THIBTY-SEVENTH DAY.
Atlanta. February 25, 1875.
SENATE.
In the Senate this morning, on motion,
was adopted tbe Houao resolution instruct
ing the Finance Committee to prooeed
with tbe investigation of the Treasury.
Kibbee said tbe faota as reported in the
morning interview with the Treasurer
were incorreot. The eommittee had done
fall juBtioe to the Treasurer, If the
Treasurer bad oomplied with the law he
would have been ready aoy honr to make
a full and satisfactory showing. The
Treasurer had been guilty of oareleaaneu,
negligence and looselesa, which rendered
him unqualified for the position. He
negleoted to report to the Legislature the
temporary loan of $150,000. He bad not
■ought relief from the loss by the failure
of John King in the proper manner.
He had reported a million dollars in tbe
Treasury, when there was not one-third
of that amount, and almost caused tbe
Legislature to make a sweeping redaction
in taxation on that account, which wonld
have left tbe State without tbe means to
meet its obligations. He made no objec
tion to the resolution, which was adopted.
The Committee have been investigating
all day, and will continns to-night and
probably report to-morrow.
What will be the aotion of the Legisla
ture it ia impossible to say, still it seems
resolved to adjust the matter before leav
ing.
The Committee distinctly state they
make no attack on the integrity yet; some
seen still to think, if there is no default,
it is nnDecsssary to remove him.
The Legiblature is prolonged nntil suoh
time as will oompleto the bnsineas in the
House, by a vote of 136 yeas to 8 nays,
and Senate by 29 you to 9 nays.
HOUSg BILLS PASSED.

oook a Court of reoord; To amend the
set creating the County Coart of Itioh-
mond; To authorize the Trustees of the
Macon Free Sobool to dispose of certain

con to try osses of vagrancy; To amend

HOUSE.
SENATE HILLS PASSED.
To exoept Augasta from the provisions
of tbe law reguls ling the assessment of
municipal taxes; to regulate the weighing
of ootton and other produce; to proteot
the people of Georgia in the payment of
'peat-due bonds; to provide for the con
tinuance or discontinuance of the County
Court of McDuffie.
BILLS LOST.
To authorize the Governor to issue
bonds to take np and satisfy obligations
of the State arising from tha endorse.
menta of the bonds of insolvent railroads;
to authorize the iseue of eight per cent,
currency bonds to retire the gold bonds.
UNIFICATION OP COLLEOES.
The Eduoational Committee offered a
resolution relative to the report of the
commission on the nnifioation of oolleges,
expressing gratification at the zeal mani
fested in education, and desiring tbe com
mission be continued, but stating the
Legislature had no authority to reooguiza
them formally. The House took an idee
the resolution provided for a continuation
of the commission, and tabled the resolu
tion. Members of the committee stated
they were unanimous in the oonviction
the committea's scheme was impracticable
end visionary.
NUTTINO AND OTHBB BONDS.
Walsh offered a resolution requesting
the Governor to furnish information rela
tive to the Nutting bonds—what amount
will ba realized from tbe sale. Also, in
formation relative to $152,000 of pest-
due bonds paid twice. Agreed to.
MACON AND BBUNBWIOK BONDS.
Hoase has been discussing the resolu
tion of the Committee on Maoon and
Brunswick bonds. The first resolution,
recognising the first issns ($1,950,000),
was agreed to.
The seoond resolution, deolaring the
aupplemental issue ($600,000) null and
void, provokes discussion. All are agreed
exoept as to the proviso, which provides
that all who invested on the faith of tbe
resolution of 1872, in deolaring this issue
valid, shall ba reimbursed. This meets
with strong opposition. Tbe discussion
is proceeding to-night.
CONCRE88.
SENATE.
WAiHnoTON, February 25.—Senate ad
mitted Colorado, and at adjournment
were at work on New Mexico.
Edmnnds, from Judiciary Committee,
reported favorably on bills to remove the
politioal disabilities of Edwird Baker,
John Withers and Beverly Kennon, of
Virginia; Kobert W. Johnson, of Arkan
sas; James M. Quarles, of Tennessee, and
James M. Hawes, of Kentneky. Placed
on oalendar.
The Judiciary Committee reported bills
relieving the political disabilties of Ed
ward Booker, John Withers, Beverly
Kermon, of Virginia; B. W. Johnson, of
Arkansas, Jos. W. Jawellas, of Tennes
see, and Joe. M. Hayes, of Kentucky.
Chandler moved an evening aewion for
the consideration of the steam boat bill.
Objeotion.
Edmnnds said if the Senate
saw fit to postpone the regular order, it
would relieve him from ell responsibility
for the Civil Bights bill.
Bill restoring certain soldiers of 1812
to pension rolls was lost by 29 to 34.
Morton's bill for counting the Preei-
dential vote, and tha contingent ques
tions were taken np. Several amend
ments were offered and adopted.
HOUSE.
The House spent an all night session in
a fruitless attempt on the part of the
Bepnblicana to get up the Cauous Force
Bill. Although, by the new rale, dilatory
moasures are forbidden, a means was dis
covered and put in practioe by the Dem
ocrats to ciroumvent that rale, and make
it entirely fntile. The plan was for the
Democrats to refrain from voting on the
main proposition, and as the Bepubliosns
eonld not keep together a majority of the
House from their own ranks, the vote
would reveal the absence of e
quorum; then the tediona process
of a oall of the House would be proceeded
with, and when it was finished and tho
vote came to be taken again on the main
proposition,tbe Demoorats would resort to
tbe same taction and refrain from voting,
which would reveal the absence of a quo-
ram, and necessitate a new call; and in
this oirole the House has been going
round and round from last evening till
noon to-day.
It was not till four o’olook to-day that
tho Cauous Foroe bill was fairly launobed
on the tnrbid stormy waters of the House.
The entire time between eight o'clock
last evening and four o'clock this after
noon bad been oonsumed by tbe parlia
mentary mrneuvera of the Demoorats,not
withstanding the new rule against dilato
ry motions, and it was only whan the Be-
publicans got an absolute majority ef the
House in their own ranks that they were
masters of the situation. It was then too
late to go on with the disoussion in the
demoralized physioal condition of the
members after a continuous session of
twenty-nine boars, end tbe Bepablicsns
themselves decided on an adjournment.
What new tactics the Democrats may
have in reserve for to-morrow remains to
be s«en, but at least they have it in their
power lo cnnsnme a largo part of the day
by having the journal of the last day’s
session read.

plications, caused by jealousies among
