THE TEXAS FAOIIT0 RAILBOAD.
House had a long disonsaion on the mo
tion to reconsider the aotion passing the
Senate substitute to the resolution in
strnoting Congressmen to vote for the
bill to aid the Texas Pacifio.
The motion to reconsider was supported
by Bacon, Anderson of Cobb, Speer and
Hamilton, and opposed by Wslsh, Adams
and Harrison. The motion prevailed by
97 yeas to 54 nays.

TBBA8UBEB JONES WILL NOT BE* ON.
In addition to the full Associated Press
report of the Treasury irregularities, our
oorrepondent will state that Treasurer
Jones has resolved not to resign and has
many friends in tbe Legislature who will
try to protoct him from any violent
measures, having perfect confidence in his
honesty and integrity. The report of the
committee was hurriedly made, and liis
friends say ho had not opportunity to coi
led all his vouchers.

paid oat by the Fourth National Bank of
New York, interest and premiums on
gold; also paid out of tbe treasury direot
on executive warrants since tho 1st Janu
ary $124,000; also cash on hand $167,-
000, making $1,102,000 which leaves a
deficit of $118,000 to acoouut for.
This deficit Treasurer Jones submits
informal vouchers for advances made to
the oivil establishment of the State, ex
change bills, executive warrants signed
by Bullock, interest on temporary loan,
loss by fnilae of John King, Coiambus,
aud counterfeits amounting to about
$(>4,000, none of which arc in proper
form, aud whioh, upon a superficial ex
amination, the Committee do not allow—
thus leaving about $4,000 unaccounted
for altogether.
The committee furtherstate that Treas
urer Jones illegally paid $152,000 of old
bonds, due January, 1872, the same be
ing part of bonds said by Bullook to have
been paid by Clews. Of course Junes is
not charged with this in the foregoing
balance.
Jones states in extenuation that he had
no notice of previous payment.
The committee concluded by recom
mending that Jones be requested to re
sign, imd in the event he refuses that
the State appoint a competent finaneial
agent to superviso tho Treasury Depart
ment, and ascertain accurately the Condi
tion of the State finances. •
The committee don't attack tbe integ
rity of the 'Treasurer, but condemn with,
out qualification the system of book
keeping and general administration of the
Treasury.
The report is ordered printed and made
the special order for to-morrow morning.
It is not known whether Jones will re
sign or not. It is predicted by many he
will not. If he refuses, some talk of im
peaching him, but will hardly resort to
such violent measures.
Ample provision will bo made by the
present Legislature to cover all the de
fects and keep the finauces of tbe State
in a hoaltby condition.

AN INFIDEL.
Raleigh, February 23.—The Senato
to-day passed on third reading a bill ad
justing tho State debt. It provides for
the funding of the dobt as follows : For
old debts and registered certificates 40
aents on the dollar; for funded internal
improvements bonds, 25 conts on tho dol
lar. [Does not inolude especial tax
bonds.]
The following interest is to bo paid :
For the first two years 2 per cent.; next
three, 3 per cent.; next five, 4 per cent.;
next 25 per cent.
Notice is given that tho supplements
bill will be introduced. It funds the!
special tax bonds.

CONDITION OF HER TBEASURT AS TELE
GRAPHED TO NEW YORK.
New York, February 23.—The Herald
has an ugly special to tho effect that tho
Georgia State Treasurer is a million dol
lars short. Treasurer .Jones has reported
over a million in tho Troasury, when there
was only one hundred and fifty thonsand
found. An investigation shows at least
one bundled and fifty thousand of bonds
huvo been paid twice. Treasurer Jones
says Henry Clews, who was State agent,
never gave them a statement of the dis
bursement. If Clews paid bonds without
cancelling them, and put them on tbe
market again, the Treasurer had uo means
of kuowing it. The whole State regards
Jones as perfectly honest. His bond is
$200,000.

Pittsburg, February 23.—Ernest Ort-
mein, who murdered the llumnett family
who murdered husband, wife, two
daughters and a bound boy, and fired the
house—was hung to-day. Ortmeiu was a
farm hand, and treated as one of the
family. He was a German, and had been
in this county two years.
The Sonate Finance Committee
agreed to the bill authorizing the Secreta
ry of the Troasurer to buy tho Freedman
bank building, at $315,0(H).
—Wahl Bros.’ glue works, covering
eight acres on 31st street and Lancaster
avenue, burned. Loss $400,000; insur
ance only $80,000.

as unanimously condemning the Return
ing Board, and by a majority of four to
three reoouimouding the Louisiana House
of Representatives to remedy the injus
tice and to place the persona right
fully entitled in their seats ; also reoom-
monding the recognition of Kellogg
as Governor till the termination of his
term of offioe. Ordered printed.
The Committee on Alabama Affair* also
made a report.

SENATE.
In the Senate the Judioiary Committee
reported that tho United States is not
bound to proceed with the contract for
the addition to the Pacifio Mail Service to
China and Japan.
HOUSE.
Washington,February 23.— G. F.Hoar,
of Massachusetts, Chairman of the Spe
cial Committee on Louisiana affairs, made
a report, closing with the following reso
lutions :
Whereas, both branches of tbe Legis
lature of Louiaiana have requested the
Select Committee of tbe House to inves
tigate the circumstanoes attending the
election and returns thereof in that State
for the year 1874; and, whereas, the said
Committeo has unanimously reported
that the Returning Board of that State,
in canvassing and compiling said returns
aud promulgating Iho results, wrongfully
applied an erroneous rule of law, by rea
son whereof persons wore awarded in the
House of Representatives seats to which
they were not entitled, and persons entitled
to soats were deprived of them.
Resolved, That it is recommended to
the House of Representatives in Louisi
ana to tako immediate steps to remedy
said injustice, aud to place the persons
rightfully entitled iu their seats.
Resolved, That Wm. F. Kellogg be
recognized as Governor of tbe State of
Louisiana until the end of tbe term of
office fixed by the constitution of that
State.
The majority and minority reports were
ordered printed, a* the result of a oolloquy
between members as to which was the
majority report and whioh the minority
report.
It may be stated that all members of
the committeo report against the action of
the Returning Board. .
Messrs. Foster, Potter and Randall
unite in a majority report that there
was no general intimidation in the State,
but a free and fair eleotion which resalt
ed in favor of the Consesvatives, who
were deprived of the result by the wrong
ful aotion of the Returning Board; and
that Messrs. Hoar, Wheeler and Frye
unite in a minority report, and that Fos
ter assents with Hoar, Wheeler and Frye
to a compromise to recognize Kellogg as
Governor, and giving the majority in the
House to the Conservative delegates.
The majority report in the oaae of Ala
bama, wai presented by Oobnrn, of
Iudiane.

bill, Hale, of Maine, in the Chair—ell the
debate on the bill boing limited to one
hour.
The House spent the whole day in a
Committee of the Whole on the Tariff

Tbe bill, as passed, makes tbe tax on
whisky hereafter to be manufactured, not
taxing stook on hand at all, 90 eents e
gallon; an tobaoco 24 cents a pound; on
cigars $6 a thousand; on oigarettes $2.75
thousand; on molasses, malada and
Hogar, imported from foreign countries,
an additional tag of 25 per eent.
On tbe present duties, it restores the
10 per eent. on manufactured goads, and
provides that the inoreaae of duties shall
not apply to goods aotnaily on shipboard
for nae on or before tho 10th of February,
1875, or to goods on deposit in ware
houses or publio stores at the date of
the passage of the sot.

Spenoer presented a memorial from the
Republican members of the General As
sembly of Alabama to the President and
members of Congress, setting forth, first,
that changes have been made by the Ala
bama Legislature in the penal oode of the
State by whioh a system of involuntary
servitude end peonage tor Afriean
citizens in the South is to be
inaugurated; second, that the politioal
legislation has been enacted by means of
which 98,000 Republiean voters are prac
tically deprived of representation; third,
that the Republican constituents are re
stricted, and there is a praotioal nullifica
tion of the constitutional amendments;
they therefore aek Congress to empower
tbe President to suspend the writ of
Habeas Corpus in certain contingencies,
iu order to preserve the pesos in the
Southern 8 tat os. Referred to Committee
on Privileges end Elections.

Tbe admission of Colorado is up. Ed
monds stated the majority of hia party de
sired this aotion, otherwise he would have
pressed Civil Rights.
The Atlantic and Great Westera
Canal.
Washington, Febraary 23.—A party
of United States engineers, under oom-
mand of Col. B. W. Frobel, who have
for several months post been engaged
upon final surveys of the Atlantio end
Great Western Canal route through Geor
gia to connect west with the seaboard,
have completed their labors end will very
soon mako an offloial report. Tbe report
will show that there is no possible obsta
cle in tbe way of snocesefnl proseontion
of tbe work. The line of the eanal, final
ly looated, passes along Tennessee river
to Gantersville,thenoe soross to Gadsden,
Ala., on the Coosa river; np that river to
Cooper's mill, end from thence across the
Chattahooohee to the heed waters of the
Ocmnlgee, and down that stream to the
sea. It ia proposed that when the river
and harbor bill reeehes the Senate to add
to it an amendment appropriating $000,-
000 for the commencement of the work
and its proaeoution during the present
year.

day either upon Arkansas or Louisiana.
Incendlnrjr Flree al Washington.
Washington, February 23.—Winder's
building, oooupied by the Ordnance and
Engineers Departments was fired by an
incendiary. The building is opposite the
Navy Department, and has been fired
three times. Some one is orazy or there
ia a plot to destroy the records.
News from tbe Black Ullls.
Sioux Citt, Iowa, Feb. 20.—A letter
has been received by Charles Collins, edi
tor of tbe Timet, direot from the party
that left here last Ootober, for the Black
Hills gold mine*. The party, numbering
thirty, are comfortably quartered near
Center, in the hill*. They bad no trouble
with the Indians; have plenty of provis
ions and are prospecting with sueceas.
Tni* is the first reliable information from
this party. Various rumor* have been
afloat of the party returning with gold
dust, but they are probably untrue.
