Lswlon could not give assent to part
of the resolution of the oommittee, which
requested the Treasurer to resign.
Xiaoon paid a glowing tribute to the
past serrioes of the Treasurer, but ‘aid it
could not be denied be was unequal to
the task of administering to the duties of
the office, and advocated the bill intro

TO SETTLE THE MATTER
BEFOBR ADJOURNMENT.
Fpedal to Eaavlaia-Scs.J
Atlanta, Ga., Feb. 24, 1875.
HOUSE.
House met this morning, and after a
brief diseussion tbe report of tbe Sub-
Finanoe Committee on the StateTreasnry
was made tho special order for 3 o’clock,
in order to enable members to read the
digest of the report before adjournment.
However, throe bills ware offered bear
ing on the question.
One was by Anderson, of Cobb, to
provide for tbe election of Surveyor
General, and then to provide for tbe
consolidation of the offloes of State
Treaanrer and Surveyor General.
Baoon introduced a bill to amend the
section of the Code so as to provide for a
oaae of negligence, incompetency, or
oorrnption of the State Treaanrer, and
when on an address of two-thirds of
both bodies of Ihe Legislature be bo de
clared incompetent, negligent or corrupt,
it shall be tbe duty of the Governor to
suspend tbe Treaanrer until proper ar
rangements be made for a discharge of
the duties of the offloe.
These bills wero read first time.
At 3 o’clock the House reassembled.
Tbe galleries were crowded with anxioua
spectators, who remained immovable
until after dark.
The House showed extreme reluctanoe
to oommence the disoussion.
The Speaker said unless some aotion
was taken ho would prooeed to other
business; whereupon Warren moved tbe
adoption of the resolution of ihe commit
tee, which recommended that the Tress,
nrer be requested to resign, and in tbe
event he refuse, that the Governor be
empowered to appoint a fiuanoial agent
to assume control of the Troaaury,
This motion oommeuced the disous
sion.
Uiauk, member of tbe snb-Finanoe
Committee, arose and stated tbe commit,
tee had performed a paiuful duty. He,
at least—and probably every member of
the oommittee—believed Treasurer Jonea
to be perfeotly honest, and remembered
with gratitude bis past services to develop
tbe Htate; but tbe extrema looseness end
negligence with which the Treasurer has
administered tho affairs of his office made
it tbe imperative duty of the committee
to recommend tho messnre, which would
secure Ihe removal by some means of tbe
present inoumbent.
Jones, of Burke, moved that the Chair
man of tbe Finance Committee bo in
structed to prepare at tides of impeach
ment.
Bpeer said ho thought it improper to
ask him to resign. His assent to such a
request would bo considered an drniB
aion of guilt, aud moved to refer tho mat
ter to a special committee for further in
vestigation.
McKinley thought they ought to leave
the entire mstlor to the Governor, who,
if satified with the investigation, should
prooeed agaiuBt tho Treasurer in Fulton
Huperior Court.
Hardeman would not disousss the
merits, bnt said it was his doty to pro-

Washington, February 24.—In reply

had lost tho confidence of tbe pooplo of
the Stato of Louisiana, the Conservative
Committee here desire to Slate that they

directly, individually or collectively,

ion, but have refrained from treating in
relation to tbe question of 1872, except
in bo far as they are compelled so to do
in the Wheeler propositions; aud now
deolare that had any suoh opinions been
expressed in their hearing, or within their
knowledge, they should not have hesita
ted to promptly deny and correct tbe
same as unfounded in truth.

dispatches I hat Messrs. Burke and Leonard
now at Washington in tho Conservative
interest have accepted Wheeler's proposi

before Congress adjourns.
Reports were made from the Commit
tee on Elections giving the seat from
Louisiana to Sheridan, as against Pinch-
back; and from Kansas to Hodge, aa
ogaioKt Guns, to be called np hereafter.
An extra effort was made to get a con
sideration of thn Louisiana report aud of
the Arkansas record, and of tbe caucus
force bill, but by n fusion between the
Democrats and I he moderate ltepublicans
preference was givua to the sundry civil
appropriation bill, and the House went
into a committee upon it.
O. F. Hoar, of Massachusetts, rose to
cnll op tho report of the special Commit
tee on Louisiana Affairs.
Coburn, of Maryland, raised the ques
tiou of consideration, and desired to have
precedence given to the bill reported by
him, known as Ihe Caucus Foroe bill.
Poland, of Vermont, claimed that bia
report on Arkansas matters should have
precedence.
Ward, of Illinois, sustained Poland's
views, nnd represented that the disturbed
condition of Arkansas demanded prompt
action by Congress.
Hoar Raid that the resolutions reported
by l ira yesterday contained recommenda
tions which were concurred in by all tbe
members of tho special committee, and
immediate action was desirable in view of
the fact that the Louisiana House of ltep-
resuntalives, which was asked to remedy
the injustice, wonld adjourn iu a few
days.
Poland suggested that all these South
ern matters should be allowed to stuud
aside until after tbe passage of the snudry
civil appropriation bill, and that then
they should bo taken up in the order of
| their presentation to the House.
Smith, of Now York, claimed that the
constitutional amendment reported by
him, for the election of President and
Vice-President, wan tba —finished busi
ness before the llouso, and was a meas
ure of the highest importance.
Conyer, of Michigan, intimated that
Poland was tho representative of the party
of masterly hiactivity, and Ibat he might

TltACY OPENS FOR BEECHER.
New Yobk, February 24.—The Brook
lyn City Court room was crowded this
morning when General Tracy opened iu
Beecher's defence. All tho purties to the
suit were oarly in Ibeir places. Tracy de
voted muoh eloquence in behalf of
Iieeoher, who, ho said, look bis stand
alone, but supported by his God and the
justice of his character. Ho alluded to
his promiueuco as a supporter of llio
Union at the oommenoomeut of tbe late
war; which, he said, won Ihe admiration
of tho whole world. One of Iho most
striking characteristics of the mau was a
profouud and earnest interest iu young
men. This prosecution was the reward
he received for the love end devotion ho
bad lavished upon a young man. Counsel
related the history of Tilton and dwelt
upon hi- U.-iugaDeist, and denouncing
the marriage relation as a fraud and hin
dering the advancement of the world.
Poland defonded himself from tho im
putation, and said bo bad only failed to
press tbe earlier consideration of Arkan
sas affaire in reference to tbe publio busi
ness, as represented by tho Chairman of
the Committee of Vv avs and Means and
Appropriations. As soon ns the next ap
propriation bill was out of tbe way, he
proposed to proceed with it with all pos
sible dispatch. He thought it was high
timo tho Houso should dircot its own
business, insteod of leaving it to Ihe
Committee on Ways aud Meuns and Ap
propriations.
Ward, of Illinois, came to the defense
of Poland of the Committoo on Arkansas
Affairs.
Coburn represented that tbe debate on
his bill would cover all the questions
raised in the reports of tho special com
mittees on the Southern States, and be
sides, h’s bill contained something defi
nite und tangible.
Finally, after a long colloquy, the ques
tion was put on the motion of Garfield,
of Ohio—to go into Committee of the

relation to the refusal of the Western

Alta Californian. The only reason, he
SBid, was because that paper was in the
company’s debt. The Alta claimed that
they were getting better dispatches from
tho American press end at cheaper ratov.
They rather intimated that they wore
beuefitted by the refusal of the Western
Union to carry their diapatoheB. In
nnswer to tbe oonnsel of the Western

GLADSTONE ON VATICANISM.
London, February 2J.—Gladstone baa

in reply to Dr. Kswuruu aud Archbishop
Manning. Ilo maintains his original as
sertions and eulogizes Nowman, whoso
secession is tho greatest loss since Wes
ley; acknowledges the loyally of the mass
of Catholics as unchanged ; refutes Man
ning's assertion that the canons of the
Homan Church are not unchanged by tho
Vutioan decrees, and points to the decla
rations repudiating tho doctrine of Pupal
infallibility and temporal power, by which
supplied with large quantities of provis- English and Irish Catholics have obtained

New Yoee, February II).—Tho next
witness oallpd was Joseph Uichards. Iu
answer to Judge Fullerton, ho said; I
reside at Moulcluir, N. J.; am a brother
of Mrs. Tilton, and often visitod at their
house; always considered Tilton’s home a
model one iu every respect; I think that
this was the condition of the family prior
to July, 1870; Tilton’s conduct towards
his family was generous, kind and loving;
1 have known ltoecher when I was pub
lisher of tho Jnilejxiulriit; I saw him very
frequently, probably for eight years; I
probably met lleoeher first at tbe resi
dence of Tilton, X do not know bow of
ten; I saw Huecher there during the day.
Witness explained to the Court that
he was here from dire necessity,
aud not of his own seeking, aud that
he was placed iu what might be well ob
served aa a very cruel position. Witnoss
continued: On one occasion I called iu
tbe morning at the house aud opened the
parlor door, and saw lleccher in a front
room, aud Mrs. Tilton making a hasty
motion with flushed face, aud leaving her
position beside him, which left an impres
sion on my mind; I cannot fix tbe date of
thia definitely; X do not know if it was as
early as 1853, but it was a number of
years ngo, bu tprolmbly was prior to 1870;
X wont to tbe upper part of the house
before going iuto the parlor; lleecher was
■ittiug about opposite the front entrauco
beside tbe door, Mrs. Tilton moving
toward the front window; I did not re
main long iu the parlor.
Croas examined by Mr. Evarts—When
I went into the room 1 greeted Beecher
and my sister, requested him to be seat
ed ; I came iuto tho houae in my usual
familiar manner aud unannounced; this
was tnsrely a call, and took place at 11 iu
tho morning; 1 left before lieecher went
away, hut I think X weal up stairs, leav
ing my sister in tho parlor, though I may
have left the house; 1 do not remember
seeing my sister again that day.
