Elbert, Dooly, Dougherty,
Oglethorpe and Worth.
On motion of Walah the Houae recon
aidered tbe action defeating the bill for
the relief of maimed soldiera ; also reoou
sidorod the action in passing the bill to
regulate aDd reduce the compensation of
receivers and collectors of taxea, and final
lj appointed a oommittee who prepared a
substitute which repeals all local laws in
Chatham, Richmond and Fulton, giving
them commissions, which amount from
three thousand to four thousand dollars.
Walsh offered an amendment providing
tha law do not affect tho preaant officials,
whioh was adopted.
The House Finanoe Coaamittoe rejeoled
the bill passed by tbe Senate on the sub
ject, and it will be next to impossible for
the House to harmonise on the bill before
adjournment.

lowing address has just been prepared by
Demooratio members of the South and
Southwest, to the people of tho Southern
States:
You have confided to the undersigned
in tbia juncture of affairs, the delicate
and difficult task of guarding in tbe Fed
eral Congress, yonr public interests, your
rights and your reputation. You will,
therefore, pardon the liberty we take of
addressing you at a period eo critical
upon a matter affeoting yonr daatiny and
that of your posterity.
You oannot have failed to obaerve the
persistent efforts of some of the leaden
of the Republican party to revive the
animosities of the late war, whioh happi
ly are fast giving place to a spirit of eon-
oord and unity in every section of oar
oommon country. It is impossible to
predict with oertninty the effeot of theee
appeals to passion. We believe that
through the honest representation of a
few upright and conseientiona Federal
officers and agents, sn independent and
able pnblio press, aad of many oitizens,
witoout regard to party, the trne condi
tion of Southern States and the reel sen
timent of the Southern people are being
gradually made known to our fellow
oitizens of the North. We hope for their
favorable decision when folly apprised
of all facts. The [great end of good
government will be reached when tbe
people of all seotions forget that we have
ever been enemies, and come together
egain as in the early days of the Repub.

every white man in every neighborhood

reduced, end tbe corrupt government to
whioh his vote hes subjected ns, rests not
■o much upon him as npon the bed men
who, with the assurance of Federal sup
port, have, by appeals to his worst pas
sions, sought to make him our enemy,
while we labor by all honest meens to
oonvihoe him of tbe truth that our inter
est and his are identical, and that both
mutt be pteeerved by good govern,
ment, and that those who stir up
strife between ns are the enemies of
both raose. Let u* at the same time
see that be is fully protected in his
guaranteed rights (o vote as he pleases in
all elections. Let us eontinus to deal
with him bonestly and fairly, and let us
continue cordially to invite to onr midst
those of any political party who either
seek to know the truth or to find homes
npon onr soil. We do not exaggerate
when we admonish yon of tbe disharten-
ing fact that every street disturbance,
every homicide, of whatever character,
by whomsoever committed, by blaok or
white Bepnbliosn, or Demoorat, such as
are incident to every community upon
earth,is perverted into evidence of a spirit
of lawlessness and violence, and a pur
pose to accomplish political ends. We
well know the gtoaa injustice of each
ohsrges, which have weight only where
ignorance of onr trne condition prevails.
Strenuous efforts ere now being mad* by
those who misrepresented yon to induce
the passage by Congress of tbe most dan
gerous measures, in order to irritate our
people to drive them to despair, end to
provoke them to violent outbreaks, in
order to furnish an excuse for
applying for military interference. We
express the hope that a majority of tbe
present Congress will not be foond ready
to sanction such legislation. If it be
accomplished it would be against the pro
test not only of Democrats, but of the
moral worth and the statesmanship hero
of the party in power, and of such Kepnb-

Adams, uud others, whose patriotiem and
sense of justice are known to the entire
country. We may, however, be mistaken.
The most extreme, oppressive and uncon
stitutional moasurea may be imposed upon
you. In such event wa would appeal to
the wiscLtn end patriolism of a long-suf
fering people, by every hope of the future,
for continued forbearance and a hopeful
reliance npon the virtue and sense of jus
tice of the Amerioau people for the ulti
mate vindication of our rights, tbe pro
tection of our liberties, and the Bafety of
our republican form of government

SENATE.
Washington, February 19.—The cre
dentials of Cameron, United State* Sen
ator from Wisconsin, and McDonald,
United States Senator from Indiana, were
read and placed ou file.
Flannagan presented the concurrent
resolution of the Texas Legislature ask
ing pensions for the soldiers and sailors
of the Mexican war.
Bill was introduced making West Point,
Va, a port of entry.
Squabble over the order ef business.
Logan wants pensions; Edmunds
wants Civil Rights; Sargent hoped
Pinchbeck would come up again; it in
volved peace or war in Louisiana. He
would sooner the case should be decided
wrong than not at all.
Hitchoock said when the Indian appro
priation bill was disposed of he would
call up tbe bill for the admission of Colo
rado.
The Indian appropriation bill was taken
np, which the Senate is considering to
night.
HOUSE.
On motion of Harrif, of Virginia, the
Houae inserted in a bill providing for
artificial limbs for pensioners, a provision
repealing all laws that prohibits the pay
ment of revolutionary or war of 1813,
pensions on acoount of disloyalty.
The House passed the bill removing the
political disabilities of Dr. Charles H.
Smith, of Richmond, Virginia, and Jae.
M. Huinoa, of Covington, Kentucky.
The Houae refused to go into a com
mittee on the tariff bill aud went into a
oommittee on the private calendar.
The Committee on the Private Calendar
.rose without reporting a single bill, and
then the Army appropriation bill was
taken up and passed.
Poland, of Vermont, from the Seleot
Oommittee on Arkansas Affairs, reported
a resolution that it is not advisable that
there should bo any interference with the
government of that State, and gave no
tice that he would call it up for considera
tion next week.

Butlee Ga. Feb. 19.—Robbers broke in
Holbrook’s Bateman’s and Holaey’s,
houses last night. Mrs. Bateman gave
tbe alarm and tbe robbers broke three
window lights ont, and retired in double
quiok. None of the husbands were
home.

Montgomery, Ala., February 19.—Ed.
Smith, a negro on the jury of tha City
Court was put on the chain gang to-day
for one hundred days for stealing bogs
night-before-lust. His place on the jury
is vacant.
SOME OF ITS MOST IMPORTANT FEATURES.
Washington, February 10.—Tho Com
mittee on Banking and Currency has had
for somo time under considers! ion various
propositions to fnrthor regulate National
Bankanndhave virtually agreed upon a bill,
which is substantially the same as that of
Mr. Maynard, which was introduced on
the 8th instant. Tho committee has the
power to report at any time, and will
probably report at an early day and prssa
their measure to a vote. As the comrnit-
teo is unanimous, it is supposed that it
ill be able to pass tho bill threugli the
House, with a chance for it to go through
the Senate. „
The bill makes material improvements
in tho present banking set. In its first
■eotion it romoves the restrictions in tbe
present law by which banks having a
capital of over one million dollars are
limited in their circulation to 80, 7.5 and
60 per cent, of such capital. All banks
will, under tha new hill, be allowed a
circulation equal to 90 per cent, of the
paid up capital.
Seotion two provides for the appoint
ment of a recsiver to wind np a bank
npon application from any jndguient
oreditor whose judgment i - satisfied.
Seotion third provides that when any
association hat gone into liquidation, the
individual liability of the shareholders
may be at ouoe enforeed by a bill in
equity by any oreditor. As tha law now
■tends, this oannot be done until the re
eeiver has closed his acoouot, and in one
ease this has lasted four or five years.
Section fourth provides for better en
forcing the payment of assessments by
delinquent shareholders by selling their
stock at publio auction.
Seotion fifth exoludes liability for spe
cial deposits in sealed packages or locked
boxes, unless a receipt shall he given by
the bank admitting its liability. There
are over sixty snits now pending against
one bank for such liability.
Section sixth requires (under penalties)
of savings banks and trust companies (or
ganized under an act of Congress) all the
roports to the Controller now required of
national banks. This provision is sug
gested by the experience of the Frred-
men’s Ban k. ^
Section eighth provides for the appoint
ment oNsn agent by tho shareholders to
wind np the affairs of the bank after tbe
olaima of outside creditors and note
holders shall have been duly provided
for.
Seotion nine provides that when the
moneys in the hands of a receiver are not
largo enough for distribution, the money
on hand shall be invested by I ho treasurer
in United Stater bonds, so as to yield an
interest to tbe creditors.

New Yoie, February 19.—Ths loss by
Fort au Prince fire is about $2,000,000.
Nearly two-thirds of the town lo3t. The
Alps brings details. The fire commenoed
at half past ten, and in a short time
assumed great magnitude. The honseR
were principally of wood, were very dry
and water was Boarce. The small engines
and hose about garden size constituted
the fire department. Seven hundred
families are homeless. The fire was still
horning when tha Alps left.

THE REPUBLICANS DOUBTING — GRANT
CHANGING—ALABAMA MATTERS.
Washington, February 19.—Notwitb-
Btandiug the bold face assumed by the
Republioaus of the House regiDdiug
Southern affairs, it is undoubtedly true
that they do not feel as confident as they
profess to be. The litpublicun of to-day
contains an editorial admitting that a
compromise on the Louisiana quettion
might as well be made. It is known that
the President has also within a very few
days expressed himself in favor of a com
promise, notwithstanding the fact that np
to a week ago he refused to oonntenance
anything of the sort. The faot that
wholesale removals of Federal office-hold
ers in Louisiana has been determined
npon, shows that some hitherto unfelt in
fluence ia at work.
Tbe select committee appointed to in.
vestigale alleged political outrages in Ala
bama, by a msjority vote, directed the
chairman, General Cobnrn, to report to
tbe House the bill which was recently eu
dorsed by tbe Republican caucus.
Messrs. Buckner and Luttroll, two
Democratic members, protested against
making this bill tho report of the com
mittee, and insisted that they should en
deavor to settle upon a report concerning
the special subject of their investigation.
Their votes were overruled by those of
Measrs. Cobarn, Albright and Cannon,
and the bill will shortly be reported.
RAILROAD ACCIDENT.

Philadelphia, Fobruary 19.—Train No.
6, eastward bound from Columbus at G:25
Thursday evening to Philadelphia, en
countered a broken rail near Steuben
ville, Ohio, at 3 o'clock yesterday morn
ing. Tho special oar with the Vice Prcei"
den' and Conoral Freight Agent of the
Pennsylvania Company was ditched and
burned. The Vioe President and agent
were slightly hurt.

lost at Steubenville. Vioe President Mc
Cullough had his legs broken, and quite a
number were injured. A number of cars
were burned.
