rions circumstance were never reported

and' dollar* of State bonds whioh had
been issued by the authority of the Legis
latnre, simply to be need as collateral for
a a special loan, were nsed a seoond time
by Jones to effeot another loan, equiva
lent to Jone’s issning bonds himself, with
out authority.
This afternoon Jones thought of anoth
er claim. He had paid $1,000 to Charles
P. McCalls, State road informer, for

enable him to fnrnish proof of payment.

DEMOCRATIC VICTOBY—THEY HOPS TO DE
FEAT CIVIL BIGHTS AND OTHER BILLS.
Washington, February 20.—It is con
ceded thst tbe Democrats gained a sub
stantial and greet victory by allowing the
debate on the Civil Rights bill to close
Saturday afternoon, after
which a limited debits is
to continue indefinitely on amendments.
The Republicans were determined to
force a vote Thursday night. Had this
been done it wonld have left two addi
tional days for Pinchbeck, Louisiana,and
the Canons Force Bill. Tbe Democrats
are now confident of defeating all other
political legislation.

THIRTY-EIGHTH DAY.
Atlanta, Ga., Feb. 26, 1876.
THE OEOBQ1A TREASURY.
The Sub-Finance Committee, on the
consideration of tho treasury, did not re
port, but will report to-morrow morning;
in order to do which well, they work to
night, and had Angier, tho former Treas
urer, before them to-day, who showed
great familiarity with the condition of the
State's finanoes. It is understood tbe
committee will advise tho State more
strenuously of the necessity of removing
Jones temporarily, at least.
It seems to be uuderstool they will
also reoommend the passage of Baoou’s
bill suspending the Treasurer.
To pass this bill necessitates remaining
here until Tuesday, which the members
seem to consider better thau the expense
of impeachment.

House bill to repeal the law exempting
manufactories from taxation,which passed

HOUSE.
In tbe House a compromise was made
as to business, instead of occupying the
day in the reading of yesterday’s journal,
the day was given to the appropriation
bills. The evening session was assigned
to the debate on the Force bill; and tha
previous question is to bo called on it to*
morrow.
The House went into a Committee on
the sundry orvil appropriation bill.
Speaker Blaine has prepared a speech
against the obnoxious caucus bill, having
read it to some of his friends. It is pro-
nounoed remarkably conclusive.
If the bill comes before the House Mr.
Blaine will certainly take the floor in de-
oided opposition.
A member of tbe Cabinet asserts that if
ths President persists in tie course fore
shadowed by his Arkansas message that
Messrs. Jewell and Bristow will oertainly
resign. There is a rumor thst Attorney
General Williams is to be sent abroad and
Ben. Butler giveu his place.
Tho proceediugs in the House on the
sundry oivil appropriation bill were dry
and uninteresting. The items for pur
chasing Miss Ransom's picture of General
Thomas, and Carpenter's pioture of the
signing of tho emancipation proclama
tion at $10,000 and 1525,000 respectively,
were stricken out ou a point of order,
and one for Miss Vinnie Reams’ Btatne of
Admiral Farregut inserted,the latter being
under a contract. When the committee
rose the bill was not half finished, tbe
pending question being au appropriation
to pay the expenses of the suit to recover
possession of the new Idris quicksilver
mines, the famous Garrabun claim.
Tbo session to-night was for debate
only on tbe fores bill.
The fact that the Democrats waived
their right to have the long journal of
yesterday read, which would have con
sumed six or seven hours is probably an
indication that they have not rnuob appre
hension that the force bill can be passed.
Paris, February 26.—During the clos
ing debate on the Publio Powers bill
many amendments ware moved by the
Legitimists and Bonapartisls to gain time.
All were voted down.
Tbe Beat of the government was fixed at
Versailles without debate.
Before the vote on the whole bill the
Legitimists presented a formal protest
against the passage.
De LsBochett warned ths Honse that
there would a terrible struggle between
the Conservatives and Republicans, and
the Monarchists would unceasingly com
bat the new institutions.
MaoMahon has summoned Bnffett, the
President of the Assembly, to form a new
Ministry.
