COLITXBIJH, «A. I
MONDAY FEBRUARY 22, 1875
Tb* Atlanta He: aid oomea to ns in a
near drew, and its outer appearance is
now as bright and inviting as its contents
It ia altogether an excellent psper.
Th* New Orleans papers of Friday bore
advices from Washington to the offoct
that a plan of adjustment of the politieal
difficulties of Louisiana was under consid
eration, and that it provided for a new
eleotion and the appointment of three
oommisssioners by Chief Justice Waite,
It is believed in Washington that one
purpose of extra session of the Senate
called by Gen. Grant is to make Messrs.
Ohristiancy, Cameron and other so-called
independent Senators, recently elected,
define their position and take thoir stand
at once either for or against the Adminis
tration.
Wa find in the Davenport, Iowa, Oa-
tette, a notioe of the .death of Thomas
MoDonongh Ragland, rged six years and
five months. Ho was a son of the late
Capt. G. G. Ragland of this city, and his
dsatb adds another to the bereavements
of this estimable and much aillicted
family.
Tax Nashville Union of Saturday says :
“It Is known only by the iutimate friends
of genator Johnson that when he left for
WaahMgton via Greenville, he carried
with him a certain trunk plethorio with
public documents, memoranda and cor
respondence that is destined to be the Pan
dora's box of Radicalism. When that
trnnk is opened for in* even hope will
not remain behind.’'
The Atlanta Herald culls attention to
the foot that the recent address of Demo
cratic Congressmen to the people of the
South was signed by both the Senators
and all the Democratic Representatives
from Georgia, except the Hon. Alex. U.
Stephens. It thinks that Mr. Stephens
is acting the part of Aohillos skulking in
his tent. Mr. Stephens' rofusal to sigu
the address is certainly remarkable.
Mbs. Ami Ubidlky, the oldest woman
in Chioago, thinks that hor longevity is
attributable mainly to the faot that she
waitod until she wa. over thirty-five
years of age before Bhe married. Now,
here is a nice question for young ladies
to consider—whether it is better to marry
yuuug and die young, or to postpone
marriage until a mature age and thus on-
joy a long life.
A dispatch from St. Paul says of the
newly eleolsd United States Senator for
Minnesota: “Jie is a man of unimpeach
able integrity, of very moderate abilities,
and always a Republican iq polities,
though having been for many years on
the benches of District and Supreme
Oonrta, bis participation in political affairs
has been limited to casting bis vote. His
age is about fifty years. He is a promi
nent member of the Presbyterian Church."
Tu* Dyersburg I'rogrem fours that An
drew Johnson may not be sonud on the
Civil Rights bill. It looks upon him us
“unoertuiu." In reply to Ibis, tbs Mem
phis Atalane.he says: “Mr. Johnson
Should nut he held responsible for the
Progrent' jgnoranoo of his official record
and publio utterances. As President, ho
vetoed a civil righla hill when the tempor
of the North was such ns to sustain any
extreme measure. Since that time no
publio man has been more prououuoed in
denunciation of the iniquity. Mr. JoUn-
•on draws a broad line of distinction be
tween civil rights and social privileges.
The former are already secured to the
oolorod people by law; tho latter must
spring from mutual consent. Legislation
cannot procure them.
Tax loss of a United States Senator by
the bad maungemeut of tho Democrats of
the Minnesota Legislature, is much to be
regretted. The Democrats fell ten votes
abort of a majority on joint ballot, and
nineteen independent Ropublioaus hold
the balanoe of power. The ballottiugs
for a Senator wera continued week after
week, and the Dumooruts had any day tho
opportunity to oloct the independent Re
publican most acceptable to tbemselvds.
But they obstinately adhere 1 to Demo
cratic candidates, aud in Ilia end the Rad
icals elected the Senator with tho help of
a few of the independents. An indepen
dent Republican Senator from Minnesota,
elected on a platform similar to that of
OhriBtiunoy in Michigan, would have
made extremely doubtful a Radical mn
jority for any intolerant measures in the
next Senate.
KuLLOort and the other State officials
of Louisiana are now in tronblo about
the wrongful taking and misappropriation
of funds, under plea of defending them
selves agaiust the White League. On
Thursday Attorney General Field applied
for acd obtained an injunction against
Geu. James Lingstreot aud State Treas
urer Dubuelef, restraining the latter from
paying uertaiu outstanding State war.
rauts, and requiring Longstreet to return
certain warrants placed iu his hands Imt
not yet taken up, also to return the money-
drawn on other warrants. It appears that
in August last Kellogg and Lougstreet
obtained a mandamus compelling State
Auditor Cliuton to issue to Longstreet
$<>0,300 to liquidate certain claims of tho
State militia; that Lougstreet drew
mouoy on theso warrauts to the amount
of $32,100 ami has not yet accounted for
the disposilion of the remaining warrauts
to the amount of $23,200. Tho Attorney
General charges, in his application for
the injunction, that tho appropriation
nnder which these w irrants were drawn
was a nullity, because unconstitutional,
and tho warrauts d awn under it were
null and void. Judge Hawkins, in grout
ing the iujuuctiou, sustained this allega
tion. Lougstreet is required by it “to
pay into tho Slate Treasury the sum of
$32,100 which was drawn by him,” and
to return to the Auditor the $28,200 iu
warrants not drawn. It looks very much
XX if the Kellogg State officials were try-
ng to turko Longstreet the scape goat
for tbair own rascalities.
A BAD RECORD.
While Hays, Pelham and other Radical
demagogues of Alabama are making a
groat ory about the “lawlessness" of the
white people of tliat'State, it ia in order
to call attention 'to the record which the
Radios) party in tha Legislature has made
daring tho present session. Every bil[
for the prevention of fraud or tba pun
ishment of crime has met with tba organ
ized opposition of tba Radioal members,
and not opposition of the ordinary kind
only, bat opposition by long spesking,
dilatory motions end oalling of the roll
t> consume time. While the Democrats
of Congress have on two occasions re
sorted to that kind of opposition to pre
vent the passage of unconstitutional and
mischievous measures, and been much
censured therefor, the Radical minority
of the Alabama Legislature have practic
ed it nearly every day to prevent the
passage of laws for the prevention or
punishment of crime—laws such as every
well governed State has and mast hsve.
They have opposed in this way the
bill for preventing frauds at elections;
the bill to geouro a more hon
est registration; tho bill to prevent
the sale of stolen prodgceat|night; the bill
to ropeal the Recognizance law, whioh re
leased rogues on their individual recog
nizance withont seenrity ; the bill to pun
ish tho stealing of rails and timber; the
bill to mako it felony to break into gin-
houses or corn-cribs for the purpose of
stealing; the hill to enforce the collection
of poll taxes, and in faot every bill of a
similar character. Only let it be found out
that any hill provided for the punishment
of any sort of rascality, and organized
Radical opposition to it in that Legisla
ture might be counted on as a sure thing.
And this iB the party that runs to Con
gress and the Fresident with complaints
that the Conservative:! of tha South are a
lawless set. Let them aid the Conserva
tives iu the passage of laws for the ade
quate punishment of tho oommon crimes
that occasion most of the tronble at the
South, aud then they may with better
grace complain of tho lawleasnesa of oth
ers.
The following are the reductions of
fare made by the Baltimore and Ohio
Railroad, in consequence of its renewed
contest with Col. Scott’s Pensylvania road:

and Baltimore and Washington, from $23

and Washington, from $20 to $12; be
tween Pittsburgh and Baltimore and
Washington from $8 50 to $0. A similar
reduction has also been msdo between
Philadelphia and Chioago, Cincinnati,
St. Louis, Louisville, and Pittsburgh.
These reductions take effect at once.

as required by section 16, artiole XIII of
tho Constitution, also the bill to better
provide for the maintenance of tha pau-
pora of Leo county (sets apart $800); also
for tho relief of maimed officers
and soldiers of the State; also
the hill to allow the city of Montgomery
to work persons convicted of violations
of the city ordinances, outside of the city
limits (in draining Cypress swamp); also
tho bill to oularge the jurisdiction of th*
Mayor and Council of Union Springs;
also concurred in Sanato's amendment
to th* bill to ameud an act to establish
Revenue laws for Alabama, approved Feb.
9. 1870, as)to Tallapoosa oounty.—Amen
ded by adding Barbour, Chambers and
Lee. A bill to repeal the act to regu
late the assesment and oolleotion of the
poll tax in certain oouuti*#, so far as it
relates to Russell county, was referred
to a oommittee. The Senat* bill [to em
power and authoriza the Govornor to
lease out or rent the penitentiary farm,
together with such of the etook and
other materials as may belong to such
farm, and to hire to such lessee conviots
not to exceod in number 135, and for a
period not to oxfieed eight years, was
raforred to a House oommittee.
Sutunlay UltA.—In the Senate several
luotionN regarding the Sooth A North
Railroad wore made, but the whole nub-
| jeot was postponed nntil Monday. Th*
Senate passed bills to authorise peniten
tiary eonviote to be hired out for five
years; to fix-tha rate of taxation on
national banking aaaoeiatlons.
Thera was a long discussion on tha bill piled for.
to authorize and empower the Auditor to „„ (odawtf]
audit and ascertain tho amount of taxes
dne from the South A North Railroad
Company to tha State, and the amount of
interest due from the State to eeid rail
road company upon the past dne coupons
of tho bonds'of the 8lete owned by said
company, and to set off the one against
the other. It wae made the speoial order
for Monday next.
Bills to fix the number of officers of
the penitentiary, and their compensation

New Obiouxs, February 11.—During
the first few deya of the committee's stay
Conservative counsel made applioatiou
for process to bring General Sheridan
before the oommittee for the pnrpoae of
ascertaining where he proonred bis in
formation relative to the number of mur
ders committed in the State since 1865.
Sheridan immediately left the oity and
did not return until tbe day beford the
oommittee ooncladed their labors, when
be addressed a brief letter stating that
there bad been 2,090 persons killed and
2,100 wounded for politioal causes in aix
years. He also stated that “tho gentle
men of Shreveport went gunning for ne
groes." I have obtained a list of homi
cides committed in the perish of Caddo,
whioh shows that during tbe period from
1868 to 1874 iuolueiv* tbe grand juries
indieted fifty-two men for the crime
named. Of these twenty were white and
thirty-two oolored; thirteen o'" 'hr f rmer
killed white men, and seven ai.led ne
groes, two having been oonvioted of kill
ing the same negro. Of the tbirty-two
negroes, twonty-flve killed negroes and
iieven killed white men. It should bs
horse iu mind that ths grand juries have
generally been composed of negroes,
while the judges; sheriffs, justices aud
ooroUershave been Republicans, and if
the murders have been committed, as
they olaim, then they are impotent to ad
minister the affairs of government on
their own admission. In the oity (Shreve
port) limits there were seven white men,
in addition to ths eases cited above, killed
by negroes, aud not a single negro killed
by a white man.
This record is certified to by the Dis
trict-Attorney and Clerk of Court, both
Republicans, yet General Sheridan locates
many of his 2,000 killed aud 2,100 wound
ed in this parish.
